PUBLIC NOTICE

Due to efforts to contain the spread of COVID-19 and to protect all individuals, City facilities will not be open to the public to attend Council and Committee meetings until further notice.

 

Public Comments: The public may submit written correspondence regarding agenda matters by email to [email protected]. Written correspondence must be submitted by 12 p.m. the day before the meeting. Comments submitted will be provided to all Members of Council, considered as public information and noted in the public record.

 

Public Forum: Any person who wishes to speak to Council on a matter not on the agenda must pre-register with the Office of the Clerk by 12 p.m. the day before the meeting by email to [email protected] or by using the on-line form found on Richmondhill.ca. Public Forum will be by video conference via the internet or telephone only. A maximum of five persons will be allowed to register for the Public Forum on a first come first serve basis.

 

Electronic Delegations: The public may apply to appear as an electronic delegation by video conference or by telephone. Applications to appear as an electronic delegation must be submitted by 12 p.m. the day before the meeting by email to [email protected] or by using the on-line application form found on Richmondhill.ca. The Office of the Clerk will provide instructions on appearing as an electronic delegation.


  • a) That the revised Official Plan Amendment, Zoning By-law Amendment and draft Plan of Subdivision applications submitted by Sandmill Developments Inc. for lands known as Part of Lot 28, Concession 2, E.Y.S. (Municipal Address: 11190 Leslie Street), City Files D01-13003, D02-13036 and D03-13016, be approved, subject to the following:

    1. that the North Leslie Secondary Plan be amended to include site-specific policies to revise the limits of the Natural Heritage System on the subject lands, as outlined in Staff Report SRPI.20.010;

       

    2. that the Official Plan Amendment be forwarded to a meeting of Council for consideration and adoption, and subsequently forwarded to York Region for approval;

       

    3. that prior to forwarding the Official Plan Amendment to Council for adoption, the applicant pay the applicable processing fee in accordance with the City’s Tariff and Fees By-law;

       

    4. that the subject lands be rezoned from Agricultural (A1) Zone under By-law 2325-68, as amended, to Single Detached Three (R3) Zone, Multiple Residential Four (RM4) Zone, Institutional One (I1) Zone, Park (P) Zone, Environmental Protection Two (EPA2) Zone and Open Space (O) Zone under By-law 55-15, as amended, and that the amending Zoning By-law establish site specific development standards as outlined in Staff Report SRPI.20.010;

       

    5. that prior to forwarding the amending Zoning By-law to Council for consideration and enactment, the applicant pay the applicable processing fee in accordance with the City’s Tariff and Fees By-law;

       

    6. that Site Plan Control By-law 137-09, as amended, be further amended to include the subject lands within a Site Plan Control Area for the purposes of securing the applicant’s sustainability commitments, and that said by-law be brought forward to Council for consideration and enactment;

       

    7. that the Plan of Subdivision as depicted on Map 9 to Staff Report SRPI.20.010 be draft approved subject to the conditions set out in Appendix “D”;

       

    8. that prior to draft approval being granted, the applicant pay the applicable processing fee in accordance with the City’s Tariff of Fees By-law;

    b) That 253.24 persons equivalent of servicing allocation (27 single detached and 53 townhouse dwelling units) be assigned to the subject lands, to be released by the Commissioner of the Planning and Infrastructure in accordance with the provisions of By-law 109-11, as amended.

  • a) That the Lands described as Part of Lot 38, Concession 1, designated as Parts 2 and 9 on Plan 65R-37944 and Parts 2, 3, and 8 on Plan 65R-38148, be established as public highway to form part of Rosewater Street; 

    b) That the Lands described as Part of Lot 38, Concession 1, designated as Parts 1 and 6 on Plan 65R-37944 and Part 7 on Plan 65R-38148, be established as public highway to form part of Westwood Lane.

  • a) That Staff Report SRPI.20.007 with respect to a Site Plan Application submitted by Leslie Richmond Developments Limited for the lands known as Part of Lot 30, Concession 3, E.Y.S. (Municipal Address: 1521 19th Avenue), City File D06-18030, be received and that all comments be referred back to staff; 

    b) That the authority to assign 451.49 persons equivalent of servicing allocation to the proposed development to be constructed on the subject lands be delegated to the Commissioner of Planning and Infrastructure subject to the criteria in the City’s Interim Growth Management Strategy, and that the assigned servicing allocation be released in accordance with the provisions of By-law 109-11.

  • a) That the Commissioner of Community Services be authorized to execute agreements for the provision of Fire Dispatch Services, for up to a five year term expiring December 31, 2025 to the following municipalities:

    1. Central York Fire Services (Newmarket and Aurora)
    2. The Town of Georgina Fire Department (& Georgina Island)
    3. The Town of East Gwillimbury Emergency Services
    4. The Town of Whitchurch Stouffville Fire and Emergency Services

  • Whereas, the Mayor, in accordance with the Municipal Act, 2001, is the Head of Council and acts as Chief Executive Officer of the City; and

    Whereas, the Mayor’s day to day responsibilities includes, among other things, engaging with residents and stakeholders, representing the City, advocating for the City with the Federal and Provincial Government and officials, participating in important municipal association committees such as the Ontario Big City’s Mayor; and working with partners on significant projects such as the Yonge Subway Extension to Richmond Hill; and

    Whereas, the engagement activities of the Mayor have grown steadily over several years, requiring increased coordination within the Office of the Mayor; and

    Whereas the staff support to the Office of the Mayor has not changed in several years despite the growth of the City and associated responsibilities; and

    Whereas, most Mayors of similar size Ontario municipalities, including Vaughan and Markham, are supported by a Chief of Staff or a Special Assistant to the Mayor, in addition to other administrative and communications help; and

    Now Therefore Be It Resolved:

    That the Office of the Mayor staff complement be increased to include a full-time contract Chief Assistant to the Mayor; and

    That the 2021 Operating Budget for the Office of the Mayor be increased to include the salary and benefit costs of the Chief Assistant to the Mayor position, offset by the full amount of the Mayor’s 2021 Communication/Postage Budget of $56,000 and any remainder of the 2020 Communication/Postage Budget, for an estimated maximum net increase of $84,000.
