PUBLIC NOTICE

 

City facilities are open to the public to attend Council and Committee meetings. The public can observe meetings of Council and Committees by attending in-person or by viewing the livestream of the open session part of these meetings which can be accessed on the City’s website (Richmondhill.ca) or on the City’s YouTube page (linked from the City’s homepage).

 

Public Comments: The public may submit written correspondence regarding agenda items by email to [email protected]. Written correspondence must be submitted by 12 p.m. (noon) one business day before the meeting. Comments submitted will be provided to all Members of Council, are considered as public information and will be included on the public agenda posted to the City’s website.

 

Delegations: Any person who wishes to speak to Council on agenda items must pre-register with the Office of the Clerk by 12 p.m. (noon) one business day before the meeting. Applications to appear as a delegation can be submitted by email to [email protected] or by using the on-line application form found on Richmondhill.ca. Delegations can be in person, or electronically by video conference or telephone. The Office of the Clerk will provide instructions on appearing as a delegation. 

 

Public Forum: Any person who wishes to speak to Council on a matter not on the agenda must pre-register with the Office of the Clerk by 12 p.m. (noon) one business day before the meeting. Persons wanting to address Council during the Public Forum portion of the meeting must register by sending an email to [email protected] or by using the on-line form found on Richmondhill.ca. Public Forum participation can be in-person, or electronically by video conference or telephone. A maximum of five persons will be allowed to register for the Public Forum on a first come first serve basis.

 


We are gathering on lands that have been home to First Nations Peoples from time immemorial. We acknowledge that what we now call Richmond Hill is on the Treaty Lands and Territory of the Mississaugas of the Credit First Nation and the Mississauga and Chippewa Nations of the Williams Treaty. We also recognize that we are on part of the traditional territories of the Haudenosaunee and the Huron Wendat.


We would also like to acknowledge all First Nation, Inuit and Métis peoples from across North America, also known as Turtle Island, who now reside in the City of Richmond Hill. We are committed to rebuilding constructive and cooperative relationships.

  • That the minutes of the Committee of the Whole meeting CW#10-25 held June 18, 2025, be adopted and the following recommendations be approved:

  • a) That the minutes of Heritage Richmond Hill meeting HRH#03-25 held April 3, 2025, be adopted.

  • a) That staff report SRPBS.25.058 regarding Notice of Intention to Designate 1591 Elgin Mills Road East be received;

    b) That City Council state its intention to designate the property at 1591 Elgin Mills Road East under Part IV, Section 29 of the Ontario Heritage Act in recognition of its cultural heritage significance, and in accordance with the Statement of Significance: 1591 Elgin Mills Road East included as Attachment “A” to staff report SRPBS.25.058;

    c) That staff be directed to publish and serve Council’s Notice of Intention to Designate as per the requirements of the Ontario Heritage Act;

    d) That if there are no objections to the designation in accordance with the provisions of the Ontario Heritage Act, that staff be directed to place a Designation By-law before Council at a future Council meeting for adoption; 

    e) Notwithstanding recommendation (b) and (d), that staff be directed to remove reference to ‘the original farm lane running from Elgin Mills Road East to the house’ as a heritage attribute in the Designation By-law; and,

    f) That staff be authorized and directed to do all things necessary to give effect to this resolution.

  • a) That staff report SRPBS.25.059 regarding Notice of Intention to Designate 734 King Road be received;

    b) That City Council state its intention to designate the property at 734 King Road under Part IV, Section 29 of the Ontario Heritage Act in recognition of its cultural heritage significance, and in accordance with the Statement of Significance: 734 King Road included as Attachment “A” to staff report SRPBS.25.059;

    c) That staff be directed to publish and serve Council’s Notice of Intention to Designate as per the requirements of the Ontario Heritage Act;

    d) That if there are no objections to the designation in accordance with the provisions of the Ontario Heritage Act, that staff be directed to place a Designation By-law before Council at a future Council meeting for adoption; and,

    e) That staff be authorized and directed to do all things necessary to give effect to this resolution.

  • a) That staff report SRPBS.25.060 regarding Notice of Intention to Designate 317 Mill Street” be received;

    b) That City Council state its intention to designate the property at 317 Mill Street under Part IV, Section 29 of the Ontario Heritage Act in recognition of its cultural heritage significance, and in accordance with the Statement of Significance: 317 Mill Street included as Attachment “A” to staff report SRPBS.25.060;

    c) That staff be directed to publish and serve Council’s Notice of Intention to Designate as per the requirements of the Ontario Heritage Act;

    d) That if there are no objections to the designation in accordance with the provisions of the Ontario Heritage Act, that staff be directed to place a Designation By-law before Council at a future Council meeting for adoption; and,

    e) That staff be authorized and directed to do all things necessary to give effect to this resolution.

  • a) That staff report SRPBS.25.061 regarding Notice of Intention to Designate 10201 Yonge Street be received;

    b) That City Council state its intention to designate the property at 10201 Yonge Street under Part IV, Section 29 of the Ontario Heritage Act in recognition of its cultural heritage significance, and in accordance with the Statement of Significance: 10201 Yonge Street included as Attachment “A” to staff report SRPBS.25.061;

    c) That staff be directed to publish and serve Council’s Notice of Intention to Designate as per the requirements of the Ontario Heritage Act;

    d) That if there are no objections to the designation in accordance with the provisions of the Ontario Heritage Act, that staff be directed to place a Designation By-law before Council at a future Council meeting for adoption; and,

    e) Notwithstanding recommendation (b) and (d), that staff be directed to remove reference to ‘the gable-roofed dormers’ as a heritage attribute in the Designation By-law; and

    f) That staff be authorized and directed to do all things necessary to give effect to this resolution.

  • a) That staff report SRPBS.25.062 regarding Notice of Intention to Designate 11901 Yonge Street be received;

    b) That City Council state its intention to designate the property at 11901 Yonge Street under Part IV, Section 29 of the Ontario Heritage Act in recognition of its cultural heritage significance, and in accordance with the Statement of Significance: 11901 Yonge Street included as Attachment “A” to staff report SRPBS.25.062;

    c) That staff be directed to publish and serve Council’s Notice of Intention to Designate as per the requirements of the Ontario Heritage Act;

    d) That if there are no objections to the designation in accordance with the provisions of the Ontario Heritage Act, that staff be directed to place a Designation By-law before Council at a future Council meeting for adoption; and,

    e) That staff be authorized and directed to do all things necessary to give effect to this resolution.

  • a) That staff report SRPBS.25.063 regarding Notice of Intention to Designate 12125 Yonge Street be received;

    b) That City Council state its intention to designate the property at 12125 Yonge Street under Part IV, Section 29 of the Ontario Heritage Act in recognition of its cultural heritage significance, and in accordance with the Statement of Significance: 12125 Yonge Street included as Attachment “A” to staff report SRPBS.25.063;

    c) That staff be directed to publish and serve Council’s Notice of Intention to Designate as per the requirements of the Ontario Heritage Act;

    d) That if there are no objections to the designation in accordance with the provisions of the Ontario Heritage Act, that staff be directed to place a Designation By-law before Council at a future Council meeting for adoption; and,

    e) That staff be authorized and directed to do all things necessary to give effect to this resolution.

  • a) That staff report SRPBS.25.064 regarding Heritage Permit for 32 Richmond Street (William Harrison Rental House) be received;

    b) That the heritage permit application to construct a rear addition and repair the William Harrison Rental House at 32 Richmond Street, as described in staff report SRPBS.25.064, be approved subject to the following condition:

    i. That the owner enter into a Heritage Conservation Agreement containing provisions ensuring insurance coverage for protection of the heritage house during construction and that the work is completed as proposed in the approved heritage permit; and

    c) That the Mayor and Clerk be authorized to execute a Heritage Conservation Agreement with the owner of 32 Richmond Street.

  • a) That staff report SRCM.25.10 regarding Health and Safety Water Stream and Play Your Court Grant Applications, be received;

    b) That for the City’s application to the Municipal Housing Infrastructure Program – Health and Safety Water Stream (HSWS) for the South Richvale Valleyland Sewer Protection Project:

    i) Council endorse submission of the City’s funding application to HSWS;

    ii) Should the application be successful, Council approve that the South Richvale Valleyland Sewer Protection Project proceed with a $1,623,000 budget, with up to $1,184,790 to be funded from the Provincial HSWS, and the remaining City portion to be funded from the appropriate funding sources, as determined by the Treasurer.

    c) That for the City’s application to the Tennis Canada Play Your Court program for the MacLeod’s Landing Park Tennis Court Improvement Project:

    i) Council endorse submission of the City’s funding application to the Play Your Court Program;

    ii) Should the application be successful, Council approve that the MacLeod’s Landing Park Tennis Court Improvement Project proceed with a $650,000 budget, with up to $100,000 to be funded from the Tennis Canada Play Your Court program, and the remaining City portion to be funded from appropriate funding sources, as determined by the Treasurer.

    iii) That the City agrees to the National Bank sponsorship requirements of the Play Your Court Program as outlined in staff report SRCM.25.10.

  • a) That Staff Report SRS.25.04 regarding Conveyance of Easements from Peter and Celia Eftimovski and the Toronto and Region Conservation Authority (TRCA) to facilitate the Maple Grove Avenue road extension, be received;

    b) That the Mayor and Clerk be authorized to execute any and all documents and agreements as required including an Agreement of Purchase and Sale to implement the conveyance of easements from the property owners of 91 Maple Grove Avenue, 0 Parker Avenue (East Humber Trail) and 0 Maple Grove Avenue (Oak Ridges Meadow), upon the written recommendation from the City Manager.

  • a) That staff report SRIES.25.007 regarding Traffic Regulation Changes, be received;

    b) That the speed limit, parking, stopping and turn restriction regulation changes outlined in Staff Report SRIES.25.007, be approved;

    c) That By-law 64-25 (Attachment 4 to Staff Report SRIES.25.007) to amend the Speed Restrictions – Roads By-law, as amended (Municipal Code Chapter 1126) in order to reduce the speed limit on the identified roads to 40 km/h, be enacted;

    d) That By-law 65-25 (Attachment 5 to Staff Report SRIES.25.007) to amend the Parking Regulation By-law, as amended (Municipal Code Chapter 1116) in order to implement the recommended parking and stopping regulation changes, be enacted; and

    e) That By-Law 66-25 (Attachment 6 to Staff Report SRIES.25.007) to amend the U-Turn Prohibition Regulation By-law, as amended (Municipal Code Chapter 1135) in order to implement the recommended changes to U-turn prohibitions, be enacted.

  • a) That staff report SRPBS.25.051 regarding Local Food and Urban Agriculture in Richmond Hill, be received;

    b) That the 2024 York Region Food Charter Action Document, attached as Attachment 1 to staff report SRPBS.25.051, be endorsed;

    c) That staff be directed to continue working with York Region Food Network to support local food access and production through the City’s existing policy and programming.

  • That the following correspondence regarding Local Food and Agriculture in Richmond Hill, be received:

    1. Gloria Marsh, York Region Environmental Alliance, dated June 16, 2025.
    2. Morgan Sage, York Region Food Network, dated June 16, 2025.

  • Whereas fireworks can pose significant safety risks to people, animals, and property, and generate noise and environmental pollution; and

    Whereas the City of Richmond Hill and Members of Council receive complaints and concerns from residents about the use of fireworks, particularly in relation to excessive noise, litter, fire hazards, and negative impacts on pets and local wildlife; and

    Whereas fireworks are set off outside of the dates, times, and locations currently permitted by the City’s Fireworks By-law; and

    Whereas the response to fireworks-related incidents requires the allocation of Fire and Emergency Services, By-law, and Access Richmond Hill resources; and

    Whereas other municipalities have implemented restrictions or outright bans on the sale and/or use of fireworks and have adopted alternative forms of celebration that are more inclusive and environmentally responsible, and

    Whereas a comprehensive review of the Richmond Hill Fireworks By-law is contemplated to commence in late 2025 as per SRCS.23.13.

    Now Therefore Be It Resolved:

    That as part of comprehensive review of the Fireworks By-law staff provide Council with the following information:

    • Options for alternative public celebrations or visual displays (e.g., drone light shows, laser shows), and a cost analysis of implementing these alternatives;
    • An assessment of fireworks-related complaints received by Access Richmond Hill;
    • A comparative analysis of fireworks policies and bylaws in other municipalities;
    • A review of potential enforcement mechanisms and associated challenges within Richmond Hill, along with a comparison of enforcement challenges experienced by other municipalities;
    • An assessment of the environmental impacts of consumer fireworks, including air and water pollution, litter, and effects on wildlife.
  • a) That the correspondence from Jamie Yoon, Mount Pleasant Group, dated June 23, 2025, regarding the Notice of Intention to Designate 1591 Elgin Mills Road East, be received.

  • That Council move into Closed Session:

    a) To consider matters regarding a proposed or pending acquisition or disposition of land by the municipality or local board in Ward 6, pursuant to Section 239(2)(c) of the Municipal Act, 2001.
