Mayor Barrow called the meeting to order at 7:30 p.m.

There were no members of the public who addressed Council during the Public Forum.

Councillor Cilevitz, on behalf of herself and Ward 5 residents, extended thanks to staff in the Community Services Department and all volunteers who assisted with the successful Doors Open event on May 12th.

Regional and Local Councillor Hogg advised of her participation in the annual Walk WITH Hope event in support of L’Arche Daybreak, and Treasures Charity Thrift Store annual BBQ this past Saturday, and highlighted the valuable work of each organization and their contributions to the community.

Councillor Chan advised of his attendance along with Mayor Barrow, Councillor Muench and Councillor Cilevitz at the Mon Sheong Foundation’s annual Fun Run and Walk on May 13th and noted his participation in the Wheelchair Challenge activity. Councillor Chan advised of his attendance this afternoon at The Provincial Transportation Debate and noted fellow attendees and participants.

Councillor Muench extended congratulations to Councillor Chan for placing 2nd in the Wheelchair Challenge activity organized as part of the Mon Sheong Foundation’s annual Fun Run and Walk.  Councillor Muench extended thanks to fellow Members of Council for visiting the Hindu Temple and Richmond Hill Lawn Bowling Club as part of the Doors Open event this past weekend.

Mayor Barrow also highlighted the events that took place over the weekend including the visit to the Hindu Temple as part of the Doors Open event, and Walk WITH Hope in support of L’Arche Daybreak. Mayor Barrow extended congratulations to Neil Garbe, Chief Administrative Officer, who recently received the Long Service Recognition Award through the Canadian Association of Municipal Administrators for his 15 years of service in a management capacity.

There were no emergency/time sensitive matters raised by Members of Council.

On a motion of Regional and Local Councillor Spatafora, seconded by Councillor Cilevitz, Council adopted those items, including the By-laws, not identified for separation.

There were no public hearings.

Lawrence Chan, Squadron Sponsoring Committee Chair, 8 Globemaster Squadron, made a presentation to Mayor Barrow and Members of Council to acknowledge the Town of Richmond Hill’s continued support of their organization. He highlighted the positive feedback received from the Squadron’s visit to Town Hall last year where the Cadets were able to meet the Mayor and Members of Council and learn about municipal government, and acknowledged that the 8 Globemaster Squadron was one of the recipients of the funds raised from the Annual Mayor’s Charity Golf Tournament. Mr. Chan, as a token of their thanks and appreciation, presented Mayor Barrow with a framed picture of the Squadron taken in the Council Chambers last year after the tour.

Christine Morgan, Manager, Event Services, made a presentation to Mayor Barrow and Members of Council of the 2018 Top 100 Festivals and Events in Ontario designation awarded by Festivals and Events Ontario (FEO) for three of Richmond Hill’s most popular events: Canada Day Celebrations, Ribfest and Tastes of the Hill. She provided background information on the criteria used to select winning events, noted awards won by the Town of Richmond Hill in past years from FEO, and highlighted unique additions to the events which were all enjoyed by residents and contributed to the vibrancy of the municipality. Ms. Morgan acknowledged and thanked the staff from the various departments, external organizations, and community volunteers who all contributed to the overall success of the events and presented Mayor Barrow with the awards from Festivals and Events Ontario.

    a) That the Ontario Municipal Board be advised that Council supports the Zoning By-law Amendment application submitted by Dogliola Developments Inc. to remove the Holding (H) provision from the Zoning By-law affecting a portion of the lands known as Part of Lots 51 and 52, Concession 1, W.Y.S. (municipal address: 0 Yonge Street), File Number D02-16029, for the principle reasons outlined in staff report SRPRS.18.062;

    b) That appropriate Town staff be directed to appear at the Ontario Municipal Board hearing in support of Council’s position concerning the subject application;

    c) That in the event the applicant withdraws its appeal of the Zoning By-law Amendment Application (File Number D02-16029), that the Zoning By-law Amendment application submitted by Dogliola Developments Inc. to remove the Holding (H) provision from the Zoning By-law affecting a portion of the lands known as Part of Lots 51 and 52, Concession 1, W.Y.S. (municipal address: 0 Yonge Street), File Number D02-16029, be approved;

    d) That the Zoning By-law Amendment application submitted by Dogliola Developments Inc. to remove the Holding (H) provision from the Zoning By-law affecting a portion of the lands known as Part of Lot 52, Concession 1, W.Y.S. (municipal address: 10944 Yonge Street), File Number D02-17042, be approved;

    e) That all comments concerning the related Site Plan application, File Number D06-16009, be referred back to staff.

    a) That the proposed draft Plan of Condominium submitted by Frontdoor Developments Inc. for lands known as Blocks 1 to 6 and Block 9, Registered Plan 65M-4554 (municipal address: 10703 Bathurst Street), File Number D05-14004, be draft approved, subject to the following:

    (i) That draft approval be subject to the conditions as set out in Appendix 'A' to staff report SRPRS.18.117;

    (ii) That prior to draft approval being granted, the applicant pay the applicable processing fees in accordance with the Town’s Tariff of Fees By-law 79-17;

    (iii) That the Mayor and Clerk be authorized to execute the Condominium Agreement referred to in Appendix 'A' to staff report SRPRS.18.117.

    By-law 34-18 - A By-law to Amend By-law 150-80 as amended, of The Corporation of the Town of Richmond Hill

    By-law 35-18 - A By-law of the Corporation of the Town of Richmond Hill to designate a part of a Plan of Subdivision pursuant to Subsection 50(4) of the Planning Act, thereby deeming that part of that Plan not to be a Registered Plan of Subdivision

    By-law 39-18 - A By-law to Amend By-law 313-96, as amended, of The Corporation of the Town of Richmond Hill and By-law 986, as amended, of the former Township of King

    By-law 48-15 - A By-law of the Corporation of the Town of Richmond Hill to change the name of and assign the names to certain streets and roads within the Town

    By-law 52-18 - A By-law to amend By-law 2325-68, as amended, of the former Township of Markham and By-law 55-15, as amended, of The Corporation of the Town of Richmond Hill
