PUBLIC NOTICE

 

City facilities are open to the public to attend Council and Committee meetings. The public can observe meetings of Council and Committees by attending in-person or by viewing the livestream of the open session part of these meetings which can be accessed on the City’s website (Richmondhill.ca) or on the City’s YouTube page (linked from the City’s homepage).

 

Public Comments: The public may submit written correspondence regarding agenda items by email to [email protected]. Written correspondence must be submitted by 12 p.m. (noon) one business day before the meeting. Comments submitted will be provided to all Members of Council, are considered as public information and will be included on the public agenda posted to the City’s website.

 

Delegations: Any person who wishes to speak to Council on agenda items must pre-register with the Office of the Clerk by 12 p.m. (noon) one business day before the meeting. Applications to appear as a delegation can be submitted by email to [email protected] or by using the on-line application form found on Richmondhill.ca. Delegations can be in person, or electronically by video conference or telephone. The Office of the Clerk will provide instructions on appearing as a delegation. 

 

Public Forum: Any person who wishes to speak to Council on a matter not on the agenda must pre-register with the Office of the Clerk by 12 p.m. (noon) one business day before the meeting. Persons wanting to address Council during the Public Forum portion of the meeting must register by sending an email to [email protected] or by using the on-line form found on Richmondhill.ca. Public Forum participation can be in-person, or electronically by video conference or telephone. A maximum of five persons will be allowed to register for the Public Forum on a first come first serve basis.

 


We are gathering on lands that have been home to First Nations Peoples from time immemorial. We acknowledge that what we now call Richmond Hill is on the Treaty Lands and Territory of the Mississaugas of the Credit First Nation and the Mississauga and Chippewa Nations of the Williams Treaty. We also recognize that we are on part of the traditional territories of the Haudenosaunee and the Huron Wendat.


We would also like to acknowledge all First Nation, Inuit and Métis peoples from across North America, also known as Turtle Island, who now reside in the City of Richmond Hill. We are committed to rebuilding constructive and cooperative relationships.

  • That the minutes of the Budget Committee of the Whole meeting BCW#03-24 held September 24, 2024, be adopted as circulated and the following recommendations approved:

  • a) That the presentation by Gigi Li, Director, Financial Services and Treasurer, regarding the 2024 Year End Operating Forecast be received; and

    b) That SRCFS.24.039 – 2024 Year End Operating Forecast be received for information purposes.

  • a) That the presentation by Gigi, Director, Financial Services and Treasurer, regarding the Tariff of Fees Update be received; 

    b) That staff report SRCFS.24.038 regarding the Tariff of Fees Update, be received; and

    c) That draft By-law 121-24, attached as Appendix 'D' to staff report SRCFS.24.038, be brought forward to the October 9, 2024 Council meeting for consideration and enactment.

  • a) That the presentation by Gigi Li, Director, Financial Services and Treasurer, regarding the 2025 Budget Survey Results be received;

    b) That staff report SRCFS.24.044 – 2025 Budget Survey Results be received for information purposes and for consideration in the upcoming staff proposed 2025 Budget; and

    c) That any future budget engagements continue with an online survey to solicit feedback, in addition to promoting the budget and its overall process through various digital and social media channels.

  • That the minutes of the Committee of the Whole meeting CW#13-24 held October 2, 2024, be adopted as circulated and the following recommendations approved:

  • a) That Council endorse the City’s submission of applications to the Community Sport and Recreation Infrastructure Fund (CSRIF) for the following: 

    i) Stream 1 application for Repair and Rehabilitation Projects – Lake Wilcox Park Playground and Splash Pad Resurfacing Project; and

    ii) Stream 2 application for New Builds – Brickworks Park Revitalization Project;

    b) That should one or both of the City’s Community Sport and Recreation Infrastructure Fund grant applications be successful, Council approve:

    i) That the Lake Wilcox Park Playground and Splash Pad Resurfacing Project proceed with a $395,700 budget, with approximately $197,850 to be funded from the Provincial CSRIF, and the remaining City portion to be funded from appropriate funding sources, as determined by the Treasurer;

    ii) That the Brickworks Park Revitalization Project proceed with a $2,000,000 budget, with approximately $1,000,000 to be funded from the Provincial CSRIF, and the remaining City portion to be funded from appropriate funding sources, as determined by the Treasurer.

  • a) That Staff Report SRPBS.24.101 with respect to the development proposal by Mon Sheong Foundation for the lands known as Block 5, Registered Plan 65M-4807 (Municipal Addresses 187 and 189 Vogell Road), City File SP-24-0018, be received; and, 

    b) That upon the written recommendation of the Commissioner of Planning and Building Services, the Mayor and Clerk be authorized to execute a Development Agreement and any further agreements or documentation as may be necessary between the City of Richmond Hill and Mon Sheong Foundation under Section 47 (4.4) of the Planning Act for the subject lands.

  • a) That staff report SRCFS.24.028 regarding Renewal and Support Services with GHD Digital to sustain the City Website be received;

    b) That the sole source renewal of the City website (RichmondHill.ca) hosting license, maintenance and support be awarded non-competitively to GHD Digital (Canada) Limited for a contract duration of an initial term of two (2) years which may be extended for up to three (3) one (1) year optional terms, and a cost not exceeding $279,300 exclusive of taxes, pursuant to Appendix “B” Part I, Section (c) of the Procurement By-law No. 113-16 in order to ensure compatibility with existing GHD Digital (Canada) Limited software used and maintained by the City of Richmond Hill staff; and

    c) That the Commissioner of Corporate and Financial Services, and upon the recommendations of the Chief Information Officer, be authorized to execute any necessary documentation to effect the contract(s).

  • a) That Staff Report SRCFS.24.041 regarding the 2025 Council and Committee Meeting Schedule be received; and

    b) That the proposed 2025 Council and Committee meeting schedule as set out in Appendix ‘A’ to staff report SRCFS.24.041 be approved.

  • a) That staff report SRCS.24.13 regarding the City’s Animal Regulation By-laws be received; 

    b) That all comments on the key directions and draft Responsible Pet Ownership and Animal Regulation By-law be referred to staff;

    c) That staff report back to Council in December of 2024 with: 

    i) a new Responsible Pet Ownership and Animal Regulation By-law based on key directions outlined in Staff Report SRCS.24.13 and any comments received; and

    ii) amendments to the Administrative Penalty By-law No. 69-16 to incorporate designated Responsible Pet Ownership and Animal Regulation By-law offences into the Administrative Monetary Penalty System (AMPS).

  • a) That the correspondence from Kathleen Wong, 169 Parkston Court, dated September 27, 2024, regarding Animal Regulation By-laws Review Key Findings and Directions, be received.

  • a) That Staff Report SRPBS.24.078 regarding Completion of Comprehensive Official Plan Update and Secondary Plan Approach be received;

    b) That the revised timeline to complete the Official Plan Update as set out in Appendix ‘A’ to SRPBS.24.078 be endorsed;

    c) That staff be directed to explore additional growth and intensification in the Regional Mixed-Use Corridor designation through increases to maximum densities and building heights; 

    d) That staff be directed to commence the preparation of a comprehensive Secondary Plan for the area of East Beaver Creek Road and Highway 7 in 2026, subject to budget approval through the 2026 Capital Budget process; 

    e) That staff be directed to commence the preparation of a comprehensive Secondary Plan for the area of Bathurst Street and Highway 7 in 2027, subject to budget approval through the 2027 Capital Budget process; and,

    f) That the Mayor and City Clerk be authorized to execute any necessary documentation to give effect to consulting services contracts recommended in SRPBS.24.078, upon the recommendation of the Commissioner of Planning and Building Services.

  • a) That the correspondence from Vincent Ching, dated September 30, 2024, on behalf of York Region Standard Condominium Corporation 972 and 1008, regarding Completion of Comprehensive Official Plan Update and Secondary Plan Approach, be received.

  • a) That the Memorandum from Gus Galanis, Commissioner of Planning and Building Services, dated October 9, 2024, regarding Potential Implications of Excluding 600 and 650 Highway 7 East and 9005 Leslie Street from the Comprehensive Official Plan Update and East Beaver Creek/Hwy 7 Secondary Plan Processes, be received.

  • a) That the correspondence from Vincent Ching, dated October 8, 2024, on behalf of York Region Standard Condominium Corporation 972 and 1008, regarding Completion of Comprehensive Official Plan Update and Secondary Plan Approach, be received.

  • That Council move into Closed Session:

    a) To consider personal matters about identifiable individuals, including municipal or local board employees, with respect to appointing a representative to the Richmond Hill Public Library Board for the remainder of the 2022 to 2026 Term of Council, pursuant to Section 239(2)(b) of the Municipal Act, 2001.
