PUBLIC NOTICE

 

City facilities are open to the public to attend Council and Committee meetings beginning on March 22, 2022. The public can observe meetings of Council and Committees by attending in-person or by viewing the livestream of the open session part of these meetings which can be accessed on the City’s website (Richmondhill.ca) or on the City’s YouTube page (linked from the City’s homepage).

 

Public Comments: The public may submit written correspondence regarding agenda items by email to [email protected]. Written correspondence must be submitted by 12 p.m. (noon) on the day before the meeting. Comments submitted will be provided to all Members of Council, are considered as public information and will be included on the public agenda posted to the City’s website.

 

Delegations: Any person who wishes to speak to Council on agenda items must pre-register with the Office of the Clerk by 12 p.m. (noon) the day before the meeting. Applications to appear as a delegation can be submitted by email to [email protected] or by using the on-line application form found on Richmondhill.ca. Delegations can be in person, or electronically by video conference or telephone. The Office of the Clerk will provide instructions on appearing as a delegation. 

 

Public Forum: Any person who wishes to speak to Council on a matter not on the agenda must pre-register with the Office of the Clerk by 12 p.m. (noon) the day before the meeting. Persons wanting to address Council during the Public Forum portion of the meeting must register by sending an email to [email protected] or by using the on-line form found on Richmondhill.ca. Public Forum participation can be in-person, or electronically by video conference or telephone. A maximum of five persons will be allowed to register for the Public Forum on a first come first serve basis.


  • a) That the minutes of Heritage Richmond Hill meeting HRH#04-21 held May 17, 2022 be received.

  • That the Heritage Richmond Hill Committee recommends to Council:

    a) That Council consent to the demolition request for the David Hislop House located at 1577-1621 Major Mackenzie Drive East;

    b) That the Clerk provide the Ontario Heritage Trust and the owner of the designated property described in municipal By-law 143-97, as amended by By-law 68-06, written notice of Council’s decision regarding the demolition request for the David Hislop House;

    c) That the Interpretation Strategy as described in staff report SRPI 22.067 be endorsed and implemented;

    d) That the owner carefully salvage at least 2,500 intact bricks from the David Hislop House, and transport them to the storage facility agreed upon with the City; and,

    e) That, once the demolition is complete, Council in consultation with Heritage Richmond Hill initiate the repeal process for Heritage Designation By-law 143-97, amended by By-law 68-06, which designated the property at 1577-1621 Major Mackenzie Drive East under Part IV of the Ontario Heritage Act.

  • That the Heritage Richmond Hill Committee recommends to Council:

    a) That Council consent to the demolition request for the John Love House located at 6 Greywacke Street (formerly 630 King Road) subject to the owner constructing a replacement building in a style that reflects the property’s history, and subject to the owner erecting a commemorative plaque on the property;

    b) That the Clerk provide the Ontario Heritage Trust and the owner of the designated property described in municipal By-law 95-13, amended by By-law 66-18, written notice of Council’s decision regarding the demolition request for the John Love House;

    c) That, once the John Love House located at 6 Greywacke Street (formerly 630 King Road) is demolished, Council, in consultation with Heritage Richmond Hill initiate the repeal process for Heritage Designation By-law 95-13, amended by By-law 66-18.

  • a) That staff report SRCFS.22.001 be received.

    b) That the Richmond Hill Public Library Board, beginning with the 2022 to 2026 Term of Council starting on November 15, 2022, be comprised of a total of nine (9) persons selected as follows:

    1. three (3) Members of Council; and
    2. six (6) citizen members qualified for appointment under the Public Libraries Act, R.S.O. 1990, c.P.44, as amended, including persons who are permanent residents within the meaning of the Immigration and Refugee Protection Act.

    c) That the City Clerk be directed to place a By-law on a future Council agenda to formally establish the Richmond Hill Public Library Board revised composition starting on November 15, 2022.

  • a) That the staff report SRCFS.22.019, the Community Benefits Charge Strategy, and the corresponding Draft By-law, be received by Council;

    b) That the 2022 Community Benefits Charge Strategy and Draft By-law be considered at the Council meeting on July 6, 2022.

  • a) That the non-competitive renewal of proprietary software CIS4, including the implementation of the Infinity Portal, purchase of annual software license true-ups and professional services be awarded to N. Harris Computer Corporation till December 31, 2025, for a cost not exceeding $729,000 exclusive of taxes, pursuant to Appendix “B” Part I, Section (c) of Procurement By-law 113-16 in order to ensure compatibility with the existing CIS4 system already in use at the City of Richmond Hill;

    b) That the Commissioner Corporate and Financial Services be authorized to execute any and all necessary documentation to affect the contract.

  • a) That staff report SRPI.22.083 be received and that the 2022 Parks Plan, attached as Appendix A to staff report SRPI.22.083, be approved;

    b) That staff report back to Council in September 2022 with an updated Parkland Dedication By-law that reflects the needs outlined in the 2022 Parks Plan to ensure the City can meet the September 18, 2022 legislative timeline outlined in the Planning Act and its associated Regulations.

  • That the following correspondence regarding the Community Benefit Charges Strategy be received:

    1. Adam Layton, Evans Planning dated June 21, 2022.
  • That the following correspondence regarding the Member Motion submitted by Regional and Local Councillor Perrelli regarding a Land Acknowledgement be received:

    1. Sharon Chisholm, 81 Shaftsbury Avenue, dated June 20, 2022.
    2. Heather Sirrs, 49 Springhead Gardens, dated June 21, 2022.

  • Whereas a stand-alone land acknowledgment without meaningful action is not the ideal situation; and

    Whereas the Truth and Reconciliation Call to Action #57 states:

    We call upon federal, provincial, territorial, and municipal governments to provide education to public servants on the history of Aboriginal peoples, including the history and legacy of residential schools, the United Nations Declaration on the Rights of Indigenous Peoples, Treaties and Aboriginal rights, Indigenous law, and Aboriginal–Crown relations. This will require skills-based training in intercultural competency, conflict resolution, human rights, and anti-racism; and

    Whereas the City of Richmond Hill created a course, The PATH - Your Journey through Indigenous Canada, available for employees of Richmond Hill through Richmond Hill University to provide education and training on the history of Aboriginal peoples ; and

    Whereas through the above action, the City of Richmond Hill has taken concrete action to implement call to action #57, one of the few calls to action that provide a specific direction to municipal governments; and

    Whereas a Land Acknowledgement would reinforce the aforementioned action in a strong show of support to our Indigenous community; and
    Whereas the Indigenous Action Committee of Richmond Hill developed a Land Acknowledgement which embodies the goals and wishes of the Richmond Hill Indigenous Community;

    Now Therefore Be It Resolved:

    That the following Land Acknowledgement be added to the opening of all future Richmond Hill Council Meetings:

    The land that we meet on today is the traditional territory of the Anishinaabe, the Haudenosaunee, the Huron Wendat, and is currently home to many diverse and displaced First Nations, Inuit and Metis people.

    We would like to recognize, acknowledge and thank the people of the Chippewas of Georgina Island First Nation, the Chippewas of Rama First Nation, Beausoleil First Nation, the Mississaugas of Scugog Island, the Mississaugas of the Credit and many others who have cared for the land for thousands of years before us.

    We are committed to ongoing learning, and we strive to move forward with good hearts and minds and are committed to doing so with gratitude and respect for the past, present and future caretakers of this land.
