There were no disclosures of pecuniary interest by members of Council under the Municipal Conflict of Interest Act.

Sarah Mowder of the Planning and Regulatory Services Department provided an overview of the proposed Zoning By-law Amendment Application to permit the creation of three additional building lots on the subject lands.

Nicole Sampogna, Evans Planning Inc., agent for the applicant, identified land owned and developed by King East Developments near the subject lands, noting that those developments either had approval for, or were proposing to increase the lot coverage for the internal units. Ms. Sampogna advised that Richmond Hill Council approved a similar application on Puccini Drive in March 2017 for the same zoning exceptions being requested. She noted that to facilitate the reduction of the existing drainage easement, the minor flows would be piped underground. Ms. Sampogna concluded by advising that they are working to address comments from Richmond Hill staff and the Toronto and Region Conservation Authority.

    a)That Staff Report SRPRS.19.144 with respect to the Zoning By-law Amendment application submitted by King East Developments Inc. for the lands known as Lot 23, Plan M-807 (Municipal Address: 52 Puccini Drive), City File D02-19004, be received for information purposes only and that all comments be referred back to staff.

Joseph Liberatore of the Planning and Regulatory Services Department provided an overview of the proposed Zoning By-law Amendment Application to add an Animal Hospital and Veterinarian Clinic as permitted uses on the subject lands.

Claudio Brutto, Brutto Consulting, agent for the applicant, provided a brief description of the development proposal and shared his belief that repurposing the existing building to an animal hospital and veterinary clinic was an appropriate use. Mr. Brutto also noted that the existing parking supply was more than adequate.

    a) That Staff Report SRPRS.19.150 with respect to the Zoning By-law Amendment application submitted by Yonge Bayview Holdings Inc. for the lands known as Part of Lot 37, Concession 1, E.Y.S. (Municipal Address: 8705 Yonge Street), City File D02-19008 be received for information purposes only and that all comments be referred back to staff.

    b) That Council approve the Zoning By-law Amendment application (City File D02-19008), subject to the receipt of satisfactory comments from internal and external agencies.

Amanda Dunn of the Planning and Regulatory Services Department provided an overview of the proposed Zoning By-law Amendment Application to facilitate the construction of a place of worship and ancillary uses on the subject lands.

Father Viorel Tencaliuc, on behalf the St. Dumitru Romanian Orthodox Church advised Council of the need to build a place of worship. He noted that the church currently rents space, which was insufficient in meeting the needs of the growing congregation. He shared his belief that this landmark would benefit Richmond Hill and have a positive impact on the neighbouring communities. Father Tencaliuc also advised that the subject lands would adequately accommodate a church and parking area.

(Municipal Addresses: 482 and 526 Carrville Road), City File D02-18019, be received for information purposes only and that all comments be referred back to staff.
