PUBLIC NOTICE

 

City facilities are open to the public to attend Council and Committee meetings. The public can observe meetings of Council and Committees by attending in-person or by viewing the livestream of the open session part of these meetings which can be accessed on the City’s website (Richmondhill.ca) or on the City’s YouTube page (linked from the City’s homepage).

 

Public Comments: The public may submit written correspondence regarding agenda items by email to [email protected]. Written correspondence must be submitted by 12 p.m. (noon) one business day before the meeting. Comments submitted will be provided to all Members of Council, are considered as public information and will be included on the public agenda posted to the City’s website.

 

Delegations: Any person who wishes to speak to Council on agenda items must pre-register with the Office of the Clerk by 12 p.m. (noon) one business day before the meeting. Applications to appear as a delegation can be submitted by email to [email protected] or by using the on-line application form found on Richmondhill.ca. Delegations can be in person, or electronically by video conference or telephone. The Office of the Clerk will provide instructions on appearing as a delegation. 

 

Public Forum: Any person who wishes to speak to Council on a matter not on the agenda must pre-register with the Office of the Clerk by 12 p.m. (noon) one business day before the meeting. Persons wanting to address Council during the Public Forum portion of the meeting must register by sending an email to [email protected] or by using the on-line form found on Richmondhill.ca. Public Forum participation can be in-person, or electronically by video conference or telephone. A maximum of five persons will be allowed to register for the Public Forum on a first come first serve basis.

 


We are gathering on lands that have been home to First Nations Peoples from time immemorial. We acknowledge that what we now call Richmond Hill is on the Treaty Lands and Territory of the Mississaugas of the Credit First Nation and the Mississauga and Chippewa Nations of the Williams Treaty. We also recognize that we are on part of the traditional territories of the Haudenosaunee and the Huron Wendat.


We would also like to acknowledge all First Nation, Inuit and Métis peoples from across North America, also known as Turtle Island, who now reside in the City of Richmond Hill. We are committed to rebuilding constructive and cooperative relationships.

  • a) That the minutes of David Dunlap Observatory Park Project Steering Committee meeting DDOP#01-23 held February 6 2023, be adopted.

  • a) That the minutes of Accessibility Advisory Committee meeting AAC#03-23 held September 28, 2023, be adopted.

  • a) That Staff Presentation and Staff Report SRIES.23.007 regarding Richmond Hill David Dunlap Observatory Park Project update be received;

    b) That the site servicing, panhandle works and parking lot be combined with the 16th Avenue entrance feature and Elvis Stojko Arena parking lot rehabilitation and that staff proceed with the construction in 2025;

    c) That the Radio Shack Building be decommissioned and a heritage plaque installed to commemorate its Cultural Significance.

  • That the minutes of Committee of the Whole meeting CW#13-23 held November 1, 2023, be adopted as circulated and the following recommendations be approved:

  • a) That the Ontario Land Tribunal be advised that Council does not support the Official Plan Amendment and Zoning By-law Amendment applications submitted by 9218 Yonge Street Inc. for lands known as Part of Lots 283, 284, 285 and 286, Plan 160 (Municipal Address: 9218 Yonge Street), City Files D01-21010 and D02-21020 for the principle reasons outlined in Staff Report SRPBS.23.031; 

    b) That appropriate City staff be directed to appear at the Ontario Land Tribunal in support of Council’s position concerning the subject applications; and, 

    c) That City staff be directed to continue discussions with the applicant towards resolution of the outstanding appeals and the submission of a revised development proposal that is supportable and represents good planning.

  • a) That the Zoning By-law Amendment application submitted by 2331258 Ontario Inc. for the lands known as Part of Lot 5, Plan 65M-2075 (Municipal Address: 27 Anglin Drive), City File D02-21009, be approved, subject to the following:

    i) that the subject lands be rezoned from “Rural Residential (RR1) Zone” under By-law 2325-68, as amended, to “Single Detached Six (R6) Zone” and “Environmental Protection Area Two (EPA2) Zone” by By-law 117-23, as set out in Appendix “B” to Staff Report SRPBS.23.032; and,

    ii) that the amending Zoning By-law be brought forward to the November 8, 2023 Council meeting for consideration and enactment.

  • a) That the proposed draft Plan of Condominium application submitted by Laurier Homes (Richmond Hill) Inc. for the lands known as Block 4, Plan 65M-4746 (Municipal Addresses: 56, 58, and 60 Elizabeth Street South) City File D05-15007, be approved, subject to the following:

    i) the conditions as set out in Appendix “A” to Staff Report SRPBS.23.034; and,

    ii)  that prior to draft approval being granted, the applicant pay the applicable processing fee in accordance with the City’s Tariff of Fees By-law.

  • a) That Staff Report SRPBS.23.027 regarding OPA 18.5 Yonge and Carville/16th Avenue Key Development Area, be received;

    b) That Council adopt Official Plan Amendment 18.5 (attached to SRPBS.23.027 as Appendix A), and that the City’s Official Plan be amended in accordance with the policy changes and modifications set out in OPA 18.5; and

    c) That following adoption of Official Plan Amendment 18.5 by City Council, a copy of the amendment be forwarded to York Region as the approval authority for consideration and approval.

  • a) That Staff Report SRPBS.23.028 regarding OPA 18.6 Village Local Centre, be received;

    b) That Council adopt Official Plan Amendment 18.6 (attached to SRPBS.23.028 as Appendix A), and that the City’s Official Plan be amended in accordance with the modifications set out in OPA 18.6; and

    c) That following adoption of the Official Plan Amendment 18.6 by City Council, a copy of the amendment be forwarded to York Region as the approval authority for consideration and approval.

  • a) That SRCFS.23.056 regarding Municipal Significant Event Designation Policy be received; and

    b) That the draft Municipally Significant Event Designation Policy, attached as Attachment A to this staff report, be approved.

  • a) That the contract for the provision of 4 replacement articulating sidewalk tractors with attachments be awarded non-competitively to Joe Johnson Equipment Inc. at a cost not exceeding $691,000 (exclusive of taxes), pursuant to Appendix “B”, Part I, section (c) of Procurement By-Law No.113-16; and 

    b) That the Commissioner of Community Services be authorized to execute any and all necessary documentation to affect the contract.

  • a) That the letter from the City of Richmond Hill’s previous Integrity Commissioner, Charles Harnick, ADR Chambers, dated October 18, 2023, regarding Annual Report for the Operating Period May 12, 2022 to May 11, 2023, Reference File IC-24471-0523, be received for information.
