Adoption of Agenda

SRCFS.19.005 - 2019 Operating Budgets

David Dexter, Director, Financial Services and Treasurer, provided a status update regarding the 2019 draft Operating Budget. He reported on the impact of the recommendations from the February 12, 2019 Budget Committee meeting related to the elimination of the Director position and the Richmond Hill Public Library Board budget being capped at a 2.4% increase. D. Dexter identified items that were to be followed up on including final growth numbers for 2018 and 2019 forecast; quantifying the portion of Investment Income collected from Regional and School Board taxes; increase in the Seniors Tax Assistance Grant; and changes to the municipal tax bill. He concluded the status update by reviewing items to be considered at today's and the February 26, 2019 Budget Committee of the Whole meetings.

  a) That the new staffing request for Council Support in the amount of $142,000 and $60,000 be deleted from the 2019 draft Operating Budget for the Corporate and Financial Services Department.

  Opposed: (4)	Regional and Local Councillor Perrelli, Regional and Local Councillor DiPaola, Councillor Muench, and Councillor Liu

  a) That the Council constituency account of $10,300 be reduced by 2.4% from the 2018 operating budget.

Presentation by Louise Procter Maio, Chief Executive Officer, Richmond Hill Public Library, regarding the 2019 draft Operating Budget for the Richmond Hill Public Library Board

Louise Procter Maio, Chief Executive Officer, Richmond Hill Public Library, provided additional information regarding the 2019 draft Operating Budget for the Richmond Hill Public Library Board, specifically related to overall expenditures.  She reviewed the impact of the budget adjustments on personnel and services, and provided results from research conducted related to fundraising and grant opportunities.
