The Mayor called the meeting to order at 1:00 p.m.

The following members of the public addressed Council during the Public Forum:

Ryan Guetter, Weston Consulting, regarding an application to remove a tree at 51 Oak Avenue and to permit a 6 metre wide driveway.

Sherry Zhang, 234 Rothbury Road, regarding Council’s decision from the April 16, 2019 Special Council meeting in relation to the Yonge and Bernard Key Development Area.

John Li, 206 Brookside Road, regarding Council’s decision from the April 16, 2019 Special Council meeting in relation to the Yonge and Bernard Key Development Area.

Wei Hua, 14 Tentone Court, regarding Council’s decision from the April 16, 2019 Special Council meeting in relation to the Yonge and Bernard Key Development Area.

Agnes Xue, 79 Maffey Crescent, regarding Council’s decision from the April 16, 2019 Special Council meeting in relation to the Yonge and Bernard Key Development Area.

Mehdi Toozhy, 11 Justus Drive, regarding Council’s decision from the April 16, 2019 Special Council meeting in relation to the Yonge and Bernard Key Development Area.

Saad Askander, 71 Yorkland Street, regarding Council’s decision from the April 16, 2019 Special Council meeting in relation to the Yonge and Bernard Key Development Area.

Councillor Beros paid tribute to Richmond Hill’s last Reeve and first Mayor, and World War 1 veteran William Bill Neal, and thanked staff at the Operations Centre for replacing the street name sign bearing his name with the special signage containing the poppy symbol.

Councillor West advised of his attendance along with Councillor Liu and representatives from the Federal and Provincial governments at the special memorial service held at the Richmond Hill Ganesha Temple on April 26th to honour the victims of the recent bomb attacks in Sri Lanka.

There were no emergency/time sensitive matters raised by Members of Council.

On a motion of Councillor Liu, seconded by Councillor West, Council adopted those items, including the By-laws, not identified for separate discussion.

There were no public hearings.

Altaf Stationwala, President and CEO, Mackenzie Health, made a presentation to Council to provide an update regarding ongoing initiatives to improve the health care experience at Mackenzie Health. He provided an overview of the future two-hospital model between Mackenzie Richmond Hill Hospital and Mackenzie Vaughan Hospital to provide community-based services; reviewed current hospital capacity and the interim solution put into place to address healthcare needs; and highlighted enhancements made at Mackenzie Richmond Hill hospital and their achievements. Mr. Stationwala reviewed the continued progress at Mackenzie Vaughan hospital, funding for Mackenzie Health, and noted that they are a proud member of Richmond Hill’s Business Community. Mr. Stationwala extended an invitation to all to participate in the Strides For Stroke walk/run event to be held May 4, 2019, and advised Members of Council that hospital tours are available if interested.

That the minutes of the Committee of the Whole meeting CW#06-19 held April 16, 2019 be adopted as circulated and the following recommendations be approved:

    a) That the contract for the provision of the High-Rise Simulation Training Tower Prop(s) for the Fire and Emergency Services Training Centre as approved through the 2018 Capital Budget process, be awarded non-competitively to Pro-Safe Fire Training Systems Inc. at an estimated cost of $185,600.00 (exclusive of taxes) pursuant to Appendix 'B' Part I, Section (c) of Procurement By-law 113-16;

    b) That the Commissioner of Community Services be authorized to execute any necessary documentation to effect the contract.

    a) That the Façade, Landscape, and Signage grant application submitted by Robert Cosentini on behalf of 2047501 Ontario Limited, owner of the property on 10216 Yonge Street, for a maximum amount of $20,880 ($11,600 via the CIP Grant, and $9,280 via the Main Street Revitalization Grant) subject to the establishment of, and in accordance with the terms and conditions of a grant agreement, be approved;

    b) That the Mayor and Clerk be authorized to sign the grant agreement noted in clause a), upon the recommendation of the Commissioner of Planning and Regulatory Services;

    c) That Council authorize the Director of Financial Services and Treasurer to issue a cheque(s) to disburse the funding to the applicant after it is determined the project has satisfied all requirements.

    b) That a capital account be established in the amount of $1,225,000 plus applicable taxes to be funded from the Cash-in-Lieu of Parkland Reserve Fund.
