PUBLIC NOTICE

 

City facilities are open to the public to attend Council and Committee meetings. The public can observe meetings of Council and Committees by attending in-person or by viewing the livestream of the open session part of these meetings which can be accessed on the City’s website (Richmondhill.ca) or on the City’s YouTube page (linked from the City’s homepage).

 

Public Comments: The public may submit written correspondence regarding agenda items by email to [email protected]. Written correspondence must be submitted by 12 p.m. (noon) one business day before the meeting. Comments submitted will be provided to all Members of Council, are considered as public information and will be included on the public agenda posted to the City’s website.

 

Delegations: Any person who wishes to speak to Council on agenda items must pre-register with the Office of the Clerk by 12 p.m. (noon) one business day before the meeting. Applications to appear as a delegation can be submitted by email to [email protected] or by using the on-line application form found on Richmondhill.ca. Delegations can be in person, or electronically by video conference or telephone. The Office of the Clerk will provide instructions on appearing as a delegation. 

 

Public Forum: Any person who wishes to speak to Council on a matter not on the agenda must pre-register with the Office of the Clerk by 12 p.m. (noon) one business day before the meeting. Persons wanting to address Council during the Public Forum portion of the meeting must register by sending an email to [email protected] or by using the on-line form found on Richmondhill.ca. Public Forum participation can be in-person, or electronically by video conference or telephone. A maximum of five persons will be allowed to register for the Public Forum on a first come first serve basis.

 


We are gathering on lands that have been home to First Nations Peoples from time immemorial. We acknowledge that what we now call Richmond Hill is on the Treaty Lands and Territory of the Mississaugas of the Credit First Nation and the Mississauga and Chippewa Nations of the Williams Treaty. We also recognize that we are on part of the traditional territories of the Haudenosaunee and the Huron Wendat.


We would also like to acknowledge all First Nation, Inuit and Métis peoples from across North America, also known as Turtle Island, who now reside in the City of Richmond Hill. We are committed to rebuilding constructive and cooperative relationships.

  • That the minutes of Committee of the Whole meeting CW#11-24 held September 4, 2024, be adopted as circulated and the following recommendations be approved:

  • a) That the minutes of the Heritage Centre Advisory Committee meetings held February 26, 2024 and April 15, 2024, be adopted.

  • a) That staff report SRCFS.24.032 regarding Heritage Richmond Hill Committee Education Community Representative - Remainder of 2022 to 2026 Term of Council, be received;

    b) That the resignation of the Heritage Richmond Hill Committee Member, Crystal Yu, be received;

    c) That, for the remainder of the 2022 to 2026 Term of Council, the Heritage Richmond Hill Committee be authorized to operate without an Education Community representative and without making any amendments to the Committee’s composition as outlined in its Terms of Reference.

  • a) That staff report SRCFS.24.033 regarding 2024 Development Charges By-law Amendments be received;

    b) That the memo dated August 13, 2024 regarding 2024 Development Charges Background Study Update - Amendments as per Bill 185, attached as Appendix “A” to staff report SRCFS.24.033,, be received;

    c) That Council endorses the phased approach with two distinct processes to amend the City’s existing Development Charges By-laws, as outlined in staff report SRCFS.24.033;

    d) That the capital project listing set out in Section 3.1.2 of the 2024 Development Charges Background Study Update - Amendments as per Bill 185 dated August 13, 2024, subject to further annual review during the capital budget process, be approved;

    e) That draft amending By-laws 105-24, 106-24, 107-24, 108-24, 109-24, 110-24, and 111-24 for City-wide and Area Specific Development Charges be brought forward to the September 11, 2024 Council meeting for adoption, attached as Appendix “B” to staff report SRCFS.24.033, as part of Phase I - Minor amendments to the Development Charges By-laws;

    f) That the Director, Financial Services and Treasurer, be authorized to schedule and give notice for the public meeting(s) required by the Development Charges Act, 1997.

  • a) That staff report SRCFS.24.034 regarding Semi Annual Report - Non-Competitive Acquisitions, be received for information purposes only.

  • a) That staff report SRCFS.24.036 regarding Amendments to the Community Flag Raisings and Flag Protocol Policy pertaining to the United Nations University - Institute for Water Environment and Health, be received;

    b) That the amended Community Flag Raising and Flag Protocol Policy, attached as Attachment A to staff report SRCFS.24.36, be approved;

    c) That the amended Customary Flag Configuration Procedure, attached as Attachment B to staff report SRCFS.24.36, be approved;

    d) That the amended Flying Flags at Half-mast Procedure, attached as Attachment C to staff report SRCFS.24.36, be approved.

  • a) That staff report SRCM.24.07 regarding staff report SRCM.24.07, Delegated Authority Summer Recess Accounting - Reference By-law 86-20 as amended by By-law 113-20 and By-law 86-24 (June 24, 2024 to August 30, 2024), be received for information.

  • That Heritage Richmond Hill recommends to Council:

    a) That staff report SRPBS.24.087 regarding Heritage Permit for David Dunlap Observatory Building Repairs” be received;

    b) That the heritage permit application to repair the interior of the David Dunlap Observatory building, as described in staff report SRPBS.24.087, be approved.

  • Whereas the York Regional Police has reported an increase in crimes, particularly violent crime, in 2024. Based on the yearly comparisons between August 2023 and August 2024, York Region has experienced an increase of 92 per cent in gun crime and 106 per cent in carjackings. Over a five-year period since 2019, carjackings have increased by 400 per cent;

    Whereas there have been videos viewable in social media channels that showed violent carjackings and break and enter in residential areas that raise concerns among residents;

    Whereas Council supports the York Regional Police in its mission to ensure that citizens feel safe and secure, and is committed to collaborating with the York Regional Police in disseminating accurate crime data and statistics.  

    Now Therefore Be It Resolved:

    That Council requests the Command Officers of #2 District of the York Regional Police share the crime trends for Richmond Hill at a future Council meeting before the end of the year of 2024.

  • Whereas, in June 2015, the Truth and Reconciliation Commission presented the executive summary of their findings contained in its multi-volume final report, including 94 "calls to action" (or recommendations) to further reconciliation between Canadians and Indigenous Peoples; and,

    Whereas, since that date all levels of government have been called upon to actively engage with the 94 Calls to Action in order redress the legacy of residential schools; and

    Whereas, here in Richmond Hill we acknowledge our community is established on the Treaty Lands and Territory of the Mississaugas of the Credit First Nation and the Mississauga and Chippewa Nations of the Williams Treaty. We also recognize that we are on part of the traditional territories of the Haudenosaunee and the Huron Wendat; and

    Whereas, the City of Richmond Hill is committed to building a trusting relationships with our treaty partners; and

    Whereas, the Oak Ridges Moraine in Richmond Hill is a natural feature created about 13,000 years ago during the last ice age, which stores a very large volume of groundwater that feeds into the Humber, Rouge and Don River systems; and

    Whereas, these waterways have enduring importance now for the current residents of Ontario as they did for all peoples inhabiting these lands; and

    Whereas, it is important that we continue to offer education about our environment to support understanding of our natural resources and efforts to sustain them; and

    Whereas, it is also important that we seek out opportunities to contribute to the 94 Calls to Action and that by including both English and Anishinaabe on signage that identified waterways, we would support the efforts of the “Language and Culture” Calls to Action, specifically #14 iv).

    Now Therefore Be It Resolved:

    1. That Council direct staff to create roadside and/or park signage to recognize the Humber, Rouge, and Don River system waterways using traditional First Nations names; and
    2. That staff be directed to work with Mississauga of the Credit First Nation treaty partners to identify important waterways and the correct language to be used; and
    3. That staff be directed to expedite the development of the concept design so that it can be unveiled on National Day for Truth and Reconciliation, September 30, 2025.
