City facilities are open to the public to attend Council and Committee meetings. The public can observe meetings of Council and Committees by attending in-person or by viewing the livestream of the open session part of these meetings which can be accessed on the City’s website ( or on the City’s YouTube page (linked from the City’s homepage).

Public Comments: The public may submit written correspondence regarding agenda items by email to Written correspondence must be submitted by 12 p.m. (noon) one business day before the meeting. Comments submitted will be provided to all Members of Council, are considered as public information and will be included on the public agenda posted to the City’s

Delegations: Any person who wishes to speak to Council on agenda items must pre-register with the Office of the Clerk by 12 p.m. (noon) one business day before the meeting. Applications to appear as a delegation can be submitted by email to or by using the on-line application form found on Delegations can be in person, or electronically by video conference or telephone. The Office of the Clerk will provide instructions on appearing as a delegation.

  • a) That the minutes of the Official Plan Update Committee meeting OPUC#02-22 held March 29, 2022, be adopted. 

  • a) That the minutes of the Heritage Richmond Hill Committee meeting HRH#07-22 held September 6, 2022, be adopted. 

  • a) That the following statement be implemented as the City’s Official Land Acknowledgement:

    We are gathering on lands that have been home to First Nations Peoples from time immemorial. We acknowledge that what we now call Richmond Hill is on the Treaty Lands and Territory of the Mississaugas of the Credit First Nation and the Mississauga and Chippewa Nations of the Williams Treaty. We also recognize that we are on part of the traditional territories of the Haudenosaunee and the Huron Wendat.   

    We would also like to acknowledge all First Nation, Inuit and Métis peoples from across North America, also known as Turtle Island, who now reside in the City of Richmond Hill. We are committed to rebuilding constructive and cooperative relationships;

    b) That this Land Acknowledgement be read by the Chair at Regular Council meetings prior to the National Anthem, and by the Mayor or designate at all City-led events through Cultural Services where there is an official welcome with Council and local dignitaries;

    c) That Council amend Article 5 of the Procedure By-law No. 74-12 to include the Land Acknowledgement as an Order of Business following the Call to Order and prior to the National Anthem.

  • a) That the Ontario Land Tribunal be advised that Council does not support the revised Official Plan and Zoning By-law Amendment applications submitted by Metroview Developments (GARDEN) Inc. for lands known as Part of Lots 1, 2, 3 and 4, Registered Plan 1984 (Municipal Addresses: 8700 and 8710 Yonge Street), City Files D01-18007 and D02-18033 for the principle reasons outlined in staff report SRCM.23.05;

    b) That City staff and the applicant continue discussions towards a resolution of the outstanding appeals and the submission of a revised development proposal that is supportable and represents good planning; and,

    c) That appropriate City staff be directed to appear at the Ontario Land Tribunal in support of Council’s position concerning the subject applications.

  • a) That Staff Report SRCFS.23.014 regarding Amendments to the Committee of Revision Terms of Reference be received.

    b) That Council approve the Revised Committee of Revision Terms of Reference attached as “Attachment B” to staff report SRCFS.23.014.

  • a) That SRCS.23.01 containing various 2022 Municipal Drinking Water Reporting documents including the Summary Report required by Schedule 22 of O. Reg. 170/03 be received.

    b) That the “City of Richmond Hill Drinking Water Annual Report 2022” (Appendix 1 to SRCS.23.01) required under Section 11 of O. Reg. 170/03 be received and made available to the public on the City’s website.

    c) That the Ministry of the Environment, Conservation and Parks Distribution System Drinking Water Inspection Report 2022 for Richmond Hill’s drinking water system as contained in Appendix 2 to SRCS.23.01 be received.

    d) That the Quality Management System Report  2022 (Appendix 3 to SRCS.23.01) required by the Drinking Water Quality Management Standard, be received.

    e) That the Operational Plan attached to SRCS.23.01 as Appendix 4 be endorsed.

  • a) That Council approve the extension of the contract with LURA Consulting until such time as engagement regarding all amendments to the Official Plan as itemized in the Council endorsed City Plan Key Directions Report are adopted by Council.

    b) That additional funds in the amount of $55,000 (exclusive of taxes) be approved for addition to the contract with LURA Consulting (SS-1910330) in accordance with Council’s approval of the 2023 Capital budget.

    c) That the Commissioner of Planning and Infrastructure be authorized to execute any necessary documentation to effect the amendment to the existing contract with LURA Consulting.

  • a) That the Zoning By-law Amendment application submitted by Farhad Fani-Molky and Parivash Kalantari for lands known as Lot 16, Registered Plan 203 (Municipal Address: 53 Sunset Beach Road), City File D02-17020, be approved, subject to the following:

    1. that the subject lands be rezoned to Single Detached Six (R6) Zone under Zoning By-law No. 313-96, as amended, as set out in Appendix “B” to Staff Report SRPI.23.030; and,
    2. that the amending Zoning By-law be brought forward to a future Council meeting for consideration and enactment.

    WHEREAS in the last 50 years, North American bird populations have dropped by more than 25% and three million birds, including species that live in towns and cities, are gone due to predation by domestic cats, car and window collisions; and

    WHEREAS birds play an essential role as pollinators and in maintaining healthy and resilient ecosystems; and

    WHEREAS Nature Canada has developed a certification standard to certify eligible cities as a “Bird Friendly City” to recognize and celebrate the contributions they have made to save bird lives in their municipalities; and

    WHEREAS on July 6th, 2022, Council approved the Updated Environment Strategy which included a new action, 8.4 “Explore policies and initiatives to create a more bird-friendly Richmond Hill”; and

    WHEREAS on January 1st, 2023, the City has launched the updated Sustainability Metrics Program which includes two metrics focused on improving design practices to reduce bird mortality in new developments (IB-17: Light Pollution Reduction and IB-18: Bird-Friendly Design); and

    WHEREAS the City is currently executing bird-friendly activities related to threat reduction, habitat protection and restoration, and community outreach and education; and

    WHEREAS World Migratory Bird Day is an annual awareness campaign highlighting the need for conservation of migratory birds and their habitat, and celebrating World Migratory Bird Day is a mandatory criteria the City must fulfill in order to be Bird Friendly City certified.


    1. That Council endorse the City’s efforts to be a certified Bird Friendly City through Nature Canada, and staff be directed to submit an application to Nature Canada;

    2. That World Migratory Bird Day be proclaimed on an annual basis on the second Saturday of May;

    3. That the proclamation be posted on the City’s website and staff be directed to promote the proclamation, and execute a World Migratory Bird Day event, as appropriate; and

    4. That staff be directed to undertake activities to uphold the Bird Friendly City status, including support in the establishment of a community based Bird Team that includes community members and stakeholders and providing an annual report card to Nature Canada on activities related to the City’s Bird Friendly status.
