Temporary Virtual Council and Committee Meetings Only

 

The Council Chambers are temporarily closed for essential technology upgrades. During this time, all Council and Committee meetings will be conducted virtually in accordance with Article 12 of the Procedure By-law No. 125-23. In-person meetings are expected to resume in February 2025.

 

Public Viewing of Meetings: During the temporary Council Chamber closure, the public can observe the meetings of Council and Committees by viewing the livestream of the open session part of these meetings which can be accessed on the City’s website (Richmondhill.ca) or on the City’s YouTube page (linked from the City’s homepage).

 

Electronic Delegations: The public may apply to appear as an electronic delegation by videoconference or by telephone. Applications to appear as an electronic delegation must be submitted by 12 p.m. the day before the meeting by email to [email protected] or by using the on-line application form found on Richmondhill.ca. The Office of the Clerk will provide instructions on appearing as an electronic delegation. In-person delegations will resume when the Council Chamber technology upgrade is completed.

 

Public Comments: The public may submit written correspondence regarding agenda matters by email to [email protected]. Written correspondence must be submitted by 12 p.m. the day before the meeting. Comments submitted will be provided to all Members of Council, considered as public information and noted in the public record.

 

Public Forum: Any person who wishes to speak to Council on a matter not on the agenda must preregister with the Office of the Clerk by 12 p.m. noon the day before the meeting by email to [email protected] or by using the on-line form found on Richmondhill.ca. Public Forum will be by video conference via the internet or telephone only. A maximum of five persons will be allowed to register for the Public Forum on a first come first serve basis. In-person Public Forum will resume when the Council Chamber technology upgrade is completed.


We are gathering on lands that have been home to First Nations Peoples from time immemorial. We acknowledge that what we now call Richmond Hill is on the Treaty Lands and Territory of the Mississaugas of the Credit First Nation and the Mississauga and Chippewa Nations of the Williams Treaty. We also recognize that we are on part of the traditional territories of the Haudenosaunee and the Huron Wendat.


We would also like to acknowledge all First Nation, Inuit and Métis peoples from across North America, also known as Turtle Island, who now reside in the City of Richmond Hill. We are committed to rebuilding constructive and cooperative relationships.

  • That the minutes of Committee of the Whole meeting CW#01-25 held January 15, 2025, be adopted as circulated and the following recommendations be approved:

  • a) That the minutes of Accessibility Advisory Committee meeting AAC#02-24 held September 26, 2024, be adopted.

  • a) That the minutes of Heritage Richmond Hill meeting HRH#08-24 held November 7, 2024, be adopted.

  • a) That staff report SRCM.25.01, regarding Delegated Authority Winter Recess Accounting, be received.

  • a) That staff report SRCM.25.03, regarding York University Memorandum of Understanding, be received; 

    b) That the Mayor and City Clerk be authorized to sign a Memorandum of Understanding with York University at the recommendation of the City Manager.

  • a) That staff report SRCFS.25.002, regarding Non-Competitive Renewal of Oracle Software, be received;

    b) That the sole source renewal of the Oracle Database Software maintenance and support be awarded non-competitively to Oracle Corporation Canada Inc for a contract duration of three (3) years and a cost not exceeding $510,000, exclusive of taxes, pursuant to Appendix “B” Part I, Section (c) of the Procurement By-law 113-16 in order to ensure compatibility with existing enterprise applications that use Oracle Database software;

    c) That the Commissioner of Corporate and Financial Services, and upon the recommendations of the Chief Information Officer, be authorized to execute any necessary documentation to affect the contract(s).

  • a) That Staff Report SRPBS.25.003, regarding Municipal Servicing Capacity and Allocation Summary Update, be received for information purposes;

    b) That the City’s Interim Policy for Allocating Sanitary Sewer Capacity, as amended, and the Interim Growth Management Strategy, be revoked;

    c) That the proposed Municipal Servicing Allocation Policy By-law 9-25, attached as Appendix “G” to Staff Report SRPBS.25.003, being a by-law to adopt a policy to provide for the allocation of water supply and sewage capacity, and to assign administration of this policy to the Commissioner of Planning and Building Services, be approved and enacted; and,

    d) That the Amendment to the City’s Tariff of Fees By-law 8-25, attached as Appendix “H” to Staff Report SRPBS.25.003 to facilitate the implementation of the proposed Municipal Servicing Allocation Policy, be approved and enacted.

  • a) That the Memorandum from Darlene Joslin, City Manager, dated January 14, 2025 regarding Addendum to Staff Report SRCM.25.01 - Delegated Authority Winter Recess Accounting - Reference by-law 86-20 (December 16, 2024 to January 14, 2025), be received.

  • a) That staff report SRPBS.25.001 regarding Objection to Notice of Intention to Designate 11644 Leslie Street be received;

    b) That the Notice of Objection to designation under Part IV, Section 29 of the Ontario Heritage Act submitted by or on behalf of the property owner(s) of 11644 Leslie Street, be received;

    c) That City Council affirm its intention to designate the property at 11644 Leslie Street under Part IV, Section 29 of the Ontario Heritage Act in recognition of its cultural heritage significance, and in accordance with the Statement of Significance attached as Attachment “A” to staff report SRPBS.25.001;

    d) That staff be directed to bring a designation by-law for the property at 11644 Leslie Street before Council at a future Council meeting for adoption;

    e) That staff be authorized and directed to do all things necessary to give effect to this resolution.

  • a) That staff report SRPBS.25.002 regarding Objection to Notice of Intention to Designate 159 Mill Street be received;

    b) That the Notice of Objection to designation under Part IV, Section 29 of the Ontario Heritage Act submitted by or on behalf of the property owner(s) of 159 Mill Street, be received;

    c) That City Council affirm its intention to designate the subject property at 159 Mill Street under Part IV, Section 29 of the Ontario Heritage Act in recognition of its cultural heritage significance, and in accordance with the Statement of Significance attached as Attachment “A” to staff report SRPBS.25.002;

    d) That staff be directed to bring a designation by-law for the subject property at 159 Mill Street before Council at a future Council meeting for adoption;

    e) That staff be authorized and directed to do all things necessary to give effect to this resolution.

  • That Council move into Closed Session:

    a) To consider personal matters about identifiable individuals, including municipal or local board employees, with respect to a Citizen appointment to the Heritage Richmond Hill Committee for the remainder of the 2022 to 2026 Term of Council, pursuant to Section 239(2)(b) of the Municipal Act, 2001.
