PUBLIC NOTICE

 

City facilities are open to the public to attend Council and Committee meetings. The public can observe meetings of Council and Committees by attending in-person or by viewing the livestream of the open session part of these meetings which can be accessed on the City’s website (Richmondhill.ca) or on the City’s YouTube page (linked from the City’s homepage).

 

Public Comments: The public may submit written correspondence regarding agenda items by email to [email protected]. Written correspondence must be submitted by 12 p.m. (noon) one business day before the meeting. Comments submitted will be provided to all Members of Council, are considered as public information and will be included on the public agenda posted to the City’s website.

 

Delegations: Any person who wishes to speak to Council on agenda items must pre-register with the Office of the Clerk by 12 p.m. (noon) one business day before the meeting. Applications to appear as a delegation can be submitted by email to [email protected] or by using the on-line application form found on Richmondhill.ca. Delegations can be in person, or electronically by video conference or telephone. The Office of the Clerk will provide instructions on appearing as a delegation. 

 

Public Forum: Any person who wishes to speak to Council on a matter not on the agenda must pre-register with the Office of the Clerk by 12 p.m. (noon) one business day before the meeting. Persons wanting to address Council during the Public Forum portion of the meeting must register by sending an email to [email protected] or by using the on-line form found on Richmondhill.ca. Public Forum participation can be in-person, or electronically by video conference or telephone. A maximum of five persons will be allowed to register for the Public Forum on a first come first serve basis.

 


We are gathering on lands that have been home to First Nations Peoples from time immemorial. We acknowledge that what we now call Richmond Hill is on the Treaty Lands and Territory of the Mississaugas of the Credit First Nation and the Mississauga and Chippewa Nations of the Williams Treaty. We also recognize that we are on part of the traditional territories of the Haudenosaunee and the Huron Wendat.


We would also like to acknowledge all First Nation, Inuit and Métis peoples from across North America, also known as Turtle Island, who now reside in the City of Richmond Hill. We are committed to rebuilding constructive and cooperative relationships.

  • a) That the minutes of Affordable Housing Strategy Implementation Committee meetings AHSIC#01-23 held April 4, 2023 and AHSIC#02-23 held July 4, 2023 be received.

  • That the minutes of Committee of the Whole meeting CW#12-23 held October 18, 2023, be adopted as circulated and the following recommendations be approved:

  • a) That staff report SRPBS.23.010 be received and that the request made by Stonecourt Construction Inc. to deregister the Site Plan Agreement made between The Corporation of the City of Richmond Hill and Stonecourt Construction Inc. for lands known as Part of Lot 54, Plan 10030 (Municipal Address: 10537 Yonge Street), City File SP-23-0023, be approved;

    b) That the Mayor and Clerk be authorized to execute a Termination Agreement with Stonecourt Construction Inc. upon written recommendation of the Commissioner of Planning and Building Services.

  • a) That staff report SRPBS.23.012 regarding the draft Plan of Subdivision application submitted by MMKS Holdings Inc. for lands known as Block 18, Plan 65M-4321 (municipal address: 16 Finesse Court), City File SUB-22-0006, be approved subject to the following:

    i) that the Plan of Subdivision as depicted on Map 4 to Staff Report SRPBS.23.012 be draft approved subject to the conditions as set out in Appendix “B” hereto; and,

    ii) that prior to draft approval being granted, the applicant pay the applicable processing fees in accordance with the City’s Tariff of Fees By-law;

    b) That the authority to assign 13.16 persons equivalent of servicing allocation to the proposed development to be constructed on the subject lands be delegated to the Commissioner of Planning and Building Services subject to the criteria in the City’s Interim Growth Management Strategy, and that the assigned servicing allocation be released in accordance with the provisions of By-law 109-11.

City Files D02-16012, D03-16006 and D06-20023 (Related File D01-16002) - (CW Item 11.3)

  • a) That staff report SRPBS.23.015 with respect to the Zoning By-law Amendment, draft Plan of Subdivision and Site Plan applications submitted by Yonge MCD Inc. for lands known as Part of Lots 1, 2 and 23, Registered Plan 1642, Part of Lots 1, 2, 3 and 4, Registered Plan 3600 and Part of Lots 1 and 4, Registered Plan 3799 (municipal addresses: 0, 47 and 59 Brookside Road, 12 and 24 Naughton Drive and 0, 11014, 11034, 11044 and 11076 Yonge Street), City Files D02-16012, D03-16006 and D06-20023, be received for information purposes;

    b) That the Ontario Land Tribunal (OLT) be advised as follows:

    i) that Council supports the proposed revisions to Zoning By-law 110-20 as set out in Appendix 'C' to staff report SRPBS.23.015;

    ii) that Council supports the proposed revisions to the draft Plan of Subdivision included and the associated conditions as set out in Map 6 and Appendix 'D', respectively to staff report SRPBS.23.015;

    c) That comments on the applicant’s Site Plan application (D06-20023) be referred back to staff;

    d) That the authority to assign 673.98 persons equivalent of municipal servicing allocation to the proposed development to be constructed on the subject lands be delegated to the Commissioner of Planning and Building Services subject to the City’s Interim Growth Management Strategy, and that the assigned servicing allocation be released in accordance with By-law 109-11, as amended.

    e) That appropriate City staff be directed to appear at the Ontario Land Tribunal as necessary in support of Council’s position concerning the proposed revisions.

  • a) That staff report SRPBS.23.023 regarding a Private Street Naming Application submitted by Leslie Richmond Developments Ltd. for the lands known as Part of Lot 30, Concession 3, E.Y.S. (municipal address: 11491 Leslie Street) be approved subject to the following:

    i. That the proposed street Whitefish Lane (P) be approved in accordance with staff report SRPBS.23.023; and,

    ii. That staff be directed to bring forward a by-law to implement the approval of the street names in accordance with staff report SRPBS.23.023.

  • Whereas most municipalities in Ontario have a land acknowledgement in their opening ceremony; and

    Whereas a clear reference to the rights of Indigenous people is the aim of advancing Truth and Reconciliation; and

    Whereas Call to Action 94 of the Truth and Reconciliation Commission of Canada called upon the Government of Canada to replace the wording of the Oath of Citizenship to include the recognition of the laws of Canada including Treaties with Indigenous Peoples; and

    Whereas on June 21, 2021, an Act to amend The Citizenship Act received royal assent to include clear reference to the rights of Indigenous peoples aimed at advancing the Truth and Reconciliation Commission’s Calls to Action within the broader reconciliation framework; and

    Whereas the Truth and Reconciliation Commission of Canada outlines specific calls to action for municipal governments in Canada to act on, including education and collaboration;

    Now Therefore Be It Resolved That:

    Richmond Hill City Council request from the Minister of Municipal Affairs and Housing that the following changes be made to the municipal oath of office:

    I will be faithful and bear true allegiance to His Majesty King Charles III and that I will faithfully observe the laws of Canada including the Constitution, which recognizes and affirms the Aboriginal and treaty rights of First Nations, Inuit and Metis peoples; and

    Further that this resolution be forwarded to the Minister of Red Tape Reduction, Parm Gill; Daisy Wai, MPP Richmond Hill; and Michael Parsa, MPP Aurora-Oak Ridges-Richmond Hill; York Region; the Association of Municipalities of Ontario; the Ontario’s Big City Mayors; the treaty holders in Richmond Hill, specifically the Mississaugas of the Credit First Nation (Toronto Purchase, Treaty 13) and the Chippewa Nations of the Williams Treaties as well as other traditional territory holders.

  • That Council move into closed session:

    a) To consider matters related to a proposed or pending acquisition or disposition of land by the municipality or local board in Ward 6, pursuant to Section 239(2)(c), Municipal Act 2001.
