There were no disclosures of pecuniary interest by members of Council under the Municipal Conflict of Interest Act.

Kathi Li and Simon Cui, 100 Alpaca Drive, addressed Committee regarding the Member Motion submitted by Councillor West regarding the French Royalist Park Tennis Court Upgrade.  They advised that they were in support of the French Royalist Park tennis court upgrade highlighting the need and demand for high quality tennis courts in this area of the municipality, and submitted a petition containing approximately 150 signatures from area residents requesting the repair and/or recoat of the tennis court.

Italo Brutto, Commissioner of Environment and Infrastructure Services, made a presentation regarding the 2020 Draft Capital Budget. He reviewed City-owned assets, capital project development and funding, and resources to carry out capital projects, and highlighted capital investments and the capital investment collaboration process.  I. Brutto reviewed the 2020 capital budget strategy, and provided an overview of the 2020 draft capital budget by asset category including significant projects, significant projects deferred to future years and projects contingent on grant funding.

David Dexter, Director, Financial Services and Treasurer, made a presentation regarding Capital Budget Funding.  He highlighted major funding sources for capital, 2020 total capital program funding, funding impacts, tax supported capital reserve funds and the need for a new sustainability strategy.  D. Dexter concluded the presentation by reviewing the operating budget impact and advised that the capital budget would be presented at the December 18, 2019 Council meeting for adoption.

    a) That the 2020 Draft Capital budget in the amount of $37,381,600 as identified in Appendix 'A' to staff report SRCFS.19.050 be approved;

    b) That the 2020 Draft Capital Budget recommended funding sources as identified in Appendix 'D' to staff report SRCFS.19.050 be approved;

    c) That the projects identified in the Projects Contingent on Grant Funding List in Appendix 'B' to staff report SRCFS.19.050 be advanced to 2020 if grant funding becomes available;

    d) That draft By-Law 138-19, attached as Appendix 'F' to staff report SRCFS.19.050, be referred to the December 18, 2019 Council meeting for adoption.

    That the Rockport Road Reconstruction Project that was destined in the 2020 Capital Project that was pushed back to 2024 be a priority once the austerity measures are over and once the Capital Sustainability Committee has concluded its work.

    a) That staff report SRCS.19.20 regarding options for the implementation of an indoor bocce facility be received;

    b) That staff proceed with Option 4, to build a new permanent bocce facility complete with convertible courts and amenities, as identified in staff report SRCS.19.20, for the implementation of an indoor bocce facility;

    c) That Council approve the 2020 Capital Budget in the amount of $130,000 for design of the permanent bocce court.

    Whereas tennis has been growing in popularity in Richmond Hill over the past number of years.

    Whereas with this growing popularity there has been a commensurate demand for tennis courts and especially courts with higher quality playing surfaces.

    Whereas there are no courts with this higher quality surface in the central area of Ward 4.

    Whereas Council has recently been presented with a petition from a group of tennis enthusiasts in this area requesting that the courts at French Royalist Park be upgraded in 2020.

    Therefore be it resolved that staff investigate the cost and feasibility of upgrading these courts, including the ability to receive and apply a colour coated surface, with the goal of adding this project to the 2020 Capital Budget so that the tennis courts at French Royalist Park may be upgraded within 2020.
