PUBLIC NOTICE
Due to efforts to contain the spread of COVID-19 and to protect all individuals, City facilities will not be open to the public to attend Council and  Committee meetings until further notice.

 

Public Comments: The public may submit written correspondence regarding agenda matters by email to [email protected]. Written correspondence must be submitted by 12 p.m. the day before the meeting. Comments submitted will be provided to all Members of Council, considered as public information and noted in the public record.

 

Public Forum: Any person who wishes to speak to Council on a matter not on the agenda must pre-register with the Office of the Clerk by 12 p.m. noon the day before the meeting by email to [email protected] or by using the on-line form found on Richmondhill.ca. Public Forum will be by video conference via the internet or telephone only. A maximum of five persons will be allowed to register for the Public Forum on a first come first serve basis.

 

Electronic Delegations: The public may apply to appear as an electronic delegation by video conference or by telephone. Applications to appear as an electronic delegation must be submitted by 12 p.m. the day before of the meeting by email to [email protected] or by using the on-line application form found on Richmondhill.ca. The Office of the Clerk will provide instructions on appearing as an electronic delegation.


  • a) That the proposed name “Private Thomas Armstrong Millar Park” be approved in principle for the site described in staff report SRPRS.20.123;

    b) That the recently approved park name “Private Charles Hill Park” be directed to the site described in staff report SRPRS.20.123;

    c) That the 30-day public input period for the recently approved park name “Private Charles Hill Park” being directed to the site described in staff report SRPRS.20.123 be waived out of respect to the family and in accordance with the City’s Policy for Naming and Renaming Parks, Open Space and Recreation Facilities;

    d) That the proposed name “Private Thomas Armstrong Millar Park” be advertised on the City’s website with request for public comments in accordance with the City’s Policy for Naming and Renaming Parks, Open Space and Recreation Facilities;

    e) That staff report back to Council regarding public comments of the proposed “Private Thomas Armstrong Millar Park” and with final recommendations for naming the sites.

  • a) That staff report SRPRS.20.126 be received;

    b) That City Council adopt Official Plan Amendment 18.2 - Leslie Street Institutional Area (attached as Appendix 'A' to staff report SRPRS.20.126) and that the City’s Part I Official Plan (2010) be amended in accordance with the policy changes set out in Part Two of the OPA;

    c) That following adoption of Official Plan Amendment 18.2 by City Council, a copy of the amendment be forwarded to York Region as the approval authority for consideration and approval.

  • a) That staff report SRPRS.20.111 be received for information purposes;

    b) That the Local Planning Appeal Tribunal be advised as follows:

    i) that Council supports the revised development proposal in principle as described in staff report SRPRS.20.111 for the Official Plan and Zoning By-law Amendment Applications (City Files D01-17001 and D02-17003) submitted by Goldenville Development Inc. for lands known as Lots 135 to 139 and Part of Lots 134, 285 and 286, Plan 1960 (municipal addresses: 39, 41, 45, 53, 59, 69, 79, 81, 89, 91 and 97 Carrville Road) subject to the following:

    i. that final approval of the Official Plan and Zoning By-law Amendments required to implement the applicant’s revised development proposal as described in SRPRS.20.111, is subject to the submission of the technical information as required by the City and the Region of York as outlined in this report, and the submission of a Site Plan application, to the satisfaction of the Commissioner of Planning and Regulatory Services;

    ii. that the Official Plan Amendment include the requirement for the provision of an eight metre wide east/west easement across the southern portion of the subject lands for vehicular and pedestrian connectivity purposes, without any obstructions, to the satisfaction of the City and the Region of York;

    iii. that Council authorize the Chief Administrative Officer and the Commissioner of Planning and Regulatory Services to negotiate a revised Section 37 Community Benefits package based on the revised development proposal as described in Staff Report SRPRS.20.111, to be incorporated into the implementing Zoning By-law to the satisfaction of the Commissioner of Planning and Regulatory Services;

    iv. that Council authorize staff to secure the requisite easement(s) associated with the provision of an eight metre wide east/west easement across the southern portion of the subject lands for vehicular and pedestrian connectivity purposes necessary to implement the revised development as described in Staff Report SRPRS.20.111 to the satisfaction of the City and the Region of York.

    c) That the Mayor and Clerk be authorized to execute Minutes of Settlement, and any further agreements or documentation as necessary to implement the revised development proposal and secure a Section 37 Community Benefits Package;

    d) That appropriate City staff be directed to appear at the Local Planning Appeal Tribunal in support of Council’s position concerning the subject applications.

  • a) That the correspondence from Anthony Cremonese, 42 Spruce Avenue, dated April 16, 2020, regarding the proposed Official Plan and Zoning By-law Amendment Applications submitted by Goldenville Development Inc. for 39, 41, 45, 53, 59, 69, 79, 81, 89, 91 and 97 Carrville Road, be received.

  • a) That the proposed draft Plan of Condominium application submitted by 2394527 Ontario Inc. for lands known as Part of Lot 26, Registered Plan 65M-2104 (municipal address: 10 Sims Crescent), City File D05-15015 (19CDM(R)-15015), be draft approved, subject to the following:

    i. that draft approval be subject to the conditions as set out in Appendix 'A' to staff report SRPRS.20.118;

    ii. that prior to draft approval being granted, the applicant pay the applicable processing fees in accordance with the City’s Tariff of Fees By-law.

  • a) That the draft Plan of Condominium application submitted by Dogliola Developments Ltd. for lands known as Part of Lots 51 and 52, Concession 1, W.Y.S. (municipal addresses: 10922, 10944 and 10956 Yonge Street), City File D05-20001, be draft approved, subject to the following:

    i. that draft approval be subject to the conditions as set out in Appendix 'A' to staff report SRPRS.20.130;

    ii. that prior to draft approval being granted, the applicant pay the applicable processing fee in accordance with the City’s Tariff of Fees By-law.

  • a) That the Mayor and Clerk be authorized to execute an agreement with the Owner of Subdivision File 19T-96004 to amend the subdivision agreement for Subdivision File 19T-96004, upon the written recommendation of the Commissioner of Planning and Regulatory Services.

  • a) That the Mayor and Clerk be authorized to execute a servicing agreement with Times 1128 Inc. for the installation of municipal servicing related to Site Plan D06-17040, upon the written recommendation of the Commissioner of Planning and Regulatory Services.

  • a) That the 2021 Council and Committee meeting schedule as set out in Appendix ‘A’ to staff report SRCM.20.21 be approved.

  • a) That staff report SRCM.20.22 regarding the 2019 Status Report on Implementation of Richmond Hill’s 2018-2022 Multi-Year Accessibility Plan, be received;

    b) That the 2019 Status Report for the Richmond Hill Multi-Year Accessibility Plan, January to December 2019, attached as Appendix ‘A’ to staff report SRCM.20.22, be posted on the City’s website as required by the Accessibility for Ontarians with Disabilities Act, 2005.

  • a) That September 25 to October 25, 2020 be proclaimed as Richmond Hill Celebrates Culture Days in the City of Richmond Hill;

    b) That the request to raise a flag in recognition of Richmond Hill Celebrates Culture Days on the City’s community flag pole from September 25 to October 26, 2020, be approved.

  • Whereas, the condominium corporation at 255 Shaftsbury Avenue consists of 67 units with a single car garage and single car driveway, located across from Elgin West Community Centre; and

    Whereas, given the maturing of the complex, and aging of its residents, a number of owners have seen their children grow and these children, while residing at home, now also have vehicles; and

    Whereas, Percel Inc., the property management company for the condominium corporation, is requesting assistance while they are looking into adding additional rentable parking; and

    Whereas, Percel Inc. anticipates there will only be 10-12 cars at any time;

    Now Therefore Be It Resolved:

    That the City allow residents of 255 Shaftsbury Avenue to temporary park their additional vehicles in the Elgin West Community Centre parking lot until January 2, 2021 or when the community centre reopens; and

    That residents understand a monthly permit fee be charged and permits will need to be displayed at all times.
