PUBLIC NOTICE

 

Due to efforts to contain the spread of COVID-19 and to protect all individuals, City facilities will not be open to the public to attend Council and Committee meetings until further notice. The public can observe meetings of Council and Committees by viewing the livestream of the open session part of these meetings which can be accessed on the City’s website (Richmondhill.ca) or on the City’s YouTube page (linked from the City’s homepage).

 

Public Comments: The public may submit written correspondence regarding agenda matters by email to [email protected]. Written correspondence must be submitted by 12 p.m. the day before the meeting. Comments submitted will be provided to all Members of Council, considered as public information and noted in the public record.

 

Public Forum: Any person who wishes to speak to Council on a matter not on the agenda must pre-register with the Office of the Clerk by 12 p.m. noon the day before the meeting by email to [email protected] or by using the on-line form found on Richmondhill.ca. Public Forum will be by video conference via the internet or telephone only. A maximum of five persons will be allowed to register for the Public Forum on a first come first serve basis.

 

Electronic Delegations: The public may apply to appear as an electronic delegation by video conference or by telephone. Applications to appear as an electronic delegation must be submitted by 12 p.m. the day before the meeting by email to [email protected] or by using the on-line application form found on Richmondhill.ca. The Office of the Clerk will provide instructions on appearing as an electronic delegation.

  • a) That staff report SRPI.22.038 be received for information purposes;

    b) That Alectra Utilities Corporation (AUC) be advised of Council’s preferred option with respect to the proposed hydro distribution pole line to service the Barker Business Park;

    c) That Corporate and Financial Services be directed to allocate the additional funding required for the City’s share.

  • a) That Staff Report SRCS.22.02 regarding Noise By-law Amendment be received;

    b) That proposed By-law 22-22 (Attachment 1 to Staff Report SRCS.22.02) be enacted to amend Noise By-law 43-20 (Municipal Code Chapter 1055); and

    c) That proposed By-law 23-22 (Attachment 2 to Staff Report SRCS.22.02) be enacted to amend Schedule ‘A’ of the Administrative Penalties By-law 69.16.

  • a) That Staff Report SRPI.22.021 be received and that Council endorse the Key Directions Report for the Parks Plan, Recreation Plan, and Culture Plan Review (Appendix A) and receive the Background and Preliminary Needs Assessment Report (Appendix B) for information;

    b) That all comments on the key directions outlined in Staff Report SRPI.22.021 and Appendix A be referred to staff for consideration as part of the development of the updated Parks Plan, and the new combined Recreation and Culture Plan; and

    c) That staff report back to Council before the 2022 summer recess with an updated Parks Plan, which provides necessary background information to bring forward an updated Parkland Dedication By-law and to inform the Community Benefits Charge Strategy and By-law, both of which must be enacted by September 18, 2022 per the legislative timeline outlined in the Planning Act and its associated Regulations.

  • a) That the Repeal of Deeming By-law Application submitted by Jebraeil Vossoughi for lands known as Lots 492 and 493, Plan 133 (Municipal Address: 36 Portage Avenue), City File DEEM-21-0001, be approved; and,

    b) That the Repeal of Deeming By-law be brought forward to the February 23, 2022 Council meeting for consideration and enactment.

  • That the following correspondence received regarding the Parks Plan, Recreation Plan, and Culture Plan Review - Key Findings and Directions be received:

  • Subject Lands: 
    Parcel 368-1, Section 65M-3128 being part of Block 368, Plan 65M-3128 designated as Parts 49, 50, and 51 on Plan 65R-20018 Town of Richmond Hill, Regional Municipality of York Land Registry Office for the Land Titles Division of York Region (No. 65)

    Laneway Easement Lands: are those parts of Blocks 364 to 370, both inclusive, on Plan 65M3128, designated as Pars, 1, 2, 7, 8, 11, 12,15, 16, 21, 22, 26, 120, 29, 30, 37, 38, 41, 42, 48, 49, 54, 55, 61, 62, 67, 68, 72, 73, 77, 78, 81, 82, 86, 87, 91, 92, 97, 98, 104, 105, 111, 112 and 118 on Plan 65R-20018.

    WHEREAS the Shirley Drive townhomes built in 1997/1998 have an ownership arrangement for their rear laneway that is unique within in the City of Richmond Hill, and pre-dates the Condominium Act,1998;  

    WHEREAS the builder, Law Development Group, registered "For Profit" Corporation 1286302 Ontario Limited with a residents' Board of Directors to govern and self-manage the maintenance and upkeep of the laneway under the terms of a Shared Facilities Agreement under which residents purchased their homes;  

    WHEREAS the Shirley Drive Rear Laneway townhomes are not registered under the Condominium Act, 1998 and therefore, are not supported by legislative requirements provided by the Condominium Act;

    WHEREAS in order to provide relief to residents who have been disadvantaged with this unique arrangement over the past 23 years;

    WHEREAS in order to eliminate the onerous and unsustainable expectation placed on residents to operate a self-managed committee without the support of the legislative provisions provided by the Condominium Act;

    WHEREAS in order to eliminate the burden on residents to understand environmental sensitivities and technical requirements related to catch basin stormwater management and other infrastructure needs.

    WHERAS residents are entitled to receive equal levels of service and maintenance as other City owned rear laneway townhomes;

    WHEREAS the City of Richmond Hill should achieve uniformity with other City owned rear laneway townhomes;

    AND WHEREAS current residents have approved a 100% majority signed petition requesting the City of Richmond Hill to assume ownership and maintenance responsibilities for the rear laneway;

    THEREFORE, BE IT RESOLVED THAT:

    Council direct staff to investigate and report back on the possible challenges and options for the assumption of the private laneway (above and below ground) for the freehold townhomes known municipally as 141-247 Shirley Drive as a designated public highway, in keeping with other freehold rear laneway townhomes operated and maintained by the City.

  • Whereas Environment Canada declared a Significant Winter Event on January 17, 2022;

    Whereas this is one of the biggest snowstorms in decades, about 55 centimeters of snow fell on the city, shutting down schools and causing major transit and driving delays;

    Whereas Council appreciate staff in Community Services, Communications and Access who worked tirelessly to deal with this significant winter event amid staff shortages;

    Whereas Council still received many complaints about snow clearing process, windrow removal method and respond time;

    Whereas the complaints may be due to residents misunderstanding and expectation;

    Whereas Richmond Hill always thrives for better services;

    Therefore be it resolved that: Council direct staff to conduct a full review of the City’s snow removal operation and communication plan and report back before summer recess.
