PUBLIC NOTICE

 

City facilities are open to the public to attend Council and Committee meetings beginning on March 22, 2022. The public can observe meetings of Council and Committees by attending in-person or by viewing the livestream of the open session part of these meetings which can be accessed on the City’s website (Richmondhill.ca) or on the City’s YouTube page (linked from the City’s homepage).

 

Public Comments: The public may submit written correspondence regarding agenda items by email to [email protected]. Written correspondence must be submitted by 12 p.m. (noon) on the day before the meeting. Comments submitted will be provided to all Members of Council, are considered as public information and will be included on the public agenda posted to the City’s website.

 

Delegations: Any person who wishes to speak to Council on agenda items must pre-register with the Office of the Clerk by 12 p.m. (noon) the day before the meeting. Applications to appear as a delegation can be submitted by email to [email protected] or by using the on-line application form found on Richmondhill.ca. Delegations can be in person, or electronically by video conference or telephone. The Office of the Clerk will provide instructions on appearing as a delegation. 

 

Public Forum: Any person who wishes to speak to Council on a matter not on the agenda must pre-register with the Office of the Clerk by 12 p.m. (noon) the day before the meeting. Persons wanting to address Council during the Public Forum portion of the meeting must register by sending an email to [email protected] or by using the on-line form found on Richmondhill.ca. Public Forum participation can be in-person, or electronically by video conference or telephone. A maximum of five persons will be allowed to register for the Public Forum on a first come first serve basis.

  • a) That the minutes of Official Plan Update Committee meeting OPUC#02-21 held September 21, 2021 be adopted.

  • a) That Staff Report SRCS.22.05 regarding Parking By-law Amendment to Clarify the Framework for Parking Enforcement on Provincial Lands, be received;

    b) That By-law 18-22 (Attachment 1 to Staff Report SRCS.22.05) be enacted to amend the Parking Regulation By-law 402-89 (Municipal Code Chapter 1116); and

    c) That By-law 44-22 (Attachment 2 to Staff Report SRCS.22.05) be enacted to amend Schedule ‘A’ of the Administrative Penalties By-law 69-16.

  • a) That Staff Report SRCS.22.07 regarding the Indigenous Action Committee be received; and 

    b) That staff continue to work with Indigenous Action Committee to provide sites for their events free of facility rental fees and report back at the end of the 1 year pilot period.

  • a) That Staff Report SRPI.22.043 regarding the Private Street Naming Application submitted by 9089802 Canada Corp. for the lands known as Part of Lots F and G, Registered Plan 1916 (Municipal Addresses: 0, 40 and 60 Harris Avenue) be approved subject to the following:

    (i) that the proposed private street name Roland Green Lane (P) be approved in accordance with Staff Report SRPI.22.043; and,

    (ii) that staff be directed to bring forward a by-law to a regularly scheduled Council meeting to implement the approval of the private street name upon approval of the development applications for the proposed residential development.

  • a) That the revised Zoning By-law Amendment application submitted by Xiukai Zhu for lands known as Part of Lot 11, Plan 3403 (Municipal Address: 19 Pearson Avenue), City File D02-20023, be approved, subject to the following:

    1. that the subject lands be rezoned from Second Density Residential (R2) Zone to Third Density Residential (R3) Zone under By-law 2523, as amended, with site specific provisions as set out in Appendix “B” to Staff Report SRPI.22.016; and,
    2. that the amending Zoning By-law be brought forward to a future Council meeting for consideration and enactment.
  • a) That Council receive staff report SRPI.22.033 and the attached Environment Strategy 2021 Progress Tracker, Environment Strategy 2021 Accomplishments leaflet, and Draft Environment Strategy Update for information; and

    b) That the attached draft Environment Strategy Update be made publicly available on the City’s website for a review and comment period before finalization of the updated Environment Strategy.

  • a) That Staff Report SRPI.22.049 – Response to Council Motion: Pickleball in Richmond Hill be received for information;

    b) That staff undertake neighbourhood consultation regarding the proposed re-lining of 2 tennis courts in Morgan Boyle Park and 3 tennis courts in Grovewood Park to facilitate combined tennis/pickleball play by Q3 2023 if possible;

    c) That staff facilitate the design and installation of approximately 10 “pop-up” pickleball courts in the snow storage area of Richmond Green Park to facilitate play by Q3 2022 if possible;

    d) That staff add no volley zone lines to the badminton courts at Rouge Woods and continue to review indoor recreation programs and add further pickleball opportunities where feasible;

    e) That funding in the amount of $172,850.00 be approved for use in 2022 to facilitate the execution of items (b),(c) and (d) above;

    f) That staff continue to move forward to deliver 4 purpose-built pickleball courts as part of the Bayview Hill Park Phase 1 Revitalization to facilitate play by Q3 2024; and,

    g) That staff investigate a suitable location for a purpose-built, multi-court, community pickleball hub and consider such an endeavor through the City’s budgeting process as soon as possible.

  • a) That May 14, 2022, be proclaimed as "Apraxia Awareness Day" in the City of Richmond Hill.

  • a) That SRPI.22.057 regarding the provision of an additional indoor soccer facility in Richmond Hill be received, and

    b) That staff continue to investigate opportunities and locations for indoor soccer facilities and report back in Q3 of 2022.

  • a) That the correspondence submitted by Michael Bowcott, 435 Easy Street, dated April 11, 2022, regarding Response to Council Motion: Pickleball in Richmond Hill, be received.

  • a) That the correspondence submitted by Sam Foti, Oak Ridges Soccer Club, dated April 1, 2022, regarding Indoor Soccer Facility Investigations, be received.

  • Whereas, at its meeting on February 4, 2019, Council appointed Members of Council to its various committees, task forces and Boards for the 2018 to 2022 Term of Council as recommended in a Members Motion by Mayor Dave Barrow;

    Whereas, then Ward 4 Councillor David West was appointed: as a Member of  the Heritage Centre Advisory Committee (HCAC) and Heritage Richmond Hill Committee (HRH); Council Liaison to the Richmond Hill Board of Trade; and, Director of the Village of Richmond Hill Business Improvement Area (BIA) Board of Management;

    And Whereas, David West was elected Mayor on January 24, 2022, and is in accordance with the various Terms of Reference and the Procedure By-law 74-12, as amended, an Ex-officio Member of all Council’s Committees and Task Forces;

    And Whereas, Council at its meeting on March 22, 2022, appointed Raika Sheppard as Ward 4 Councillor for the remainder of the current Term of Council;

    And Whereas, as a result of these changes in Council, the appointments to Council’s various Committees, Task Forces and Boards for the remainder of the 2018 to 2022 Term of Council requires updating.

    Now Therefore Be It Resolved:

    1. That Councillor Raika Sheppard be appointed to replace David West on the Heritage Centre Advisory Committee (HCAC) for the remainder of the current Term of Council;
    2. That Councillor Raika Sheppard be appointed to replace David West on the Heritage Richmond Hill Committee (HRH) for the remainder of the current Term of Council;
    3. That Councillor Godwin Chan be appointed to replace David West as Council’s Liaison to the Richmond Hill Board of Trade for the remainder of the current Term of Council;
    4. That Councillor Raika Sheppard be appointed to replace David West as one of Council’s two Directors on the Village of Richmond Hill Business Improvement Area Board of Management for the remainder of the current Term of Council.

  • WHEREAS Lake Wilcox Park located in the heart of Oak Ridges attracts visitors from Richmond Hill and across the GTA for its sunning waterfront scenery and family-friendly amenities;

    WHEREAS the residents of Richmond Hill can enjoy a waterpark that includes a playground, youth area with a skate park, beach volleyball courts and a boardwalk of the lake;

    WHEREAS numerous residents have raised concerns regarding not enough parking spots available for Richmond Hill residents;

    THEREFORE BE IT RESOLVED that fees for non-residents increase from $4 per hour to $10 per hour in the two Oak Ridges Community Centre lots and from $5 per hour in the central parking lot adjacent to the splash pad to $15 per hour for this year. For staff to report back on the impact at the end of the year.

  • Whereas, Campaign contributions made by citizens to any municipal candidate are not eligible for either a provincial or federal tax credit; and

    Whereas, the lack of a tax credit for contributions may be considered as an impediment which limits the ability of municipal candidates to raise funds for their campaign; and

    Whereas,  an increasing number of municipalities, including Markham, Oakville, Toronto, and many others in Ontario, have developed Campaign Rebate programs designed to encourage citizens to donate to candidates of their choice during the municipal election; and

    Whereas, the majority of the current municipal Campaign Rebate programs are established at the beginning of a municipal election cycle, to enable the required funding to be accumulated over a four year budgeting cycle; and

    Whereas, various municipalities have adopted different program elements including different rebate levels, different criteria for candidates to apply for the program, different criteria for citizens to qualify for the rebate program, etc.; and

    Whereas, it is recognized that there would be a requirement to ensure that appropriate systems and staffing would be in place to manage any such Contribution Rebate Program for Richmond Hill.

    Now Therefore Be It Resolved:

    a) That Staff be asked to report back to Council on options to establish a Municipal Elections Campaign Contributions Rebate Program for municipal elections in Richmond Hill, starting with the 2026 Municipal Election; including:

    1. options on the structure of such a program, including recommendations and potential criteria for the various program elements (including, but not limited to, criteria to qualify for a rebate, and maximum rebate levels); and,
    2. potential costs, potential funding sources and any additional information to assist Council in assessing the viability of the program.

    b) That staff be requested to provide an interim report to Council in June, 2022, followed by a final report, incorporating any Council input, by December 2022.

  • Whereas  in 2013, the Parks Plan and Recreation Cultural Plan identified a need for 2 (1 in the Northern part of Richmond Hill and 1 South) off leash dog areas; and

    Whereas two facilities were created and are both located in the North; and

    Whereas an off leash dog park is desperately needed in the South; and

    Whereas the ideal location is in proximity to our Yonge St. transit corridor; and

    Whereas all existing parks are too far from the transit corridor; and

    Whereas land close to Yonge St. has proven to be almost impossible to purchase for this purpose; and

    Whereas a land owner, after having read specifically pg. 107 of 389 in the key directions report, has contacted my office giving the City first right of refusal on a piece of land that meets the above criteria before offering it to adjacent property owners for high density intensification where this opportunity would be lost forever;

    Now Therefore Be It Resolved:

    That the City's real estate department in conjunction with all appropriate staff enter into negotiations with this landowner in attempt to secure it for an off leash dog park.

  • a) To consider personal matters about identifiable individuals, including municipal or local board employees, with respect to the appointment of members for the Affordable Housing Strategy Implementation Committee for the remainder of the current Term of Council, and the 2022 - 2026 Term of Council (Section 239(2)(b) of the Municipal Act, 2001);

    b) To consider personal matters about identifiable individuals, including municipal or local board employees, with respect to the appointment of a Director of the Board of Management of the Village of Richmond Hill Business Improvement Area (BIA) for the remainder of the current Term of Council (Section239(2)(b) of the Municipal Act, 2001);

    c) To consider matters about an identifiable individual, including municipal or local board employees, with respect to confidential staff report SRS.22.02, and the receiving of advice that is subject to solicitor-client privilege, including communications necessary for that purpose (Section 239(2)(b) and (f) of the Municipal Act, 2001).
