The Mayor called the meeting to order at 1:00 p.m.

There were no members of the public who addressed Council during the Public Forum.

Councillor Muench advised of his attendance along with Councillor Liu and Councillor Chan at the Mon Sheong Foundation’s annual Fun Run and Walk on June 9th and noted the event was very well organized. Councillor Muench advised of several instances of residents being taken advantage of, and noted that there were a number of organizations and people willing to help.

Regional and Local Councillor DiPaola advised that Richmond Green was being turned into a Jurassic Park to host outdoor viewing parties of the Toronto Raptors championship games and extended an invitation for all to attend.

There were no emergency/time sensitive matters raised by Members of Council.

On a motion of Regional and Local Councillor DiPaola, seconded by Councillor Beros, Council adopted those items not identified for separate discussion.

There were no public hearings.

Jim Jones, Regional Councillor, City of Markham, made a presentation to Council regarding the Langstaff/Richmond Hill Growth Area. He provided a detailed overview of his vision for the Highway 407 and Highway 7 (407/7) Integrated Destination Transit Gateway Re-Union Station, noted comparisons between the Yonge Street 407/7 Gateway and Richmond Hill Transit Centre, and highlighted economic opportunities and return on investment from the project. He addressed the Richmond Hill Centre Viva Bus Terminal, Bunker/Longbridge Layout Concepts as included in the Yonge Subway Extension EA, Land Value Capture, Yonge Subway Extension Environmental Assessment, Holistic and Comprehensive Planning, and Land Ownership. Regional Councillor Jones thanked the City of Richmond Hill for the opportunity to present and requested Council support of the vision for the 407/7 Integrated Destination Gateway Re-Union Station.

Mary-Anne Dempster, Commissioner of Corporate and Financial Services, Anthony Ianucci, Chief Information Officer, and Steve Kraft, Fire Chief, made a presentation to Council regarding the Capital Sustainability Steering Committee initiatives.

M. Dempster provided an overview of the capital forecast for 2020 to 2028 and related financial pressures; Committee outcomes including review of Master Plans and Service Standards; Financial Sustainability Strategy with recommendations to be brought forward to Council; and the Committee's approach for 2019 and 2020.

A. Iannucci provided background information on the IT Strategic Plan Vision from June 2017 and noted that the Plan recommended five Strategic Directions to be delivered in three phases, and highlighted Municipal Technology Architecture, capital planning and future projects, security headlines, opportunities and risks.

S. Kraft, Fire Chief, provided background information on the Fire and Emergency Services Master Fire Plan and reviewed corporate responsibilities as required by various legislation, planned activities for the current year to 2023 and beyond, benefits and expected results, impact of various known factors, response times in Richmond Hill by Ward, current and projected costs associated with each Division; and capital cost options (Phases I, II and III).

Peter DeVita, 2 O'Connor Crescent, addressed Council regarding the Member Motion submitted by Councillor West regarding Recognizing the Need for Urgent Action on Climate Change in Richmond Hill. He provided background information on himself and his involvement with climate change, and noted that in his opinion, humanity had the technology to remove greenhouse gasses. Mr. DeVita provided facts and research related to the climate change crisis, and advised that he was in support of Councillor West’s Member Motion for the City of Richmond Hill to declare a climate emergency.

Liz Couture, DRAWDOWN Richmond Hill, addressed Council regarding the Member Motion submitted by Councillor West regarding Recognizing the Need for Urgent Action on Climate Change in Richmond Hill. She provided research related to the climate change crisis and how climate change had already impacted things like oceans and wildlife, and the municipality. Ms. Couture advised of the need for educating people on climate change and finding ways to transition to a lower carbon footprint, and that supporting Councillor West’s Member Motion was a first step in acknowledging the importance of this issue.

Esther Collier, Chair, Net Zero Committee, Richmond Hill United Church, addressed Council regarding the Member Motion submitted by Councillor West regarding Recognizing the Need for Urgent Action on Climate Change in Richmond Hill. She provided background information on herself and her involvement with climate change, and the difficulty she has teaching students about the climate change crisis. Ms. Collier noted that in her opinion, we were headed towards an unsustainable future, highlighted the effects instability has on a community, and requested that Councillor West’s Member Motion to declare a climate emergency be supported.

Carrie Tai, Neighbours for the Planet, addressed Council regarding the Member Motion submitted by Councillor West regarding Recognizing the Need for Urgent Action on Climate Change in Richmond Hill. She provided facts and research related to the climate change crisis, the personal actions she could take to make a difference, and the impact just one person could have. Ms. Tai noted that over 400 cities in Canada had declared a climate emergency, and requested that Richmond Hill also declare a climate emergency to demonstrate leadership, and increase public awareness.

Alik Volkov, 200 Cabernet Road, Thornhill, addressed Council regarding the Member Motion submitted by Councillor West regarding Recognizing the Need for Urgent Action on Climate Change in Richmond Hill. He advised of the impact the climate change crisis has had on him and would have on future generations, and the impact it would have on social order if not addressed. Mr. Volkov noted that in his opinion, declaring a climate emergency in Richmond Hill would set an example and highlight its urgency.

    a) That the Revised Delegation Policy as described in revised Appendix B to staff report SRCM.19.02 be approved;

    b) That the Clerk be authorized to maintain and a list of delegated authorities to update such list upon the approval, revision or revocation of any delegation by Council;

    c) That staff be authorized to place by-laws on a Council agenda without prior staff reports, to effect any required revisions to City by-laws to align delegated authorities with organizational changes made by Council or by the current City Manager as of June 4, 2019;

    d) That the current City Manager as of June 4, 2019, be delegated the authority to approve the entry into, and to execute, confidentiality agreements and other agreements or documents where the current City Manager as of June 4, 2019, deems the subject-matter of the agreements or documents to be of a minor nature;

    e) That the Clerk be authorized to complete and execute the Alcohol and Gaming Commission of Ontario (AGCO) prescribed forms in connection with the approval of a liquor license subject to consultation with other appropriate City staff;

    f) That the current City Manager as of June 4, 2019 report back to Council on a semi-annual basis with respect to the delegated authority;

    g) That staff be required to place a notation on the Council agenda when by-laws are brought forward relating to delegated authority.

    a) That By-law 67-19 be enacted in the form of the draft By-law attached to staff report SRCFS.19.023 to establish and adopt tax rates for 2019 on the assessment in each property class;

    b) That the billing and collection of taxes, special assessments, defaulted fines and fees including the tax installment due dates for residential and non-residential properties be authorized;

    c) That the Mayor and Clerk be authorized to execute an agreement with the Regional Municipality of York with respect to the addition of defaulted fines for the Provincial Offences Act, to the tax roll, upon the recommendation of the Treasurer.

    ii) that the amending Zoning By-law be brought forward to a regular meeting of Council for consideration and enactment.

    (i) that the Plan of Subdivision as depicted on Map 4 to staff report SRPRS.19.104 be draft approved subject to the conditions as set out in Appendix “B” to staff report SRPRS.19.104;
    (ii) that prior to draft plan approval being granted, the applicant pay the applicable processing fee in accordance with the City’s Tariff of Fees By-law;

    b) That 14.04 persons equivalent of servicing allocation be assigned to the subject lands, to be released by the Commissioner of Planning and Regulatory Services in accordance with By-law 109-11, as amended.

    a) That the Official Plan Amendment, Zoning By-law Amendment and draft Plan of Subdivision applications submitted by Elbay Developments Inc. for lands known as Part of Lots 26 and 27, Concession 2, E.Y.S. (Municipal Address: 930 Elgin Mills Road East), Files D01-17004, D02-14017 and D03-14004 be approved, subject to the following:

    i) that the subject lands be re-designated from “Low Density Residential” to “Medium/High Density Residential” in the North Leslie Secondary Plan, and that the Official Plan Amendment establish site specific policies as outlined in staff report SRPRS.19.081;

    ii) that the Official Plan Amendment be forwarded to a regular meeting of Council for consideration and adoption;

    iii) that the subject lands be rezoned from Rural Residential Four (RR4) Zone under By-law 2325-68, as amended, and Residential Wide Shallow Two (RWS2) Zone under By-law 55-15, as amended, to Residential Multiple Family One (RM1) Zone, Residential Wide Shallow Two (RWS2) Zone, Environmental Protection Two (EPA2) Zone and Open Space (O) Zone under By-law 55-15, as amended, and that the amending Zoning By-law establish site specific development standards as outlined in staff report SRPRS.19.081;

    iv) that prior to forwarding the amending Zoning By-law to Council for consideration and enactment, the applicant pay the applicable processing fee in accordance with the City’s Tariff and Fees By-law, and the applicant’s related Site Plan application (File D06-17042) be substantially completed to the satisfaction of the Commissioner of Planning and Regulatory Services;

    v) that the Plan of Subdivision as depicted on Map 5 to staff report SRPRS.19.081 be draft approved subject to the conditions set out in Appendix “E” to staff report SRPRS.19.081;

    vi) that prior to draft approval being granted, the applicant pay the applicable processing fee in accordance with the City’s Tariff of Fees By-law;

    WHEREAS the October 2018 report from the Intergovernmental Panel on Climate Change (IPCC) demonstrates that climate change will continue to have severe and worsening economic, social, and environmental impacts around the world, and that significant and structural reductions in carbon emissions in the next 10-12 years are needed to avoid the worst effects; and

    WHEREAS the federal government’s April 2019 “Canada’s Changing Climate Report” indicates that Canada is experiencing warming at twice the rate of the rest of the world, and the provincial government’s November 2018 “Made-in-Ontario Environment Plan” states that “climate change threatens… our homes, communities and businesses, infrastructure, our locally grown food and crops… as well as the health of ecosystems”; and

    WHEREAS many jurisdictions have jointly and independently committed to taking action on climate change (e.g. 2015 Paris Agreement, Pan-Canadian Framework on Clean Growth and Climate Change, Made-in-Ontario Environment Plan, TransformTO, etc.); and

    WHEREAS southern Ontario, including York Region, has experienced several recent extreme weather events with substantial impacts to the natural environment, community safety, and municipal finances; and

    WHEREAS climate models predict more extreme weather conditions in York Region, including intense rainfall, heat waves, ice storms, increased freeze/thaw cycles, and high wind speeds; and

    WHEREAS citizens with diverse backgrounds and ages continue to raise the issue of climate change in their communities, including in Richmond Hill, and to urge greater and faster government action; and

    WHEREAS a growing list of municipal councils across the world, including 331 in Canada, have passed climate emergency declarations; and

    WHEREAS the City of Richmond Hill has demonstrated its commitment to environmental protection and climate change adaptation and mitigation through ongoing and upcoming actions related to energy efficiency and conservation, active and public transportation, stormwater and natural area management, and sustainable development; and

    WHEREAS the City of Richmond Hill recognizes both the financial costs of inaction and the opportunities for economic development and job growth tied to climate action and participation in the low-carbon economy;

    Now Therefore Be It Resolved: that the City of Richmond Hill joins citizens and jurisdictions across Canada and the world by declaring a climate emergency, in recognition of the urgent need for climate action, and as a commitment to protect our community and the current and future generations who call Richmond Hill home.
