PUBLIC NOTICE

 

City facilities are open to the public to attend Council and Committee meetings. The public can observe meetings of Council and Committees by attending in-person or by viewing the livestream of the open session part of these meetings which can be accessed on the City’s website (Richmondhill.ca) or on the City’s YouTube page (linked from the City’s homepage).

 

Public Comments: The public may submit written correspondence regarding agenda items by email to [email protected]. Written correspondence must be submitted by 12 p.m. (noon) one business day before the meeting. Comments submitted will be provided to all Members of Council, are considered as public information and will be included on the public agenda posted to the City’s website.

 

Delegations: Any person who wishes to speak to Council on agenda items must pre-register with the Office of the Clerk by 12 p.m. (noon) one business day before the meeting. Applications to appear as a delegation can be submitted by email to [email protected] or by using the on-line application form found on Richmondhill.ca. Delegations can be in person, or electronically by video conference or telephone. The Office of the Clerk will provide instructions on appearing as a delegation. 

 

Public Forum: Any person who wishes to speak to Council on a matter not on the agenda must pre-register with the Office of the Clerk by 12 p.m. (noon) one business day before the meeting. Persons wanting to address Council during the Public Forum portion of the meeting must register by sending an email to [email protected] or by using the on-line form found on Richmondhill.ca. Public Forum participation can be in-person, or electronically by video conference or telephone. A maximum of five persons will be allowed to register for the Public Forum on a first come first serve basis.

 


We are gathering on lands that have been home to First Nations Peoples from time immemorial. We acknowledge that what we now call Richmond Hill is on the Treaty Lands and Territory of the Mississaugas of the Credit First Nation and the Mississauga and Chippewa Nations of the Williams Treaty. We also recognize that we are on part of the traditional territories of the Haudenosaunee and the Huron Wendat.


We would also like to acknowledge all First Nation, Inuit and Métis peoples from across North America, also known as Turtle Island, who now reside in the City of Richmond Hill. We are committed to rebuilding constructive and cooperative relationships.

  • a) That the investigation report from Suzanne Craig, Integrity Commissioner, dated March 4, 2023, titled “Formal Code of Conduct Complaint #01191023 Investigation Report of Committee of Adjustment Member John Li”, be received;

    b) That Council provide direction on the implementation of a penalty under Section 12.8 of Code of Conduct for Local Boards (the “Code”), and remedial actions under Section 12.10 of the Code, as recommended in the Integrity Commissioners Investigation Report. 

  • a) That the minutes of the Affordable Housing Strategy Implementation Committee AHSIC#03-23 held October 17, 2023, be received.

  • That the minutes of Committee of the Whole meeting CW#04-24 held March 20, 2024 be adopted as circulated and the following recommendations be approved:

  • a) That the minutes of Accessibility Advisory Committee meeting AAC#04-23 held November 2, 2023 be adopted.

  • a) That the minutes of Heritage Richmond Hill meeting HRH#02-24 held February 15, 2024, be adopted.

  • a) That staff report SRPBS.24.009 regarding Notice of Intention to Designate 18 Arnold Crescent be received;

    b) That City Council state its intention to designate the property at 18 Arnold Crescent under Part IV, Section 29 of the Ontario Heritage Act in recognition of its cultural heritage significance, and in accordance with the Statement of Significance: 18 Arnold Crescent included as Attachment A to staff report SRPBS.24.009;

    c) That staff be directed to publish and serve Council’s Notice of Intention to Designate as per the requirements of the Ontario Heritage Act;

  • a) That the recommendation of Heritage Richmond Hill, and staff report SRPBS.24.019 regarding Notice of Intention to Designate 90 Centre Street East, be received for information only.

  • a) That staff report SRPBS.24.020 regarding Notice of Intention to Designate 11 Centre Street West be received;

    b) That City Council state its intention to designate the property at 11 Centre Street West under Part IV, Section 29 of the Ontario Heritage Act in recognition of its cultural heritage significance, and in accordance with the Statement of Significance: 11 Centre Street West included as Attachment A to staff report SRPBS.24.020;

    c) That staff be directed to publish and serve Council’s Notice of Intention to Designate as per the requirements of the Ontario Heritage Act;

    d) That if there are no objections to the designation in accordance with the provisions of the Ontario Heritage Act, that staff be directed to place a designation by-law before Council at a future Council meeting for adoption;

  • a) That staff report SRPBS.24.027 regarding Notice of Intention to Designate 10350 Yonge Street be received;

    b) That City Council state its intention to designate the property at 10350 Yonge Street under Part IV, Section 29 of the Ontario Heritage Act in recognition of its cultural heritage significance, and in accordance with the Statement of Significance: 10350 Yonge Street included as Attachment A to staff report SRPBS.24.027;

    c) That staff be directed to publish and serve Council’s Notice of Intention to Designate as per the requirements of the Ontario Heritage Act;

    d) That if there are no objections to the designation in accordance with the provisions of the Ontario Heritage Act, that staff be directed to place a designation by-law before Council at a future Council meeting for adoption;

    e) That staff be authorized and directed to do all things necessary to give effect to this resolution.

  • a) That staff report SRPBS.24.035 regarding Notice of Intent to Demolish Garage at 34 Roseview Avenue be received;

    b) That the frame garage at 34 Roseview Avenue does not merit cultural heritage designation under Part IV of the Ontario Heritage Act, and consequently, that the owner’s request to demolish proceed through the applicable permit process.

  • a) That the Zoning By-law Amendment and draft Plan of Subdivision applications submitted by Minoo Mahroo and Ebrahim Javady Torabi for lands known as Part of Lots 23 and 24, Registered Plan 3806 (Municipal Addresses: 551 and 561 16th Avenue), City Files D02-21010 and SUB-22-0008, be approved, subject to the following:

    i) that a portion of the subject lands be rezoned from “Special Residential One (SR-1) Zone” to “Low Density Residential Six (R6) Zone” under By-law 255-96, as amended, with site specific development standards for the lands zoned “Special Residential One (SR-1) Zone” and “Low Density Residential Six (R6) Zone” under By-law 255-96, as amended, as set out in Appendix “C” to Staff Report SRPBS.24.012;

    ii) that the amending Zoning By-law be brought forward to the March 27, 2024 Council meeting for consideration and enactment; 

    iii) that the draft Plan of Subdivision as depicted on Map 5 to Staff Report SRPBS.24.012 be draft approved, subject to the conditions as set out in Appendix “D” hereto;

    iv) that prior to draft approval being granted, the applicant pay the applicable processing fee in accordance with the City’s Tariff of Fees By-law 94-23; and, 

    b) That 36.84 persons equivalent of additional servicing allocation be assigned to the subject lands, to be released by the Commissioner of Planning and Building Services in accordance with By-law 109-11, as amended.

  • a) That the request by Gil Shcolyar for 20.68 persons equivalent of servicing allocation for the lands known as Lot 27, Registered Plan 10030 (Municipal Address: 20 Bedford Park Avenue), City File D06-20035, be assigned to the development to be constructed on the subject lands, to be released by the Commissioner of Planning and Building Services in accordance with By-law 109-11, as amended;

    b) That Council direct City staff to accept a one-time financial contribution of $34,399.58 from the applicant as compensation to satisfy the “best efforts” requirements of the Source Protection Plan under the Clean Water Act, 2006; and,

    c) That the one-time financial contribution of $34,399.58 be directed to the Mill Pond Park Renewal project.

  • a) That the report regarding Feasibility of Meeting Provincial Housing Targets in Richmond Hill be received for information.

    b) That the City Clerk be directed to send a copy of Staff Report SRPBS.24.038 to the Minister of Municipal Affairs and Housing.

  • a) That staff report SRCFS.24.010, titled Council-Staff Relations Policy, be received;

    b) That the Council-Staff Relations Policy, Attachment “A” to staff report SRCFS.24.010, be approved.

  • a) That staff report SRCFS.24.011, regarding 2023 Council and Committee Remuneration and Expenses, be received.

  • a) That the contract for the provision of five articulating sidewalk tractors with attachments be awarded non-competitively to Joe Johnson Equipment Inc., a subsidiary of Federal Signal Corporation at a cost not exceeding $864,000 (exclusive of taxes), pursuant to Appendix “B”, Part I, section (c) of Procurement By-Law 113-16; and

    b) That the Commissioner of Community Services be authorized to execute any and all necessary documentation to affect the contract.

  • a) That report SRIES.24.003 regarding Traffic Safety and Operations Strategy Implementation be received;

    b) That Council approve the 18 traffic calming locations and associated traffic measures outlined in Attachment 1 to Staff Report SRIES.24.003;

    c) That Council adopt the traffic policies included in Attachment 3 to Staff Report SRIES.24.003;

    d) That By-Law 21-24 (Attachment 4) be brought forward to the March 27th, 2024 Council Meeting for enactment to amend Article “1” of Municipal Code, Chapter 1030, in order to designate 86 roadway segments in the City as Community Safety Zones; and

    e) That By-Law 35-24 (Attachment 5) be brought forward to the March 27th, 2024 Council Meeting for enactment to amend Chapter 1116 of the Municipal Code, to implement the parking regulation changes on various roadways in the City.

  • a) That the contract for Pavement Condition Data Collection Services on Designated Roadways within the City be awarded non-competitively to Stantec Consulting Ltd. at a cost not exceeding $195,000 (net of the HST rebate) for a contract duration of three (3) years, pursuant to Appendix “B”, Part I, Section (c) of Procurement By-Law 113-16; in order to ensure compatibility with existing RoadMatrix software used and maintained by the City of the Richmond Hill staff;

    b) That the Commissioner of Infrastructure and Engineering Services be authorized to execute any necessary documentation to execute the contract.

  • a) That the correspondence from Liz Bick, 37 and 39 Centre Street West, dated March 18, 2024, regarding Notice of Intention to Designate 37 and 39 Centre Street West, be received.

  • Whereas several municipalities, including most recently the city of Hamilton, have experienced costly breaches of their cybersecurity measures; and

    Whereas the City of Richmond Hill has counter cyberattack measures and policies in place and uses the ISO 27001 standards to measure the effectiveness of its cybersecurity.

    Now Therefore Be It Resolved:

    That City of Richmond Hill Staff report to Council before Summer Recess with details about the City’s cybersecurity measures, including current compliance with any standards the City uses to guide its cybersecurity programs.

    That the report include a rough cost estimate for any additional cybersecurity measures that may be required to protect the City, and a rough cost estimate to obtain formal certification of the City’s cybersecurity programs.

    That the report be presented in a Closed Session meeting if staff determine that the content of the report considers the security of City property or other factors for which a closed session meeting is permitted.

  • Whereas, Canada is experiencing record population growth, having welcomed 1.25 million new Canadians last year alone; and

    Whereas, according to the Canada Mortgage and Housing Corporation (CMHC) at least 3.5 million additional homes are needed in Canada by 2030, and municipalities need to build or expand the infrastructure to accommodate this growth; and

    Whereas, the Federation of Canadian Municipalities has estimated that the cost of the municipal infrastructure required to support housing development is, on average, in the range of $107,000 per unit; and

    Whereas, according to Statistics Canada the cost of upgrading existing municipal infrastructure to keep it in a state of good repair is in the range of $170 billion; and

    Whereas, non-residential construction price inflation has risen by 29% since the end of 2020 and municipalities are facing soaring costs for infrastructure projects without a corresponding growth in revenue; and

    Whereas, unlike federal and provincial revenues, municipal tax revenue has not increased in recent years along with inflation, economic growth, or population growth; and

    Whereas, municipalities are facing a gap in federal infrastructure funding as the 10-year Investing in Canada Infrastructure Program has come to an end, the Canada Community-Building Fund is being renegotiated and the Permanent Public Transit Fund is set to start in 2026;

    Whereas, The Canada Community-Building Fund (CCBF), which was formerly known as the federal Gas Tax Fund, provides more than $2 billion in annual capital funding directly to municipalities through a predictable allocation mechanism, and municipalities of all sizes use the CCBF to deliver direct results for Canadians by building and renewing critical core public infrastructure, including water infrastructure, local roads, public transit and community, and cultural and recreational facilities;

    Now Therefore Be It Resolved:

    That Council for the City of Richmond Hill requests that the Federal government work with municipalities and agreement signatories to maintain the Canada Community-Building Fund as a source of direct, predictable, long-term funding for local infrastructure priorities; and be it further resolved

    That Council for the City of Richmond Hill requests the Federal government commit, in Budget 2024, to the next generation of infrastructure programs, including a new program for water and wastewater infrastructure and an increase to the Disaster Mitigation and Adaptation Fund; and be it further resolved

    That Council for the City of Richmond Hill requests that the Federal government engage with provinces, territories and municipalities to negotiate a “Municipal Growth Framework” to modernize the way that municipalities are funded in order to enable Canada’s long-term growth; and be it further resolved

    That the City Clerk send this resolution to the Prime Minister of Canada, Finance Minister of Canada, Housing, Infrastructure and Communities Minister of Canada, the Leader of the Official Opposition of Canada, and Leaders of other Federal Parties, the Local Members of Parliament, Federation of Canadian Municipalities, Big City Mayors’ Caucus, as well as York Region and its member municipalities.

  • a) That staff report SRCFS.24.008 regarding 2024 Development Charges Update - Council Adoption, be received;

    b) That draft By-laws 6-24, 7-24, 8-24, 9-24, and 10-24 for City-wide Development Charges be adopted;

    c) That draft By-laws 11-24, and 12-24 for Area Specific Development Charges be adopted;

    d) That the revised Development Charges Interest Policy be adopted (attached as Appendix “C” to staff report SRCFS.24.008);

    e) That the City-wide Development Charges Deferral Policy for the Large Office Buildings in the Richmond Hill Centre – Pilot Program be adopted (attached as Appendix “D” to staff report SRCFS.24.008);

    f) That the City-wide Development Charges Deferral for Office Buildings Policy be adopted (attached as Appendix “E” to staff report SRCFS.24.008);

    g) That the City-wide Development Charges Deferral for Charitable Non-Profit Organizations Policy be adopted (attached as Appendix “F” to staff report SRCFS.24.008);

    h) That the following Area Specific Development Charges By-law be repealed:

    • By-law 41-19 Oak Ridges-Lake Wilcox Greenfield Development Area;
    • By-law 42-19 North Leslie West Development Area;
    • By-law 43-19 North Leslie East Development Area;
    • By-law 44-19 West Gormley Development Area;
    • By-law 45-19 Elgin West Development Area;
    • By-law 46-19 Headford Storm North of Rouge Development Area.

    i) That Tariff of Fees By-law 94-23 be amended by deleting and replacing Schedule H - Legal Services with the recommended fee as outlined in Appendix “G” to staff report SRCFS.24.008;

    j) That Tariff of Fees By-law 94-23 be amended by deleting and replacing Schedule F - Financial Services with the recommended fee as outlined in Appendix “H” to staff report SRCFS.24.008.

  • a) That staff report SRPBS.24.036 be received for information purposes;

    b) That the Ontario Land Tribunal (OLT) be advised that Council supports the revised development proposal dated March, 2024 submitted by 9218 Yonge Street Inc. for lands known as 9218 Yonge Street (City Files D01-21010 and D02-21020), for the primary reasons outlined in staff report SRPBS.24.036, subject to the following:

    1. that the OLT be requested to approve the implementing Official Plan Amendment substantially in accordance with the document contained in Appendix “B” to staff report SRPBS.24.036, to the satisfaction of the Commissioner of Planning and Building Services;
    2. that the OLT be requested to withhold the issuance of its Final Order with respect to the related Zoning By-law Amendment until such time as the City advises the Tribunal that the implementing Zoning By-law Amendment has been finalized to the satisfaction of the Commissioner of Planning and Building Services.

    c) That upon the recommendation of the Commissioner of Planning and Building Services, the Mayor and City Clerk be authorized to enter into Minutes of Settlement and any further agreements or documentation;

    d) That the authority to assign servicing allocation to the proposed development on the subject lands be delegated to the Commissioner of Planning and Building Services subject to the criteria in the City’s Interim Growth Management Strategy, and that the assigned servicing allocation be released in accordance with the provisions of By-law 109-11, as amended;

    e) That appropriate City staff be directed to appear at the Ontario Land Tribunal as necessary in support of Council’s position concerning the subject applications.
