PUBLIC NOTICE
 
City facilities are open to the public to attend Council and Committee meetings. The public can observe meetings of Council and Committees by attending in-person or by viewing the livestream of the open session part of these meetings which can be accessed on the City’s website (Richmondhill.ca) or on the City’s YouTube page (linked from the City’s homepage).

Public Comments: The public may submit written correspondence regarding agenda items by email to [email protected]. Written correspondence must be submitted by 12 p.m. (noon) one business day before the meeting. Comments submitted will be provided to all Members of Council, are considered as public information and will be included on the public agenda posted to the City’s website.

Delegations: Any person who wishes to speak to Council on agenda items must pre-register with the Office of the Clerk by 12 p.m. (noon) one business day before the meeting. Applications to appear as a delegation can be submitted by email to [email protected] or by using the on-line application form found on Richmondhill.ca. Delegations can be in person, or electronically by video conference or telephone. The Office of the Clerk will provide instructions on appearing as a delegation.
 

  • a) That the Zoning By-law Amendment application submitted by Golden Ambra Highrise Inc. to remove the Holding (H) provisions applicable to lands known as Part of Lot 52, Concession 1, W.Y.S. (Municipal Address: 10920 Yonge Street), City File D02-19016, be approved and that the Zoning By-law Amendments attached hereto as Appendices “A” and “B” be brought forward to the June 11, 2025 Council meeting for enactment.

  • a) That SRCM.25.08, regarding the Economic Development Mission to Hannover Messe, be received.

  • a) That the Mayor and Clerk be authorized to execute any and all documents as may be required to implement the conveyance of an easement as shown as Part 1 on Draft Reference Plan prepared by J. D. Barnes Limited dated April 22, 2025 being Reference No. 25-12-073-00 to Enbridge Gas Inc. upon the written recommendation of the City Manager. 

  • a) That By-law 56-25 be enacted in the form of the draft By-law attached to SRCFS.25.023 to establish and adopt tax rates for 2025 on the assessment in each property class staff report SRCFS.25.023 be received;

    b) That the billing and collection of taxes, special assessments, defaulted fines and fees including the tax installment due dates for residential and non-residential properties be authorized; and

    c) That the Treasurer be provided delegated authority to adjust billing and collection of taxes, special assessments, defaulted fines and fees including the tax installment due dates for residential and non-residential properties in the event of a postal service disruption.

  • Whereas, Council Public Meetings are intended to allow residents to voice concerns, ask questions, and provide feedback on planning applications and zoning changes; and

    Whereas, lengthy meetings with packed agendas can stretch late into the evening, making it harder for residents to participate and adding strain on Richmond Hill staff and attendees.

    Now Therefore Be It Resolved:

    That the start times of Council Public Meetings for Planning Matters under Article 8 of the Procedure By-law be changed to 6:00 p.m. effective September 1, 2025; and

    That the City Clerk be directed to place a by-law to make the necessary amendments to the Procedure By-law to reflect the change to the Council Public Meeting start time to 6:00 p.m.
