PUBLIC NOTICE

 

City facilities are open to the public to attend Council and Committee meetings beginning on March 22, 2022. The public can observe meetings of Council and Committees by attending in-person or by viewing the livestream of the open session part of these meetings which can be accessed on the City’s website (Richmondhill.ca) or on the City’s YouTube page (linked from the City’s homepage).

 

Public Comments: The public may submit written correspondence regarding agenda items by email to [email protected]. Written correspondence must be submitted by 12 p.m. (noon) on the day before the meeting. Comments submitted will be provided to all Members of Council, are considered as public information and will be included on the public agenda posted to the City’s website.

 

Delegations: Any person who wishes to speak to Council on agenda items must pre-register with the Office of the Clerk by 12 p.m. (noon) the day before the meeting. Applications to appear as a delegation can be submitted by email to [email protected] or by using the on-line application form found on Richmondhill.ca. Delegations can be in person, or electronically by video conference or telephone. The Office of the Clerk will provide instructions on appearing as a delegation. 

 

Public Forum: Any person who wishes to speak to Council on a matter not on the agenda must pre-register with the Office of the Clerk by 12 p.m. (noon) the day before the meeting. Persons wanting to address Council during the Public Forum portion of the meeting must register by sending an email to [email protected] or by using the on-line form found on Richmondhill.ca. Public Forum participation can be in-person, or electronically by video conference or telephone. A maximum of five persons will be allowed to register for the Public Forum on a first come first serve basis.

 


  • a) That the minutes of the David Dunlap Observatory Park Project
    Steering Committee meeting DDOP#01-21 held May 25, 2021, be
    received.

  • a) That staff report SRCS.22.01 regarding the enactment of a new Park Use By-law be received;

    b) That the existing Park Use By-law 16-83, as amended, be repealed and draft Park Use By-Law 19-22, attached as Attachment 1 to staff report SRCS.22.01, be enacted (and replace Chapter 942 of the City of Richmond Hill Municipal Code); and,

    c) That draft By-law 20-22 attached as Attachment 2 to staff report SRCS.22.01 be enacted to amend Schedule ‘A’ of the Administrative Penalties By-law 69-16, as amended, to include designated Park Use By-law offences.

  • a) That staff report SRCS.22.10 regarding the 2022 Outdoor Special Occasion Permit Requests, be received.

    b) That the 2022 Outdoor Special Occasion Permit Requests listed in Appendix A to staff report SRCS.22.10, be approved.

  • a) That the lands forming Part of Lot 27,Concession 2, described as Part 6 and 21 on Plan 65R-39018, be established as public highway to become part of Nannyberry Street;

    b) That the lands forming Part of Lot 26, Concession 2, described as Parts 3, 4, 5 and 6 on Plan 65R-3902, be established as public highway to become part of Nannyberry Street;

    c) That the lands forming Part of Lot 27, Concession 2, described as Parts 1, 2, 3, 22, 23, 43 and 44  on Plan 65R-39018, be established as public highway to become part of Saigon Drive; and

    d) That the lands forming Part of Lot 27, Concession 2, described as Parts 5 and 23 on Plan 65R-39018 be established as public highway to become part of Prairie Willow Street.

  • a) That Council direct staff to apply for the Region of York’s Municipal Streetscape Partnership Program;

    b) At such time that Municipal Streetscape Partnership Program application is approved, Council, upon the recommendation of the Commissioner of Planning and Infrastructure, agree to enter into a Maintenance Agreement with the Region of York whereby the City agrees to provide required maintenance for the enhanced crosswalk;

    c) That Council direct that this project be considered as part of the 2023 Capital Budget process.

  • a) That Staff Report SRPI.22.050 regarding Richmond Hill Office Development and Village Local Centre Revitalization Community Improvement Plan Progam Renewal, be received;

    b) That Council approve in principle the extension of the CIP Grant Program for another five years to 2027;

    c) That Council approve in principle an increase to the maximum grant threshold for the Building Renovations Grant from $50,000 to $100,000 to more reasonably represent the cost of such projects;

    d) That Council approve a budget carryforward of the unspent amount of $142,000 from the 2021 Operating Budget to 2022;

    e) That Council approve an annual operating budget of $250,000 for the CIP Grant Program, which shall be funded through the City’s Tax Rate Stabilization Reserve; and

    f) That Council and Staff continue to promote the CIP program to the Richmond Hill business community.

  • a) That June 19, 2022 be proclaimed as the Longest Day of SMILES in the City of Richmond Hill.
