  • That the Civic Precinct Project Steering Committee recommends to Council:

    a) That the Design Principles outlined in Appendix ‘A’ to staff report SRCAO.18.14 be approved.

(Staff Report SRCFS.18.026 is attached for Council's reference)

  • That the Civic Precinct Project Steering Committee recommends to Council:

    a) That the project for the Central Library Expansion be increased by $4.77 million to $15.94 million and that the project management staff report back on the various options available to meet the $15.94 million amount that maximizes the addition/expansion and renovation spaces.

That the minutes of the Committee of the Whole meeting CW#09-18 held on June 5, 2018 be adopted as circulated and the following recommendations be approved:

  • a) That staff be directed, through the internal audit services of York Region, to have a compliance audit conducted on Council Member events;

    b) That a budget of $35,000 be established from the tax rate stabilization reserve;

    c) That elected officials must sign an authorization for all expenditures related to their accounts, with the approval of the expenditures designated to the Deputy Clerk, Clerk, or Treasurer; and

    d) That a policy be developed for Council Member Events, for the beginning of the new term of Council, that is consistent with the Members of Council Expense Policy including:

    (i) Eligible expenditures;

    (ii) Appropriate signing and approval authorities; and

    (iii) Regular on-line reporting on the Town’s website.

  • That the minutes of the Youth Action Committee meetings held on April 18, May 2 and May 16, 2018, be adopted as circulated.

  • a) That the Zoning By-law Amendment application submitted by Honglu Lin for the lands known as Lot 15, Plan 203 and the east part of Leonard Avenue (municipal address: 49 Sunset Beach Road), File Number D02-17030, be approved, subject to the following:

    (i) That the lands be rezoned from Residential Third Density (R3) Zone under By-law 1703, as amended, to Single Detached Six (R6) Zone under By-law 313-96, as amended, and that the amending Zoning By-law establish site specific development standards as outlined in staff report SRPRS.18.126;

    (ii) That the amending Zoning By-law be brought forward to a regular meeting of Council for consideration and enactment.

  • a) That the request by Livante Management (Hall Street ) Inc. for 66 persons equivalent (22 townhouse units) servicing allocation for the lands known as Part of Lot 48, Concession 1, W.Y.S (municipal address: 107 Hall Street), File Number D06-16095, be approved.

  • a) That the Zoning By-law Amendment application submitted by Jun Ping for the lands known as Lots 35 and 36, Plan 133 (municipal address: 13157 Bathurst Street), File Number D02-17032, be approved, subject to the following:

    (i) That the lands be rezoned from the provisions of the former Township of King By-law 986, as amended, to Single Detached Five (R5) Zone under By-law 313-96, as amended, with site specific development standards as outlined in staff report SRPRS.18.127;

    (ii) That the amending Zoning By-law be brought forward to a regular meeting of Council for consideration and enactment.

File Numbers D02-14035, D03-14014, D05-17003 and D06-17041 - (CW Item 11.6)

  • a) That the Zoning By-law Amendment and draft Plan of Subdivision applications submitted by Bluegrove Investments Inc. for lands known as Part of Lot 26, Concession 2, E.Y.S. (municipal address: 1080 Elgin Mills Road East), File Numbers D02-14035 and D03-14014 be approved, subject to the following:

    (i) That the subject lands be rezoned to the appropriate zoning categories under By-law 55-15 (the North Leslie Area Secondary Plan Zoning By-law), discussed in staff report SRPRS.18.130 and generally illustrated on the maps included in staff report SRPRS.18.130;

    (ii) That prior to finalization of the amending Zoning By-law, the applicant receive Site Plan approval from the Town with respect to the proposed residential development to be constructed on the subject lands and pay the applicable Zoning By-law Amendment processing fee;

    (iii) That the Zoning By-law Amendment designate Block 14 on Map 6 (Site Plan) as a “Class 4 Area” as defined by the Ontario Ministry of Environment and Climate Change in its “Environmental Noise Guideline: Stationary and Transportation Noise Sources - Approval and Planning (Publication NPC-300)”;

    (iv) That the subject draft Plan of Subdivision be draft approved, subject to the conditions set out in Appendix 'B' to staff report SRPRS.18.130 and upon receipt of the processing fee in accordance with Tariff of Fees By-law 79-17.

    b) That approval of the applicant’s draft Plan of Common Element Condominium application be deferred until such time as the related Site Plan application has been approved by the Town;

    c) That all comments concerning the applicant’s Site Plan application (File Number D06-17041) be referred back to staff.

File Numbers D01-16002, D02-16012 and D03-16006 - (CW Item 11.7)

  • a) That the Local Planning Appeal Tribunal be advised that Council does not support the Official Plan Amendment, Zoning By-law Amendment and draft Plan of Subdivision applications submitted by Yonge MCD Inc. for the lands legally described as Part of Lots 1, 2 and 23, Registered Plan 1642, Lots 1, 2, 3 and 4, Registered Plan 3600 and Lots 1 and 4, Registered Plan 3766 (municipal addresses: 12 and 24 Naughton Drive, 0, 11014, 11034, 11044 and 11076 Yonge Street, 0, 47 and 59 Brookside Road), File Numbers D01-16002, D02-16012 and D03-16006, for the principle reasons outlined in staff report SRPRS.18.109;

    b) That staff be directed to continue discussions with the applicant to resolve the matters outlined in staff report SRPRS.18.109;

    c) That appropriate Town staff be directed to appear at the Local Planning Appeal Tribunal hearing in support of Council’s position concerning the subject applications.

  • a) That the 2018 operating budget of $121,200 for the Village of Richmond Hill Business Improvement Area (BIA) as provided in staff report SRCFS.18.022 be approved;

    b) That the amount of $102,080 be levied upon the rateable properties in the improvement area.

  • a) That W. Paul Dray and James B. Georgeff be appointed as Hearing Officers pursuant to the Screening and Hearing Officer Bylaw #70-16 for a term ending on June 12, 2021 or until successors are appointed;

    b) That the draft by-law attached as Attachment '1' to staff report SRCS.18.15, be enacted to amend Municipal Code Chapter 310 regarding Dog Control and Regulation and delegate authority to the Administrative Monetary Penalty System Hearing Officers to hold hearings, and make hearing decisions, regarding dangerous dog designations.

  • a) That staff report SRCS.18.16 regarding the Administrative Monetary Penalty Systems (AMPS) Implementation Progress Report be received for information purposes.

  •  a) That funding in the amount of $495,000.00 (exclusive of taxes) from the Infrastructure Repair and Replacement Reserve Fund be allocated for the full reconstruction of the three (3) illuminated tennis courts located in Headwaters Community Park;

    b) That the Commissioner of Environment and Infrastructure Services be authorized to execute any necessary documentation to affect the contract;

    c) That a copy of the tennis court assessment and condition study be provided to Members of Council, in an electronic format only, prior to the Council meeting on June 12, 2018.

     

  • a) That the correspondence from Glenn Schwendinger, Ontario Municipal Administrators' Association (OMAA) President, dated June 5, 2018, regarding appreciation for the commitment to OMAA by Richmond Hill's Chief Administrative Officer Neil Garbe, be received.

  • Whereas North Lake Road is a local road in Oak Ridges, Richmond Hill.

    Whereas North Lake Road is listed as a no heavy trucks road as per Municipal Code, Chapter 1097 Heavy Traffic. According to this, heavy traffic is prohibited on North Lake Road. Deliveries and pick-ups to service properties on streets with this prohibition are exempt.

    Whereas Martti Leivo who lives on North Lake Road has requested the bylaw be enforced.

    It is therefore recommended that bylaw be instructed to attend the location daily until such time it is resolved where no heavy trucks are using North Lake Road.

  • Whereas Richmond Hill has shown, and continues to show, commitment and leadership regarding the natural environment, as outlined in our approved Environment Strategy, Greening the Hill: Our Community, Our Future;

    Whereas Richmond Hill is committed to supporting pollinator species, as demonstrated through signing the National Wildlife Federation’s Mayors' Monarch Pledge in 2016, annually proclaiming Pollinator Week, and pursuing actions related to habitat protection, native plants, and public communications;

    Whereas the goal of Bee City Canada designation is to promote healthy, sustainable habitats and communities for pollinators;

    That bees and other pollinators around the globe have experienced dramatic declines due to land fragmentation, habitat loss, use of pesticides, industrialized agriculture, climate change and the spread of pests and diseases, with serious implications for agricultural production and ecosystem health; and

    That Richmond Hill and its residents have the opportunity to support bees and other pollinators on both public and private land; and

    That supporting pollinators fosters environmental awareness and sustainability, and increases interactions and engagement among community stewards; and

    That by becoming a Bee City, Richmond Hill can highlight initiatives already in place to support pollinators and further engage local communities in the spirit of environmental stewardship;

    That staff be authorized to submit the Bee City Canada Application to designate Richmond Hill as a Bee City; and

    Now Therefore Be It Resolved:

    That Richmond Hill accepts the Bee City designation and commits to creating pollinator habitat, educating about pollinators, and celebrating pollinators in accordance with the Bee City Canada Program.

  • Whereas Council is in support of Yonge Subway Extension of 7.4 kilometres from Finch station to Richmond Hill Centre at Highway 7 East to address the critical missing link in the public transit system that will benefit the businesses and residents of the municipality;

    Whereas Council has adopted resolution to call on Metrolinx to prioritize funding and construction of the Yonge Subway Extension and further resolved on November 27, 2017 that the Yonge North Subway Extension is the top transit priority for Richmond Hill;

    Whereas the preliminary design and engineering phase is currently underway following receiving a total of over $91 million funding from the Government of Canada and the Government of Ontario;

    Whereas it is anticipated that staff will report findings of the preliminary design and engineering phase, including recommendations on the next steps required regarding the preferred project delivery model, in 2019;

    Whereas the Ontario 2018 Budget has stated that “The Province is also committed to providing funding, over and above the Investing in Canada plan agreement, where necessary, to support the construction of priority transit projects.”, and has included “the Yonge North Subway Extension” as one of the priority transit projects;

    Whereas The Premier of Ontario and the Mayor of Toronto signed a Memorandum of Understanding on May 3, 2018 to announce that Ontario’s fiscal plan, as outlined in the 2018 Budget, allocates the provincial share required to build the next stage of major transit projects in the region, which includes the Yonge North Subway Extension;

    Whereas the Leader of the Ontario Progressive Conservative Party announced on May 9, 2018 that, if elected, his government will provide an additional $5 billion funding for transit projects, and upload responsibility for the TTC’s subway infrastructure, including the building and maintenance of new subway lines and that the Yonge extension is one of his priority projects;

    Whereas Richmond Hill has established the Strategic Rapid Transit Reserve Fund in 2003 to fund future projects that improve transportation systems in or to the Town and that the Strategic Rapid Transit Reserve Fund has a balance of approximately $9.13 million at the end of 2017;

    Whereas it is deemed advisable to demonstrate Council’s commitment to moving the Yonge Subway Extension forward in anticipation of the completion of the preliminary design and engineering phase of this critical transit project;

    Now Therefore Be It Resolved That:

    Staff be directed to draft Terms of Reference, including costs, staffing resource implications, to initiate a planning/land use study/secondary plan for the Richmond Hill Centre in support of the Yonge Subway Extension;

    Staff be directed to report back with a work plan, including cost and dedicated staffing implications, in support of York Region Rapid Transit Corporation, including dedicated personnel, to work in collaboration with the York Region Rapid Transit Corporation, other municipalities and all pertinent parties, to support the next steps that will be identified by the preliminary design and engineering study;

    This Resolution be forwarded to the York Regional Council, the York Region Rapid Transit Corporation, the Metrolinx, the Toronto Transit Commission, the City of Markham, the City of Vaughan, the City of Toronto, the Association of Municipalities of Ontario, the Federation of Canadian Municipalities, local Members of Provincial Parliament and Members of Parliament.
