PUBLIC NOTICE

Due to efforts to contain the spread of COVID-19 and to protect all individuals, City facilities will not be open to the public to attend Council and Committee meetings until further notice. The public can observe meetings of Council and Committees by viewing the livestream of the open session part of these meetings which can be accessed on the City’s website (Richmondhill.ca) or on the City’s YouTube page (linked from the City’s homepage).

 

Public Comments: The public may submit written correspondence regarding agenda matters by email to [email protected]. Written correspondence must be submitted by 12 p.m. the day before the meeting. Comments submitted will be provided to all Members of Council, considered as public information and noted in the public record.

 

Public Forum: Any person who wishes to speak to Council on a matter not on the agenda must pre-register with the Office of the Clerk by 12 p.m. noon the day before the meeting by email to [email protected] or by using the on-line form found on Richmondhill.ca. Public Forum will be by video conference via the internet or telephone only. A maximum of five persons will be allowed to register for the Public Forum on a first come first serve basis.

 

Electronic Delegations: The public may apply to appear as an electronic delegation by video conference or by telephone. Applications to appear as an electronic delegation must be submitted by 12 p.m. the day before the meeting by email to [email protected] or by using the on-line application form found on Richmondhill.ca. The Office of the Clerk will provide instructions on appearing as an electronic delegation.


  • a) That the minutes of Richmond Hill Heritage Centre Advisory Committee meeting held January 27, 2021 be approved.

  • a) That the minutes of Youth Action Committee meeting held March 31, 2021 be approved.

  • a) That the request by Fifth Avenue Homes (King West) Inc. to add street names Chiara Rose and Davide Nicola to the City’s Council Approved Street Name List and the assignment of these street names to the private streets within the approved residential development on lands known as Lots 1, 2 and 3 and Block A, Registered Plan 484 (Municipal Addresses: 4,6,8,10 and 12 McCachen Street) not be supported for the reasons outlined in Staff Report SRPI.21.035.

  • a) That Staff Report SRCM.21.05 regarding the Member of Council Community Events Policy, be received;

    b) That the Member of Council Community Event Policy, attached as Attachment “A” to Staff Report SRCM.21.05, be approved.

  • a) That Ombudsman’ March 2021 report, titled “Investigation into meetings held by the City of Richmond Hill on April 16, 2019; May 14, 2019; April 1, 2020; April 22, 2020; and May 14, 2020,” Attachment A to staff report SRCFS.21.023 (“Ombudsman’s Report), be received.

    b) That Council address the Ombudsman’s Report by approving the following:

    i) Council accepts and endorses all of the recommendations in the Ombudsman’s Report.

    ii) Council directs that the open session portion of every electronic Council and committee meeting be broadcast or livestreamed (including the adoption of a resolution to go into closed session and any business conducted after arising from closed session); and,

    iii) Council directs where the City is prevented from broadcasting or livestreaming the open session portion of any electronic Council or committee meeting, or the broadcasting or livestreaming of a meeting ceases to function during the meeting, the meeting be delayed, deemed in recess or rescheduled as required.

    c) That Council enact By-law 23-21, a by-law to repeal and replace Article 12 of the Procedure By-law (By-law 74-12).

    d) That the City Clerk be directed to send a copy of this resolution to the Ontario Ombudsman confirming compliance with Section 239.2(12) of the Municipal Act, 2001.

  • a) That Staff Report SRCS.21.05 regarding a Fence By-law amendment for 26 Harmony Hill Crescent be received;

    b) That the request to amend the Fence By-law 140-90 (Municipal Code Chapter 973) to permit a 2.43 metre (8 foot) fence in the rear yard of 26 Harmony Hill Crescent be denied.

  • a) That delegated authority be granted to the Executive Director, Infrastructure and Engineering Services within the Planning and Infrastructure Department to approve the assumption of municipal services related to development applications including assuming road allowances within registered plans as public highway, establishing lands within registered plans as public highway and establishing assumption by-laws.

  • a) That May 1, 2021 be proclaimed as Doctors and Healthcare Workers Day in the City of Richmond Hill.
