Due to efforts to contain the spread of COVID-19 and to protect all individuals, City facilities will not be open to the public to attend Council and Committee meetings until further notice.

 

Public Comments: The public may submit written correspondence regarding agenda matters by email to [email protected]. Written correspondence must be submitted by 12 p.m. the day before the meeting. Comments submitted will be provided to all Members of Council, considered as public information and noted in the public record.

 

Public Forum: Any person who wishes to speak to Council on a matter not on the agenda must pre-register with the Office of the Clerk by 12 p.m. noon the day before the meeting by email to [email protected] or by using the on-line form found on Richmondhill.ca. Public Forum will be by video conference via the internet or telephone only. A maximum of five persons will be allowed to register for the Public Forum on a first come first serve basis.

 

Electronic Delegations: The public may apply to appear as an electronic delegation by video conference or by telephone. • a) That the update and initiatives outlined in staff report SRCFS.20.028, be received;

  b) That Staff update three Development Charges By-laws, including the amendment of the City-wide Development Charges By-law to incorporate changes to soft services and two Area Specific Development Charges By-laws by July of 2021;

  c) That Staff update the City-wide Development Charges By-law prior to the end of 2023, to reflect the update of various City-wide plans and studies.

SRPRS.20.139 - Notice of Intent to Demolish 19 Aubrey Avenue - City File D12-07021

• That the Heritage Richmond Hill Committee recommends to Council:

  a) That the property located at 19 Aubrey Avenue does not merit cultural heritage designation under Part IV of the Ontario Heritage Act; 

  b) That 19 Aubrey Avenue be removed from Richmond Hill’s Inventory of Buildings of Architectural and Historical Importance.

SRCS.20.26 - Grass and Weeds By-law 31-19 - Exemption Request

(Referred from the September 9, 2020 Council meeting)

• a) That staff report SRCS.20.26 regarding the Grass and Weed By-law 31-19, Exemption Request, be received;

  b) That the request for 1 and 2 Debonair Street to be exempted from the Grass and Weeds By-law requirement to maintain adjoining municipal boulevards, be denied.

SRCS.20.28 - Boulevard Grass Replacement Pilot at 1 and 2 Debonair Street - (refer to Item 13.5)

• a) That staff report SRCS.20.28 regarding the boulevard grass replacement pilot at 1 and 2 Dubonair Street, be received;

  b) That staff be directed not to pursue a pilot project to replace the grass on the City boulevard with another type of low growing plant at 1 and 2 Debonair Street.

SRCS.20.31 - Spas, Wellness Centres and Body Rub Parlours

• a) That staff report SRCS.20.31 regarding Spas, Wellness Centres and Body Rub Parlours be received.

  b) That a copy of staff report SRCS.20.31 be sent to York Regional Police, the Regional Municipality of York, and the Ministry of the Attorney General.

Memorandum from Tracey Steele, Director of Community Standards, dated October 28, 2020, with respect to staff report SRCS.20.03 regarding Short Term Rental Accommodations

(Staff report SRCS.20.03 and extract from the April 8, 2020 Council meeting are attached for Council's reference)

• a) That staff engage in public consultation and associated research, through the Official Plan and Comprehensive Zoning By-law review processes, to establish an appropriate land-use planning framework for Short Term Rental Accommodations, and continue to assess whether a Short Term Rental Accommodation licensing regime is recommended for the City of Richmond Hill.

SRPI.20.003 - Request for Approval - Zoning By-law Amendment Application - Vomano Valley Developments Inc.  - 12955A and 12955B Bathurst Street - City File D02-20012

• a) That the revised Zoning By-law Amendment application submitted by Vomano Valley Developments Inc. for lands known as Block 1, Plan 65M-4416 (Municipal Addresses: 12955A and 12955B Bathurst Street), City File D02-20012, be approved subject to the following:

  i. that the subject lands zoned Local Commercial (LC) Zone under By-law 313-96, as amended, be amended to include additional uses and a site specific parking standard as set out in Appendix “B” to staff report SRPI.20.003;

  ii. that the amending Zoning By-law be brought forward to a regular meeting of Council for consideration and enactment; and,

  iii. that pursuant to Section 34(17) of the Planning Act, Council deem that no further notice be required with respect to any necessary modifications to the draft amending Zoning By-law to implement the proposed development on the subject lands.

SRPI.20.004 - Request for Approval - Private Street Application - Elgin House Properties Limit - 1000 Elgin Mills Road East - City File D15-20042

• a) That staff report SRPI.20.004 regarding a Private Street Naming Application submitted by Elgin House Properties Limited for the lands known as Part of Lots 26 and 27, Concession 2, E.Y.S. (Municipal Address: 1000 Elgin Mills Road East), City File D15-20042, be approved subject to the following:

  1. That the name “Steckley House” be added to the Council Approved Street Name List;
  2. That the proposed private street names (David Eyer Lane (P)) and (Steckley House Lane (P)) be approved in accordance with SRPI.20.004; and,
  3. That staff be directed to bring forward a by-law to a regularly scheduled Council meeting to implement the proposed private street names.

• a) That the petition submitted by residents of Betony Drive, received September 8, 2020, containing approximately 50 signatures, regarding the proposed Zoning By-law Amendment Application submitted by Vomano Valley Developments Inc. for 12955A and 12955B Bathurst Street, be received.

14.1

Councillor West - Traffic Safety in Richmond Hill

Moved by: Councillor West

• Whereas traffic safety is an important issue in all Greater Toronto Area (GTA) communities including Richmond Hill;

  Whereas Richmond Hill’s population is growing and with this growth comes a commensurate increase in traffic volumes, it is therefore very important that municipalities like Richmond Hill are able to manage these increased volumes and respond to traffic issues when they arise over time;

  Whereas there has been a noticeable increase in traffic related concerns from residents in the recent past, and especially during the current COVID-19 shut down period;

  Whereas to address these increases in traffic concerns, Richmond Hill traffic staff and Council must be properly resourced to deal with the issues and meet the expectations of our residents;

  Now Therefore Be It Resolved:

  That Council send a letter to the Ministry of the Attorney General and to the Ministry of Transportation Ontario to expedite the permissions from the Province that need to urgently be put in place to allow the revenue from photo radar devices placed in school zones to be a part of the municipal Administrative Monetary Penalty System (AMPS) program so that the cost of this program will not be prohibitive to local municipalities like it currently is;

  That the Traffic Safety Supervisor position that is already approved in a previous budget be hired immediately.

  That when the Traffic Safety Supervisor position is filled, Council direct staff to complete the long scheduled but not yet started, Traffic Operations Study which will bring forward sound and updated policies to expand and guide the range of traffic safety, traffic management and traffic calming measures that can be used as appropriate, and when necessary, to better control traffic on municipal roads.

14.2

Regional and Local Councillor Perrelli - Funding of a Road Watch Mobile App

• Whereas, Marilyon Morrison was the founder of Road Watch, a community initiative, supported by the City of Richmond Hill and York Regional Police to address aggressive and dangerous driving on public roads; and

  Whereas, instances of speeding, unsafe lane changes, disobeying traffic lights and running stop signs are some types of behaviors that qualify for a road watch submission; and

  Whereas, community safety is one of Richmond Hill’s top priorities; and

  Whereas, Road Watch Committee has developed an app and website that would make it easier for residents to access and report aggressive and dangerous driving on roads; and

  Whereas, Marilyon Morrison and the Town of Caledon are ready to transfer the domain name to the City of Richmond Hill for the creation of the website/app;

  Now Therefore Be It Resolved:

  That the City act as the Project Sponsor and Champion for the Roadwatch website/app; and

  That the City work with Road Watch Committee to acquire the domain and help with development of the app; and

  That the City approve project funding of $25,000 AND provide various in-kind departmental services/facilities etc. to its Roadwatch Committee for the various costs associated with the research, development, validation and marketing of the website/app; and

  That the City facilitates the introduction of the Roadwatch project team and the Roadwatch website/app to York Regional council for a presentation of our strategic roadmap; and

  That the City liaises with the York Regional Police and the Roadwatch project in an effort to help facilitate a working relationship surround project deliverables; and

  That the City assists in the promotional launch and marketing of the Roadwatch app via its various channels.

14.3

Regional and Local Councillor Perrelli - Economic Development Opportunity

• Whereas, Provincial Growth Plan does not identify the lands described as 1577-1621 Major Mackenzie Drive East (the “subject lands”) as Provincially Significant Employment Lands; and

  Whereas, the City of Richmond Hill Council at its meeting of September 18, 2019 approved a Member Motion supporting a concept plan that proposed residential uses on the subject lands; and

  Whereas, the City of Richmond Hill Council at its meeting of February 26, 2020 recommended to the Region of York its support of an Employment Lands conversion for the subject lands; and

  Whereas, The Region of York Council at its meeting of October 22, 2020 approved an Employment Lands conversion for the subject lands; and

  Whereas, Treasure Hill, on behalf of Rice Commercial Group Ltd., has submitted a new concept plan prepared by Malone Given Parsons dated October 17, 2020 (the “plan”) and a draft Ministers Zoning Order for the subject lands; and

  Whereas, the concept plan submitted by Treasure Hill, on behalf of Rice Commercial Group Ltd., fulfills City objectives including delivery of critical infrastructure and bringing natural heritage lands into public ownership; and

  Whereas, new Long-Term Care facilities are needed in the Region of York and the City of Richmond Hill; and

  Whereas, the concept plan proposes a new large Long-Term Care facility; and

  Whereas, as a result of the global pandemic, the economy of the City of Richmond Hill and the Region of York has suffered; and

  Whereas, the Province of Ontario has encouraged municipalities to plan for the economic recovery including getting projects shovel ready, see attached news release titled Ontario Rebuilding and Recovery Act, 2020 - Accelerating Infrastructure Projects dated Oct 22; and

  Whereas, the proposed development will create significant short term and permanent jobs for the City and Region; and

  Whereas, the proposed development will generate significant Regional and City Development Charge revenue and significant long-term property tax revenue;

  Now Therefore Be It Resolved:

  That the Council of the City of Richmond Hill has considered and approves the concept plan and draft Ministers Zoning Order submitted by Treasure Hill on behalf of Rice Commercial Group Ltd.; and

  That the City formally request the Minister of Municipal Affairs and Housing to issue a Minister’s Zoning Order, substantially in the form attached, to implement the proposed development; and

  That the City Clerk be directed to, forthwith, forward a copy of this resolution to the Minister of Municipal Affairs and Housing as a statement of Council’s request; and

  That the City Clerk be directed to forward a copy of this resolution to the Region of York for their information.
