PUBLIC NOTICE

 

City facilities are open to the public to attend Council and Committee meetings. The public can observe meetings of Council and Committees by attending in-person or by viewing the livestream of the open session part of these meetings which can be accessed on the City’s website (Richmondhill.ca) or on the City’s YouTube page (linked from the City’s homepage).

 

Public Comments: The public may submit written correspondence regarding agenda items by email to [email protected]. Written correspondence must be submitted by 12 p.m. (noon) one business day before the meeting. Comments submitted will be provided to all Members of Council, are considered as public information and will be included on the public agenda posted to the City’s website.

 

Delegations: Any person who wishes to speak to Council on agenda items must pre-register with the Office of the Clerk by 12 p.m. (noon) one business day before the meeting. Applications to appear as a delegation can be submitted by email to [email protected] or by using the on-line application form found on Richmondhill.ca. Delegations can be in person, or electronically by video conference or telephone. The Office of the Clerk will provide instructions on appearing as a delegation. 

 

Public Forum: Any person who wishes to speak to Council on a matter not on the agenda must pre-register with the Office of the Clerk by 12 p.m. (noon) one business day before the meeting. Persons wanting to address Council during the Public Forum portion of the meeting must register by sending an email to [email protected] or by using the on-line form found on Richmondhill.ca. Public Forum participation can be in-person, or electronically by video conference or telephone. A maximum of five persons will be allowed to register for the Public Forum on a first come first serve basis.

 


We are gathering on lands that have been home to First Nations Peoples from time immemorial. We acknowledge that what we now call Richmond Hill is on the Treaty Lands and Territory of the Mississaugas of the Credit First Nation and the Mississauga and Chippewa Nations of the Williams Treaty. We also recognize that we are on part of the traditional territories of the Haudenosaunee and the Huron Wendat.


We would also like to acknowledge all First Nation, Inuit and Métis peoples from across North America, also known as Turtle Island, who now reside in the City of Richmond Hill. We are committed to rebuilding constructive and cooperative
relationships.

  • That Heritage Richmond Hill recommends to Council:

    a) That the presentation by Steven Bell, Manager, Urban Design, regarding staff report SRPI.23.036, Heritage Permit for 1380 Elgin Mills Road East (Thomas F. Boynton House), be received with thanks;

    b) That the Heritage Permit Application for exterior restoration work to the Thomas F. Boynton House located at 1380 Elgin Mills Road East, as described in staff report SRPI.23.036, be approved.

  • That the minutes of Committee of the Whole meeting CW#03-23 held April 19, 2023, be adopted as circulated and the following recommendations be approved:

  • a) That taxes amounting to $117,242.22 be written off pursuant to the provisions of Section 357 of the Municipal Act, 2001;

    b) That taxes amounting to $143,903.59 be written off pursuant to the provisions of Section 358 of the Municipal Act, 2001;

    c) That applicable penalty and interest be adjusted accordingly; and

    d) That the Treasurer be directed to adjust the accounts receivable accordingly.

  • a) That the minutes of the Affordable Housing Strategy Implementation Committee meeting AHSIC#01-22 held May 10, 2022, be received.

  • a) That the minutes of the Economic Development Committee meeting EDC#01-22 held May 16, 2022, be adopted.

  • a) That taxes amounting to $84,332.30 be written off pursuant to the provisions of Section 354 of the Municipal Act, 2001;

    b) That applicable penalty and interest be adjusted accordingly; and

    c) That the Treasurer be directed to adjust the applicable property tax roll accordingly.

  • a) That staff report SRCS.23.07 regarding 2023 Outdoor Special Occasion Permit requests, be received;

    b) That the 2023 Outdoor Special Occasion Permit requests listed in Appendix A to staff report SRCS.23.07, be approved.

  • a) That Staff Report SRCS.23.08 regarding the Permitted Fields Agreement with the York Region District School Board be received;

    b) That the Mayor and Clerk be authorized to execute the Permitted Fields Agreement between the Corporation of the City of Richmond Hill and the York Region District School Board upon recommendation from the Commissioner of Community Services.

  • a) That staff report SRCS.23.09 regarding the Permitted Fields Agreement with the York Catholic District School Board be received;

    b) That the Mayor and Clerk be authorized to execute the Permitted Fields Agreement between the Corporation of the City of Richmond Hill and the York Catholic District School Board upon recommendation from the Commissioner of Community Services.

  • a) That staff report SRPI.23.024, regarding Environment Strategy Progress Update, including the attached 2022 Environment Strategy Progress Tracker and 2022 Environment Strategy Highlight Sheet, be received for information.

  • a) That the Site Plan application submitted by Leslie Richmond Developments Limited for the lands known as Part of Lot 30, Concession 3, E.Y.S. (Municipal Address: 11491 Leslie Street), City File D06-23005 (Related Files D01-21002, D02-21003 and SUB-21-0001/D03-21001), be received for information purposes only and that all comments be referred back to staff.

  • a) That the Zoning By-law Amendment application submitted by Bodrington Commercial Developments Limited for lands known as Block 114, Plan 65M-3215 (Municipal Address: 13495 Bathurst Street), City File ZBLA-22-0019, be approved, subject to the following:

    i) that the zoning provisions for the subject lands zoned Local Commercial (LC) Zone under Zoning By-law 313-96, as amended, be further amended to include the site specific provisions outlined in Staff Report SRPI.23.039 and as set out in Appendix “B” hereto;

    ii) that the amending Zoning By-law as set out in Appendix “B” to Staff Report SRPI.23.039 be finalized to the satisfaction of the Commissioner of Planning and Infrastructure, and be brought forward to a future meeting of Council for consideration and enactment; and,

    b) That pursuant to Section 34(17) of the Planning Act, Council deem that no further notice be required with respect to any necessary modifications to the draft amending Zoning By-law to implement the proposed development of the subject lands.

  • a) That the flag raising request for Seniors Month, in June 2023, be approved in the City of Richmond Hill.

  • a) That the memorandum from Stephen Huycke, Director, Legislative Services/City Clerk, dated April 26, 2023, in respect to the Appointment of an Integrity Commissioner and By-law 53-23, be received;

    b) That upon appointment as Integrity Commissioner, Suzanne Craig be requested to undertake a comprehensive review of the Council Code of Conduct (“Code”) and report to Council on recommended improvements to the Code and Integrity Commissioner Procedures.

  • That Council move into Closed Session:

    a) To consider matters related to labour relations or employee negotiations with respect to the Salaried Employees Association (SEA) (Section 239(2)(d) of the Municipal Act, 2001).
