PUBLIC NOTICE

 

City facilities are open to the public to attend Council and Committee meetings. The public can observe meetings of Council and Committees by attending in-person or by viewing the livestream of the open session part of these meetings which can be accessed on the City’s website (Richmondhill.ca) or on the City’s YouTube page (linked from the City’s homepage).

Public Comments: The public may submit written correspondence regarding agenda items by email to [email protected]. Written correspondence must be submitted by 12 p.m. (noon) one business day before the meeting. Comments submitted will be provided to all Members of Council, are considered as public information and will be included on the public agenda posted to the City’s website.

Delegations: Any person who wishes to speak to Council on agenda items must pre-register with the Office of the Clerk by 12 p.m. (noon) one business day before the meeting. Applications to appear as a delegation can be submitted by email to [email protected] or by using the on-line application form found on Richmondhill.ca. Delegations can be in person, or electronically by video conference or telephone. The Office of the Clerk will provide instructions on appearing as a delegation.

11.1

SRPBS.24.018 – Bird-Safe Design Standards Recommendations Report

• a) That Staff Report SRPBS.24.018, regarding Bird-Safe Design Standards Recommendations Report be received;

  b) That the proposed Bird-Safe Design Standards (April 2024) be endorsed as mandatory requirements for new private and public development and become effective as of May 22, 2024;

  c) That staff be directed to develop a Bird-safe Retrofit Assessment Program to evaluate and prioritize existing City-owned buildings and determine budgetary needs for bird-safe design retrofits, and report back to Council;

  d) That the capital budget to pilot bird-safe design retrofits at the Richmond Hill Public Library Central Branch be submitted for consideration through the 2025 Capital budget prioritization process; and

  e) That staff be directed to review and update the Bird-Safe Design Standards to address new best practices, as needed.

11.2

SRPBS.24.053 – Request for Approval – Zoning By-law Amendment Application – Seyed Mohammad Sajadi – 34 Avenue Road - City File ZBLA-23-0001

• a) That the Zoning By-law Amendment application submitted by Seyed Mohammad Sajadi for the lands known as Part of Lot 99, Registered Plan M-1960 (Municipal Address: 34 Avenue Road), City File ZBLA-23-0001, be approved, subject to the following:

  1. that the existing zoning of the lands be amended to include the site specific exceptions as set out in Appendix “B” to Staff Report SRPBS.24.053; and,
  2. that the amending Zoning By-law be brought forward to the May 22, 2024 Council meeting for enactment.

   

11.3

SRCFS.24.14 – Non-Competitive Renewal of Esri Software

• a) That the non-competitive renewal of the current Enterprise GIS software ArcGIS Platform, and purchase of select ad hoc subscription annual software licenses be awarded to Esri Canada until December 31, 2027, for a cost not exceeding CAD $700,000 exclusive of taxes, pursuant to Appendix “B” Part I, Section (c) of Procurement By-law No. 113-16 in order to ensure the continued leverage of the Esri ArcGIS platform and systems already in use at the City of Richmond Hill;

  b) That the Commissioner Corporate and Financial Services (CFS) be authorized to execute any and all necessary documentation to affect the contract.

11.4

SRCFS.24.015 - Non-Competitive Acquisition for the Supply and Services of Off-site Records Storage and Retrieval Services

• a) That staff report SRCFS.24.015 regarding the Non-Competitive Acquisition for the Supply and Services of Off-site Records Storage and Retrieval Services be received;

  b) That a contract for the provision of Off-site Records Storage and Retrieval Services be awarded non-competitively to Iron Mountain pursuant to Appendix “B” Part I Section (c) of the Procurement By-law 113-16;

  c) That the contract award be for an acquisition value not exceeding $850,000 exclusive of H.S.T., pursuant to and for a term of ten years, commencing July 1, 2024, and ending July 31, 2034; and

  d) That the Commissioner of Corporate and Financial Services be authorized to execute any necessary documentation to effect the contract.

SRCS.24.05 – Naming Rights Policy Update

• a) That staff report SRCS.24.05 regarding an update to the Naming Rights Policy be received;

  b) That the updated Naming Rights Policy attached to staff report SRCS.24.05 be approved;

  c) That the City Manager be authorized to approve Naming Rights for interior spaces in City-owned facilities and execute any associated Naming Rights Agreements.

12.1

Member Motion - Councillor Cilevitz - Raising the Pride Flag for the Month of June

Moved by:  Councillor Cilevitz

• Whereas, we in Canada uphold our Charter of Rights and Freedoms, acknowledging the inherent rights and freedoms of all Canadian citizens; 

  Whereas, the month of June has been proclaimed Pride Month across Canada, including York Region, for at least the past 25 years;

  Whereas, York Region is home to over 1.2 million people with an estimated 120,000 2SLGBTQ+ identifying residents;

  Whereas, Richmond Hill proudly upholds its Council-approved Diversity, Equity and Inclusion (DEI) Policy;

  Whereas, Pride Month is not only a time of vibrant celebration but also a crucial opportunity to raise awareness of 2SLGBTQ+ issues;

  Whereas, since 2021, hate-motivated incidents directed towards Canada's 2SLGBTQ+ population have increased by 64% (Statistics, Canada 2021); 

  Whereas, York Region municipalities have made significant strides in supporting York Pride events and initiatives, including the annual Pride Parade held every June in Newmarket;

  Whereas, the City of Richmond Hill has immense potential to demonstrate its commitment to 2SLGBTQ+ education and support across the region; and

  Whereas, by raising the Pride Flag at Richmond Hill's Community Flagpoles located outside City Hall for the duration of the month of June, Richmond Hill exhibits its strong message of support and inclusion to all identifying 2SLGBTQ+ people and their allies; and

  Whereas, the Council approved Community Flag Raisings and Flag Protocol Policy currently only permits flags to be flown on a Community Flagpole for up to one week.

  Therefore Be It Resolved:

  That, notwithstanding the Community Flag Raisings and Flag Protocol Policy, the Pride Flag be flown on one of City’s Community Flagpoles for the duration of the month of June, when otherwise not in use for another community flag raising.
