The Mayor called the meeting to order at 9:30 a.m.s

The following members of the public addressed Council during the Public Forum:

Dr. Jessica Kun, 37 Reaman Street, regarding the decision of Council held on February 12, 2020 with respect to the 2020 Community Cultural Grant Program.

Sean Cisterna, 33 Craigleith Crescent, regarding the decision of Council held on February 12, 2020 with respect to the 2020 Community Cultural Grant Program.

Chris Madsen, 556 Edward Avenue, regarding the decision of Council held on February 12, 2020 with respect to the 2020 Community Cultural Grant Program.

Mayor Barrow acknowledged the attendance of Mayor Iain Lovatt, Town of Whitchurch-Stouffville, and provided welcoming remarks.

Regional and Local Councillor DiPaola advised of his attendance yesterday at the 2020 Festivals and Events Ontario (FEO) Conference taking place at the Sheraton Parkway North Hotel from February 25 to 27, and noted Richmond Hill was a sponsor to the event. He highlighted the professional networking opportunities available, stated that Richmond Hill was the recipient of the 2019 Municipality of the Year award from FEO, and welcomed all participants to this year’s Conference.

Regional and Local Councillor Perrelli advised of 2 events taking place this coming weekend: a charity basketball game between the City of Richmond Hill and the Province of Ontario on Saturday, February 29th at 7 p.m. at Richmond Hill High School, to raise funds benefitting Play Forever Sports, a local youth organization; and a community skate party at the Richmond Green Skate Trail on Sunday, March 1st between 11 a.m. and 1 p.m. He advised that both events were community fundraised and extended an invitation to all to join in on the fun.

Councillor Chan advised of his attendance along with Regional and Local Councillor DiPaola at the FEO Conference, and acknowledged $25,000 funding from the Government of Ontario to Celebrate Ontario 2020.

Mayor Barrow advised that he and Councillor Chan had been dining at local Chinese restaurants, to demonstrate there was no concern to the community relating to the COVID-19 virus, and encouraged everyone to spend time with their families to continue to support all local businesses.

There were no emergency/time sensitive matters raised by Members of Council.

Councillor West left his seat and did not participate in the discussion or voting on the matter.

Michael S. Manett, MPLAN Inc., representing the Leslie Stouffville Landowners Association, addressed Council regarding York Region’s Municipal Comprehensive Review (Part 1): Requests for Employment Area Conversions. He advised that his preference was to address the recommendations contained in staff report SRPRS.20.003 specifically related to the Gormley GO Station collaboratively with SRPRS.20.004, as he was also registered to speak to that Item. Mr. Manett addressed this matter under Item 12.4.

Brad Rogers, Groundswell Urban Planners, representing Orlando Corporation, addressed Council regarding York Region’s Municipal Comprehensive Review (Part 1): Requests for Employment Area Conversions. He reviewed the history with respect to his clients Official Plan Amendment and Zoning By-law amendment applications submitted in 2017, noted discussions with the Region related to issues with employment land conversion, and noted challenges with the City’s 2010 Official Plan policies. Mr. Rogers identified inconsistencies and items that required clarification in the staff report, specifically Appendix “C” not aligning with the recommendations. He requested Council consider a revised recommendation b) v. to include the proposed 3 dealerships on the subject lands by adding “motor vehicle sales establishment” as an exception to the existing permitted uses, for staff to work with the applicant to process the planning applications toward a public meeting, and that the amended recommendations be forwarded to York Region as input to the Region’s MCR process.

Lauren Capilongo, Malone Given Parsons Ltd., representing Richmond Hill Honda, addressed Council regarding York Region’s Municipal Comprehensive Review (Part 1): Requests for Employment Area Conversions. She advised that she was generally supportive of the recommendations contained in staff report SRPRS.20.003, advised of concerns with the Employment Land Conversions, and requested Council’s support for Richmond Hill Honda’s Employment Land Conversion request, as further detailed in her correspondence included as part of Item 13.11.

Michael S. Manett, MPLAN Inc., representing the Leslie Stouffville Landowners Association, addressed Council regarding York Region’s Municipal Comprehensive Review (Part 1): Requests for Employment Area Conversions, and York Region’s Municipal Comprehensive Review (Part 2): Major Transit Station Areas, Settlement Area Expansion and Agricultural System. He advised of his support to recommendation d) i. which supported pursuing an expansion to the Urban Settlement Boundary and possible designation of a Major Transit Station Area, and recommendation e) for lands not to be considered with a Prime Agriculture Area as outlined in the staff report. Mr. Manett addressed the Countryside lands stating that in his opinion, the lands were no longer appropriate or economically feasible to continue as agricultural and rural lands in the City of Richmond Hill, as further detailed in his correspondence distributed as part of Item 13.12.

Paul Doner, representing his family and business, John Doner Limited, addressed Council regarding York Region’s Municipal Comprehensive Review (Part 2): Major Transit Station Areas, Settlement Area Expansion and Agricultural System. He reviewed the family business, noted significant farming operation reductions, and identified current traffic and safety concerns in the area. Mr. Doner advised that he was in support of the comments made by the previous delegate, Michael Manett, MPLAN, and encouraged Council to change the land designation so that they could relocate their business to a safe and more appropriate area.

Don Given, Malone Given Parsons Ltd., representing Brookvalley Management Inc., addressed Council regarding York Region’s Municipal Comprehensive Review (Part 2): Major Transit Station Areas, Settlement Area Expansion and Agricultural System. He displayed an illustration of the Major Transit Station Areas and requested Council to expand the boundary to include lands located at 9144, 9174 and 9184 Yonge Street, as further detailed in his correspondence distributed as part of Item 13.12.

Carol Chan, Richmond Hill resident, addressed Council regarding Request for Comments - Radio-Communication and Broadcasting Antenna System Application Public Consultation Application submitted by 110 East Beaver Creek Inc. She advised that she was opposed to the proposed application and noted her support to friends that were affected individuals with electro-sensitivity. Ms. Chan advised of a symposium she attended last year related to radiation levels and the impacts to public health, and requested Council deny the proposed application on the subject lands located at 110 East Beaver Creek Road.

    a) That staff report SRPRS.20.035 regarding an application for public consultation related to the construction of a proposed Radio-Communication and Broadcasting Antenna System submitted by 110 East Beaver Creek Inc., for the lands known as Lot 50, Registered Plan 65M-2104 (Municipal Address 100 East Beaver Creek Road) City File D25-19001, be received;

    b) That Council acknowledge that consideration of the proposed radio-communication and broadcasting antenna system has been undertaken in accordance with the City’s Protocol for Public Consultation for Radio-Communication and Broadcasting Antenna Systems; 

    c) That Staff be directed to inform Industry Canada that Council acknowledges that no land use planning issues remain outstanding as it pertains to the installation of the proposed radio-communication and broadcasting antenna system on the subject lands for the reasons outlined in staff report SRPRS.20.035.

    a) That staff report SRPRS.20.003 regarding York Region's Municipal Comprehensive Review (Part 1), Requests for Employment Area Conversions, be received;

    b) That the Region consider staff report SRPRS.20.003 as local municipal input into the Region’s evaluation process, and that City Council advise the Region of the following:

    i) That City Council supports the conversion request submitted by Cedartrail Developments Inc. (refer to ID# 40.1 on Map 1 of staff report SRPRS.20.003), for the principle reasons set out in staff report SRPRS.20.003;

    ii) That City Council supports the conversion request submitted by Congio Enterprises Inc. (refer to ID# 41.1 on Map 1 of staff report SRPRS.20.003), for the principle reasons set out in staff report SRPRS.20.003;

    iii) That City Council does not support the conversion request submitted by Baif Developments Ltd. (refer to ID# 123 on Map 1 of staff report SRPRS.20.003), for the principle reasons set out in staff report SRPRS.20.003;

    iv) That City Council supports the proposed use expansion as requested by Toronto Montessori Schools and 1355314 Ontario Inc. (refer to IDs #72.1 and 73.1 on Map 1 of staff report SRPRS.20.003) but rather than facilitating the requested expansion through an employment lands conversion, staff work with the applicant to facilitate the applicant’s request through the best available alternative means;

    v) That City Council supports the proposed permissions for automobile dealerships to locate on employment lands as requested by Orlando Corporation (refer to ID#88 on Map 1 of staff report SRPRS.20.003), however, staff recommend that rather than facilitating the request through an employment lands conversion, staff work with the applicant to facilitate the applicant’s request through the best available alternative means;

    vi) That City Council does not support the conversion request submitted by Upper City Corporation (refer to ID# 127 on Map 1 of staff report SRPRS.20.003), for the principle reasons set out in staff report SRPRS.20.003;

    vii) That City Council supports the proposed permissions for automobile dealerships to locate on employment lands as requested by Richmond Hill Honda (non-geographic request), however, staff recommend that rather than facilitating the request through an employment lands conversion, staff work with the applicant to facilitate the applicant’s request through the best available alternative means;

    c) That York Region be advised of Council’s decision at its meeting on September 18, 2019 supporting a request for employment land conversion by Rice Commercial Group for 1577-1621 Major Mackenzie Drive East (refer to ID# 29.1 on Map 1 of staff report SRPRS.20.003);

    d) That in response to Items #1, #2 and #3 of Council’s Member Motion dated November 20, 2019, whereby City Staff were directed to investigate the following employment land conversions, City Council be advised as follows:

    i) That in response to Item #1, City Staff have evaluated the conversion request submitted by 1835942 Ontario Inc. and Stonecourt Construction affecting the lands municipally known as 10481 Yonge Street and 10537 Yonge Street (refer to ID#92 on Map 1 of staff report SRPRS.20.003) and recommend that Council support the conversion request for the principle reasons set out in staff report SRPRS.20.003, and that the Region be advised of Council’s decision;

    ii) That in response to Item #2, City staff have investigated the appropriateness of an employment land conversion affecting lands within the Newkirk Business Park south of Elgin Mills Road and north of Centre Street East for mixed-use development (refer to Map 1 of staff report SRPRS.20.003), and recommend that the lands not be converted for the principle reasons set out in staff report SRPRS.20.003;

    iii) That in response to Item #3, City Staff have investigated the appropriateness of an employment land conversion within the Newkirk Business Park in the vicinity of the Newkirk GO Station for mixed-use development (refer to MIC-Area #1 on Map 1 of staff report SRPRS.20.003), and recommend that Council support a conversion for the principle reasons set out in staff report SRPRS.20.003;

    e) That the Region be advised of Council’s interest in considering a municipally initiated conversion of employment lands within the south-eastern part of the Beaver Creek Business Park (refer to MIC-Area #2 on Map 1 of staff report SRPRS.20.003) for mixed-use development for the principle reasons set out in staff report SRPRS.20.003 and in doing so are also supportive of the conversion requests submitted by Parkway Hotels and Convention Centre Inc. (refer to ID#111 on Map 1 of staff report SRPRS.20.003) and Crestpoint Real Estate Inc. (refer to ID# 156 on Map 1 of staff report SRPRS.20.003);

    f) That the Region be advised of Council’s interest in considering a municipally initiated conversion of employment lands for the lands located on the east side of Leslie Street and south of Major Mackenzie Drive in the Headford Business Park (refer to MIC-Area #3 on Map 1 of staff report SRPRS.20.003) for the principle reasons set out in staff report SRPRS.20.003 and in doing so are also supportive of the conversion request submitted by Carefirst Seniors and Community Services Association (refer to ID# 153 on Map 1 of staff report SRPRS.20.003);

    g) That the City Clerk forward a copy of staff report SRPRS.20.003 to York Region as input to the Region’s Municipal Comprehensive Review process.

    i) Staff Recommendation 1: Link the Richmond Hill Centre and Bayview MTSAs,

    ii) Staff Recommendation 2: Investigate through the OP Update the inclusion of lands on the east side of Bathurst Street in the Bathurst/Highway 7 MTSA,

    iii) Staff Recommendation 3a: Consider Employment Conversion requests in setting of residents to jobs ratio,

    iv) Staff Recommendation 3b: Increase Bayview MTSA to a ratio of 80 residents to 20 jobs, and

    v) Staff Recommendation 3c: Increase Weldrick MTSA to a ratio of 80 residents to 20 jobs;

    c) That Council continue to direct City staff to communicate to the Region the desire to include the following GO Station as a MTSA in the Region’s intensification framework;

    i) the Richmond Hill (Newkirk) GO Station; and

    ii) the Gormley GO Station

    d) That Council support Regional Staff’s proposed refinement of the Provincially identified Prime Agricultural Areas within the City of Richmond Hill;

    e) That York Region be advised of Council’s support for the recommendations as set out in staff report SRPRS.20.004, and that the City Clerk forward a copy of staff report SRPRS.20.004 to York Region as input to York Region’s Municipal Comprehensive Review Process.

    In addition to the approved recommendations in respect to staff report SRPRS.20.004, the following motion of Councillor Muench was considered:

    Whereas, the COUNTRYSIDE AREA designation of the Oak Ridges Moraine Conservation Plan (ORMCP) is intended to protect prime agricultural areas, promote and protect agricultural and other rural land uses and normal farm practices and maintain the rural character of a Rural Settlement; and

    Whereas, the agricultural industry along the Leslie Street and Hwy. 404 Corridor is no longer economically viable, practical or safe and this intent can no longer be met; and

    Whereas, the 2001 ORMCP direction for the designated COUNTRYSIDE AREA for this part of the City of Richmond Hill conflicts with the 2020 direction by the province to produce more housing faster (more homes and more choice) and provide for land use intensification within urban areas; and

    Whereas, the ongoing protection and enhancement of the NATURAL CORE and NATURAL LINKAGE areas of the ORMCP can fulfill the core mandate of the ORMCP; and

    Whereas, the province and Metrolinx have developed two new GO stations on the Oak Ridges Moraine in Richmond Hill; and

    Whereas, Metrolinx has announced its desire to see urban intensification related to its Go Station lands and in the vicinity of its stations; and

    Whereas, the Town of Whitchurch - Stouffville has no substantial marketable employment lands upon which to foster economic development; and

    Whereas, the province has announced it will entertain 40 hectare urban SETTLEMENT area land expansions to provide for comprehensive planning; and

    Whereas, discussions have taken place with the Toronto Region Conservation Authority (TRCA) staff confirming their support with the direction proposed in this motion;

    Therefore, be it resolved that;

    1. The City of Richmond Hill and the Town of Whitchurch - Stouffville formally work together to approach the Region of York and the Province of Ontario to develop a Highway 404 economic corridor to facilitate the housing and economic development aspirations held by the province in 2020;
    2. That the lands currently designated COUNTRYSIDE AREA along this corridor be re-designated SETTLEMENT AREA with NO change to the designated LINKAGE AREA or CORE AREA lands;
    3. The Region of York and the City of Richmond Hill, through their ongoing respective Municipal Comprehensive Reviews (MCR), provide direction for the preparation of a Secondary Plan for the area north of 19th Avenue, north of the North Leslie Secondary Plan up to Bethesda Road, east and south of the West Gormley Secondary Plan.

    Whereas, the 2001 ORMCP direction for the designated COUNTRYSIDE AREA for this part of the City of Richmond Hill conflicts with the 2020 direction by the province to produce more housing faster (more homes and more choice) and provide for land use intensification within urban areas; and

    Whereas, the ongoing protection and enhancement of the NATURAL CORE and NATURAL LINKAGE areas of the ORMCP can fulfill the core mandate of the ORMCP; and

    Whereas, the province and Metrolinx have developed two new GO stations on the Oak Ridges Moraine in Richmond Hill; and

    Whereas, Metrolinx has announced its desire to see urban intensification related to its Go Station lands and in the vicinity of its stations; and

    Whereas, the Town of Whitchurch - Stouffville has no substantial marketable employment lands upon which to foster economic development; and

    Whereas, the province has announced it will entertain 40 hectare urban SETTLEMENT area land expansions to provide for comprehensive planning; and

    Whereas, discussions have taken place with the Toronto Region Conservation Authority (TRCA) staff confirming their support with the direction proposed in this motion;

    Therefore, be it resolved that;

    1. The City of Richmond Hill and the Town of Whitchurch - Stouffville formally work together to approach the Region of York and the Province of Ontario to develop a Highway 404 economic corridor to facilitate the housing and economic development aspirations held by the province in 2020;
    2. That the lands currently designated COUNTRYSIDE AREA along this corridor be re-designated SETTLEMENT AREA with NO change to the designated LINKAGE AREA or CORE AREA lands;
    3. The Region of York and the City of Richmond Hill, through their ongoing respective Municipal Comprehensive Reviews (MCR), provide direction for the preparation of a Secondary Plan for the area north of 19th Avenue, north of the North Leslie Secondary Plan up to Bethesda Road, east and south of the West Gormley Secondary Plan.
