PUBLIC NOTICE
 
City facilities are open to the public to attend Council and Committee meetings. The public can observe meetings of Council and Committees by attending in-person or by viewing the livestream of the open session part of these meetings which can be accessed on the City’s website (Richmondhill.ca) or on the City’s YouTube page (linked from the City’s homepage).

Public Comments: The public may submit written correspondence regarding agenda items by email to [email protected]. Written correspondence must be submitted by 12 p.m. (noon) one business day before the meeting. Comments submitted will be provided to all Members of Council, are considered as public information and will be included on the public agenda posted to the City’s website.

Delegations: Any person who wishes to speak to Council on agenda items must pre-register with the Office of the Clerk by 12 p.m. (noon) one business day before the meeting. Applications to appear as a delegation can be submitted by email to [email protected] or by using the on-line application form found on Richmondhill.ca. Delegations can be in person, or electronically by video conference or telephone. The Office of the Clerk will provide instructions on appearing as a delegation.
 

  • a) That the minutes of the Heritage Centre Advisory Committee meetings held February 26, 2024 and April 15, 2024, be adopted.

  • a) That staff report SRCFS.24.032 regarding Heritage Richmond Hill Committee Education Community Representative - Remainder of 2022 to 2026 Term of Council, be received;

    b) That the resignation of the Heritage Richmond Hill Committee Member, Crystal Yu, be received;

    c) That, for the remainder of the 2022 to 2026 Term of Council, the Heritage Richmond Hill Committee be authorized to operate without an Education Community representative and without making any amendments to the Committee’s composition as outlined in its Terms of Reference.

  • a) That staff report SRCFS.24.033 regarding 2024 Development Charges By-law Amendments be received;

    b) That the memo dated August 13, 2024 regarding 2024 Development Charges Background Study Update - Amendments as per Bill 185, attached as Appendix “A” to staff report SRCFS.24.033,, be received;

    c) That Council endorses the phased approach with two distinct processes to amend the City’s existing Development Charges By-laws, as outlined in staff report SRCFS.24.033;

    d) That the capital project listing set out in Section 3.1.2 of the 2024 Development Charges Background Study Update - Amendments as per Bill 185 dated August 13, 2024, subject to further annual review during the capital budget process, be approved;

    e) That draft amending By-laws 105-24, 106-24, 107-24, 108-24, 109-24, 110-24, and 111-24 for City-wide and Area Specific Development Charges be brought forward to the September 11, 2024 Council meeting for adoption, attached as Appendix “B” to staff report SRCFS.24.033, as part of Phase I - Minor amendments to the Development Charges By-laws;

    f) That the Director, Financial Services and Treasurer, be authorized to schedule and give notice for the public meeting(s) required by the Development Charges Act, 1997.

  • a) That staff report SRCFS.24.034 regarding Semi Annual Report - Non-Competitive Acquisitions, be received for information purposes only.

  • a) That staff report SRCFS.24.036 regarding Amendments to the Community Flag Raisings and Flag Protocol Policy pertaining to the United Nations University - Institute for Water Environment and Health, be received;

    b) That the amended Community Flag Raising and Flag Protocol Policy, attached as Attachment A to staff report SRCFS.24.36, be approved;

    c) That the amended Customary Flag Configuration Procedure, attached as Attachment B to staff report SRCFS.24.36, be approved;

    d) That the amended Flying Flags at Half-mast Procedure, attached as Attachment C to staff report SRCFS.24.36, be approved.

  • a) That staff report SRCM.24.07 regarding staff report SRCM.24.07, Delegated Authority Summer Recess Accounting - Reference By-law 86-20 as amended by By-law 113-20 and By-law 86-24 (June 24, 2024 to August 30, 2024), be received for information.
