  • a) That the minutes of Heritage Richmond Hill meeting HRH#07-19 held November 12, 2019 be adopted.

(Staff Report SRPRS.19.199 is attached for Council's reference)

  • That the Heritage Richmond Hill Committee recommends to Council:

    a) That staff report SRPRS.19.199 regarding the demolition request for 11575 Yonge Street, the former Jefferson Schoolhouse, be received;

    b) That the application to demolish the heritage designated former Jefferson Schoolhouse, located at 11575 Yonge Street, be denied;

    c) That the City Clerk provide notice of its decision to the owner, to the Ontario Heritage Trust, and be published in a local newspaper;

    d) That the Manager of Real Estate be directed to contact the landowner to begin discussions to investigate the feasibility of purchasing the former Jefferson Schoolhouse located at 11575 Yonge Street;

    e) That the supplemental information provided by D. Kelly, on behalf of the Designation Sub-Committee, regarding the former Jefferson Schoolhouse located at 11575 Yonge Street, be received.

  • a) The Youth Action Committee presents its Report for its meeting held on December 11, 2019 and respectfully recommends that the minutes be adopted as circulated.

  • a) That the City Manager be authorized to negotiate and execute a memorandum of understanding between the City and the Richmond Hill Public Library Board (RHPLB) for administrative support services to be provided by the City to the RHPLB.

  • a) That the Community and Cultural Grant applications listed in Appendix 'A' to staff report SRCS.20.01 be received;

    b) That Community and Cultural Grants totaling $64,820 be provided to the following organizations and individual artists:

    • Alzheimer Society of York Region - $2,475
    • Art in Migration - $5,000
    • Bridge to Artists - $2,500
    • Burr House Spinners and Weavers - $500
    • Chorus York - $2,000
    • High Note Avante Productions Inc. - $5,000
    • Home on the Hill Supportive Housing - $2,750
    • Iranian Canadian Teens Club - $3,000

  • a) That the Zoning By-law Amendment application submitted by Mahin Emadi Khiav for the lands known as Part of Lot 17, Plan 3806 (municipal address: 429 16th Avenue), City File D02-19005 (Related City File D06-19030) be approved, subject to the following:

    i. That a day nursery be added as a stand-alone use on the portion of the subject lands zoned “Special Residential One (SR-1) Zone” under By-law 255-96, as amended, and that the amending Zoning By-law establish site specific development standards as outlined in staff report SRPRS.20.008;

    b) That pursuant to Section 34(17) of the Planning Act, Council deem that no further notice be required with respect to any necessary modifications to the draft Zoning By-law to implement the proposed development on the subject lands;

    c) That all comments concerning the related Site Plan application, City File D06-19030, be referred back to staff.

  • a) That the assumption of the aboveground and belowground municipal services located within Parts 1 and 2 on Plan 65R-29487, Parts 1 and 2 on Plan 65R-35190, and within the existing Vitlor Drive and Puccini Drive road allowances, associated with Servicing Agreement L03-13001 be approved;

    b) That the lands described as Parts 1 and 2 on Plan 65R-29487 be established as public highway to form part of Vitlor Drive.

  • Whereas Fire Services is an essential service for the protection of people and property in Richmond Hill; and

    Whereas Fire Services are provided by all municipalities; and

    Whereas fire suppression should be planned without regard for municipal boundaries to determine the optimal location of stations for public safety; and

    Whereas fire suppression is currently planned based on municipal boundaries; and

    Whereas the majority of response calls made by Fire Services are medical-based calls; and

    Whereas Police and Emergency Medical Services are already consolidated and delivered by York Region; and

    Whereas effective and efficient service may be better planned and delivered by consolidating Fire Services at the Regional level together with other first response services; and

    Whereas administrative efficiencies may be gained on non-suppression fire activities such as training, education, dispatch, vehicle maintenance and inspections; and

    Whereas York Regional Chair Wayne Emmerson supports Regional consolidation of Fire Services;

    Now Therefore Be It Resolved:

    i) That York Region be requested to upload fire services for the purpose of consolidating Fire Services at the regional level;

    ii) That said action involve all York Region municipalities; and

    iii) That this resolution be forwarded to York Region and the other York Region local municipalities for support.

a) To consider matters related to a proposed or pending acquisition or disposition of land by the municipality in Ward 1 (Section 239(2)(c) of the Municipal Act, 2001).
