PUBLIC NOTICE

 

Due to efforts to contain the spread of COVID-19 and to protect all individuals, City facilities will not be open to the public to attend Council and Committee meetings until further notice. The public can observe meetings of Council and Committees by viewing the livestream of the open session part of these meetings which can be accessed on the City’s website (Richmondhill.ca) or on the City’s YouTube page (linked from the City’s homepage).

 

Public Comments: The public may submit written correspondence regarding agenda matters by email to [email protected]. Written correspondence must be submitted by 12 p.m. the day before the meeting. Comments submitted will be provided to all Members of Council, considered as public information and noted in the public record.

 

Public Forum: Any person who wishes to speak to Council on a matter not on the agenda must pre-register with the Office of the Clerk by 12 p.m. noon the day before the meeting by email to [email protected] or by using the on-line form found on Richmondhill.ca. Public Forum will be by video conference via the internet or telephone only. A maximum of five persons will be allowed to register for the Public Forum on a first come first serve basis.

 

Electronic Delegations: The public may apply to appear as an electronic delegation by video conference or by telephone. Applications to appear as an electronic delegation must be submitted by 12 p.m. the day before the meeting by email to [email protected] or by using the on-line application form found on Richmondhill.ca. The Office of the Clerk will provide instructions on appearing as an electronic delegation.

  • That the minutes of the Heritage Richmond Hill meeting HRH#01-22 held February 15, 2022 be adopted as amended and the following recommendation be approved:

  • That the Heritage Richmond Hill Committee recommends to Council:

    a) That the Heritage Permit Application to repaint and repair the exterior of the building and replace the barrier-free ramp at 19 Church Street North (The Amos Wright House), as described in staff report SRPI.22.007, be approved.

  • That the Heritage Richmond Hill Committee recommends to Council:

    a) That the Heritage Permit Application to repaint and repair the exterior of the building at 376 Church Street South, as described in staff report SRPI.22.027, be approved.

  • That the Heritage Richmond Hill Committee recommends to Council:

    a) That the Heritage Permit Application to repaint and repair the exterior of the building at 1370 Elgin Mills Road East, as described in staff report SRPI.22.029, be approved.

  • a) That the contract for provision of Compressor Repairs/Overhauls at Various Arenas and replacement of Alfa Plate and Frame gaskets be awarded non-competitively to CIMCO Refrigeration for a cost not exceeding $150,000 (exclusive of taxes), pursuant to Appendix “B”, Part I, Section (c) of the Procurement By-Law 113-16.

    b) That the Commissioner of Community Services be authorized to execute any necessary documentation to effect the contract.

  • a) That the “Summary Report” of Richmond Hill’s drinking water system, as set out in staff report SRCS.22.04 and as required under Schedule 22 of O. Reg. 170/03, be received;

    b) That the “City of Richmond Hill Drinking Water Annual Report 2021” regulatory reporting for municipal drinking water systems as contained in Appendix 1 to staff report SRCS.22.04 and as required under Section 11 of O. Reg. 170/03, be received;

    c) That the Ministry of the Environment, Conservation and Parks Distribution System Drinking Water Inspection Report 2021 for Richmond Hill’s drinking water system as contained in Appendix 2 to staff report SRCS.22.04, be received;

    d) That updates and information regarding the Quality Management System Report 2021, as contained in Appendix 3 to staff report SRCS.22.04, be received.

  • a) That staff report SRCFS.22.008, regarding technical amendments to the "Procedures to Appoint an Individual to Fill a Vacancy", be received

    b) That the amended “Procedures to Appoint an Individual to Fill a Vacancy,” attached as Attachment B to staff report SRCFS.22.008, be approved.

  • a) That staff report SRCFS.22.009 regarding continuation of electronic Council and Committee meetings after COVID-19, be received;

    b) That Council provide direction on the continued use of electronic Council and Committee meetings following the lifting of all COVID-19 restrictions.

  • a) That Staff Report SRPI.22.019 regarding the applications submitted by Young MCD Inc., for 0, 47 and 59 Brookside Road, 12 and 24 Naughton Drive and 0, 11014, 11034, 11044 and 11076 Yonge Street, be received for information purposes;

    b) That the Ontario Land Tribunal (OLT) be advised as follows:

    i) That Council supports the proposed revisions to the approved Official Plan Amendment, Zoning By-law Amendment and draft approved Plan of Subdivision as provided in Appendices “B” and “C” and as illustrated on Map 6 of Staff Report SRPI.22.019; and,

    c) That appropriate City staff be directed to appear at the Ontario Land Tribunal as necessary in support of Council’s position concerning the proposed revisions.

  • a) That Staff Report SRPI.22.021 be received and that Council endorse the Key Directions Report for the Parks Plan, Recreation Plan, and Culture Plan Review (Appendix A) and receive the Background and Preliminary Needs Assessment Report (Appendix B) for information;

    b) That all comments on the key directions outlined in Staff Report SRPI.22.021 and Appendix A be referred to staff for consideration as part of the development of the updated Parks Plan, and the new combined Recreation and Culture Plan; and

    c) That staff report back to Council before the 2022 summer recess with an updated Parks Plan, which provides necessary background information to bring forward an updated Parkland Dedication By-law and to inform the Community Benefits Charge Strategy and By-law, both of which must be enacted by September 18, 2022 per the legislative timeline outlined in the Planning Act and its associated Regulations.

  • Whereas Richmond Hill recognizes the need for an Indigenous Welcome Centre; and

    Whereas the Indigenous Action Committee in Richmond Hill has committed to running this Welcome Centre; and

    Whereas it has been recommended by staff that the Eyer Homestead be repurposed;

    Now Therefore Be It Resolved:

    That staff be authorized to take all steps necessary to facilitate the rental agreement between the City and Indigenous Action Committee (IAC) for a 1 year pilot project at the Eyer Homestead,

    And that staff report back with progress at the next Council meeting on March 23, 2022.

  • Whereas the game of pickleball was developed so that all members of a family could participate; and

    Whereas pickleball is one of the fastest growing sports in North America; and

    Whereas Richmond Hill has pickleball courts available at King’s College Park, for public use on a first-come, first-served basis and two courts at Town Park; and

    Whereas other municipalities such as Markham has 9 courts and 8 more scheduled for this year;

    Now Therefore Be It Resolved:

    That staff be authorized to take all steps necessary to install 20 pickleball courts by the end of the year,

    And that staff report back with progress at the next Council meeting on March 23, 2022.

  • Whereas Richmond Hill needs immediately a 11 v. 11 field with a bubble and artificial turf for year round use; and

    Whereas this facility will provide a much needed facility for 1,000 Richmond Hill children; and

    Whereas this bubble will not only pay for itself but will be revenue generating, as is the Richmond Hill Soccer Bubble;

    Now Therefore Be It Resolved:

    That staff be authorized to take all steps necessary to install an artificial turf, 11 v. 11, with bubble for all year use by the end of the year,

    And that staff report back with progress at the next Council meeting on March 23, 2022.
