City facilities are open to the public to attend Council and Committee meetings. The public can observe meetings of Council and Committees by attending in-person or by viewing the livestream of the open session part of these meetings which can be accessed on the City’s website (Richmondhill.ca) or on the City’s YouTube page (linked from the City’s homepage).

Public Comments: The public may submit written correspondence regarding agenda items by email to [email protected]. Written correspondence must be submitted by 12 p.m. (noon) one business day before the meeting. Comments submitted will be provided to all Members of Council, are considered as public information and will be included on the public agenda posted to the City’s website.

Delegations: Any person who wishes to speak to Council on agenda items must pre-register with the Office of the Clerk by 12 p.m. (noon) one business day before the meeting. Applications to appear as a delegation can be submitted by email to [email protected] or by using the on-line application form found on Richmondhill.ca. Delegations can be in person, or electronically by video conference or telephone. The Office of the Clerk will provide instructions on appearing as a delegation.

SRPBS.24.035 - Notice of Intent to Demolish Garage at 34 Roseview Avenue - City File D12-07380 - (HRH Item 6.11)

• That Heritage Richmond Hill recommends to Council:

  a) That staff report SRPBS.24.035 regarding Notice of Intent to Demolish Garage at 34 Roseview Avenue be received;

  b) That the frame garage at 34 Roseview Avenue does not merit cultural heritage designation under Part IV of the Ontario Heritage Act, and consequently, that the owner’s request to demolish proceed through the applicable permit process.

11.4

SRPBS.24.012 – Request for Approval – Zoning By-law Amendment and Draft Plan of Subdivision Applications – Minoo Mahroo and Ebrahim Javady Torabi – 551 and 561 16th Avenue - City Files D02-21010 and SUB-22-0008

• a) That the Zoning By-law Amendment and draft Plan of Subdivision applications submitted by Minoo Mahroo and Ebrahim Javady Torabi for lands known as Part of Lots 23 and 24, Registered Plan 3806 (Municipal Addresses: 551 and 561 16th Avenue), City Files D02-21010 and SUB-22-0008, be approved, subject to the following:

  i) that a portion of the subject lands be rezoned from “Special Residential One (SR-1) Zone” to “Low Density Residential Six (R6) Zone” under By-law 255-96, as amended, with site specific development standards for the lands zoned “Special Residential One (SR-1) Zone” and “Low Density Residential Six (R6) Zone” under By-law 255-96, as amended, as set out in Appendix “C” to Staff Report SRPBS.24.012;

  ii) that the amending Zoning By-law be brought forward to the March 27, 2024 Council meeting for consideration and enactment; 

  iii) that the draft Plan of Subdivision as depicted on Map 5 to Staff Report SRPBS.24.012 be draft approved, subject to the conditions as set out in Appendix “D” hereto;

  iv) that prior to draft approval being granted, the applicant pay the applicable processing fee in accordance with the City’s Tariff of Fees By-law 94-23; and, 

  b) That 36.84 persons equivalent of additional servicing allocation be assigned to the subject lands, to be released by the Commissioner of Planning and Building Services in accordance with By-law 109-11, as amended.

11.5

SRPBS.24.029 – Request for Approval - Servicing Allocation and Financial Contribution Request – Gil Shcolyar - 20 Bedford Park Avenue - City File D06-20035

• a) That the request by Gil Shcolyar for 20.68 persons equivalent of servicing allocation for the lands known as Lot 27, Registered Plan 10030 (Municipal Address: 20 Bedford Park Avenue), City File D06-20035, be assigned to the development to be constructed on the subject lands, to be released by the Commissioner of Planning and Building Services in accordance with By-law 109-11, as amended;

  b) That Council direct City staff to accept a one-time financial contribution of $34,399.58 from the applicant as compensation to satisfy the “best efforts” requirements of the Source Protection Plan under the Clean Water Act, 2006; and,

  c) That the one-time financial contribution of $34,399.58 be directed to the Mill Pond Park Renewal project.

SRCFS.24.011 - 2023 Council and Committee Remuneration and Expenses

• a)That staff report SRCFS.24.011, regarding 2023 Council and Committee Remuneration and Expenses, be received.

SRCS.24.03 – Non-Competitive Acquisition of Five Articulating Sidewalk Tractors

• a) That the contract for the provision of five articulating sidewalk tractors with attachments be awarded non-competitively to Joe Johnson Equipment Inc., a subsidiary of Federal Signal Corporation at a cost not exceeding $864,000 (exclusive of taxes), pursuant to Appendix “B”, Part I, section (c) of Procurement By-Law No. 113-16; and

  b) That the Commissioner of Community Services be authorized to execute any and all necessary documentation to affect the contract.

11.10

SRIES.24.003 - Traffic Safety and Operations Strategy (TSOS) Implementation

• a) That the report regarding Traffic Safety and Operations Strategy Implementation be received for information;

  b) That Council approve the 18 traffic calming locations and associated traffic measures outlined in Attachment 1;

  c) That Council adopt the traffic policies included in Attachment 3;

  d) That By-Law 21-24 (Attachment 4) be brought forward to the March 27th, 2024 Council Meeting for enactment to amend Article “1” of Municipal Code, Chapter 1030, in order to designate 86 roadway segments in the City as Community Safety Zones; and

  e) That By-Law 35-24 (Attachment 5) be brought forward to the March 27th, 2024 Council Meeting for enactment to amend Chapter 1116 of the Municipal Code, to implement the parking regulation changes on various roadways in the City.

11.11

SRIES.24.011 – Pavement Condition Data Collection Services on Designated Roadways within the City of Richmond Hill

• a) That the contract for Pavement Condition Data Collection Services on Designated Roadways within the City be awarded non-competitively to Stantec Consulting Ltd. at a cost not exceeding $195,000 (net of the HST rebate) for a contract duration of three (3) years, pursuant to Appendix “B”, Part I, Section (c) of Procurement By-Law No. 113-16; in order to ensure compatibility with existing RoadMatrix software used and maintained by the City of the Richmond Hill staff.

  b) That the Commissioner of Infrastructure and Engineering Services be authorized to execute any necessary documentation to execute the contract.

12.1

Member Motion - Regional and Local Councillor DiPaola - The City of Richmond Hill's Cybersecurity Program

Moved by: Regional and Local Councillor DiPaola 

• Whereas several municipalities, including most recently the city of Hamilton, have experienced costly breaches of their cybersecurity measures; and

  Whereas the City of Richmond Hill has counter cyberattack measures and policies in place and uses the ISO 27001 standards to measure the effectiveness of its cybersecurity.

  Now Therefore Be It Resolved:

  That City of Richmond Hill Staff report to Council with details about the City’s cybersecurity measures, including current compliance with any standards the City uses to guide its cybersecurity programs.

  That the report include a rough cost estimate for any additional cybersecurity measures that may be required to protect the City, and a rough cost estimate to obtain formal certification of the City’s cybersecurity programs.

  That the report be presented in a Closed Session meeting if staff determine that the content of the report considers the security of City property or other factors for which a closed session meeting is permitted.

Member Motion - Regional and Local Councillor Chan - Federal Infrastructure Funding to Support Growth

Moved by: Regional and Local Councillor Chan 

• Whereas, Canada is experiencing record population growth, having welcomed 1.25 million new Canadians last year alone; and

  Whereas, according to the Canada Mortgage and Housing Corporation (CMHC) at least 3.5 million additional homes are needed in Canada by 2030, and municipalities need to build or expand the infrastructure to accommodate this growth; and

  Whereas, Federation of Canadian Municipalities has estimated that the cost of the municipal infrastructure required support housing development is, on average, in the range of $107,000 per unit; and

  Whereas, according to Statistics Canada the cost of upgrade existing municipal infrastructure to keep it in a state of good repair is in the range of $170 billion; and

  Whereas, non-residential construction price inflation has risen by 29% since the end of 2020 and municipalities are facing soaring costs for infrastructure project without a corresponding growth in revenue; and

  Whereas, unlike federal and provincial revenues, municipal tax revenue has not increased in recent years along with inflation, economic growth, or population growth; and

  Whereas, municipalities are facing a gap in federal infrastructure funding as the 10-year Investing in Canada Infrastructure Program has come to an end, the Canada Community-Building Fund is being renegotiated and the Permanent Public Transit Fund is set to start in 2026;

  Whereas, The Canada Community-Building Fund (CCBF), which was formerly known as the federal Gas Tax Fund, provides more than $2 billion in annual capital funding directly to municipalities through a predictable allocation mechanism, and municipalities of all sizes use the CCBF to deliver direct results for Canadians by building and renewing critical core public infrastructure, including water infrastructure, local roads, public transit and community, and cultural and recreational facilities;

  Now Therefore Be It Resolved:

  That Council for the City of Richmond Hill requests that the Federal government work with municipalities and agreement signatories to maintain the Canada Community-Building Fund as a source of direct, predictable, long-term funding for local infrastructure priorities; and be it further resolved

  That Council for the City of Richmond Hill requests the Federal government commit, in Budget 2024, to the next generation of infrastructure programs, including a new program for water and wastewater infrastructure and an increase to the Disaster Mitigation and Adaptation Fund; and be it further resolved

  That Council for the City of Richmond Hill requests that the Federal government engage with provinces, territories and municipalities to negotiate a “Municipal Growth Framework” to modernize the way that municipalities are funded in order to enable Canada’s long-term growth; and be it further resolved

  That the City Clerk send this resolution to the Prime Minister of Canada, Finance Minister of Canada, Housing, Infrastructure and Communities Minister of Canada, the Leader of the Official Opposition of Canada, and Leaders of other Federal Parties, the Local Members of Parliament, Federation of Canadian Municipalities, Big City Mayors’ Caucus, as well as York Region and its member municipalities.
